1.0 Purpose

The purpose of the Safe Work Instruction is to detail measures that reduce the safety and health
risks associated with the usage of hand tools and powered equipment.

2.0 Scope

The scope of this instruction applies for the whole Gagasan Maya’s project site.

3.0 Definitions

 Hand Tools
 Hand tools are those tools for which the hand provides the motive force, such as hammers,
picks, shovels, screwdrivers, axes, crowbars, saws, chisels, wrenches, etc.

 Powered Equipment
 Equipment that allows many jobs to be carried out more efficiently and with greater speed
and accuracy.

4.0 Responsibilities

4.1 Project Manager / Construction Manager


 The Project Manager / Construction Manager shall ensure full compliance of this
Safe Work Instruction and its requirement along with other legal and statutory
requirement.

4.2 Site Engineer


 The Site Engineer shall ensure the compliance of the safety and health requirement
before any commencement of work.
 The Site Engineer shall ensure all permit to work is properly filled and approved
before any commencement of work.
 The Site Engineer shall ensure that the assessment of the hazards and its control
measure has been implemented before any commencement of work.

4.3 Site Superintendent / Site Supervisor


 The Site Superintendent / Site Supervisor shall conduct Pre-Task Talk before any
commencement of work by brief all the workers on the hazards, risks and the
control measures on the related activities and ensure it is properly recorded.
 The Site Superintendent / Site Supervisor shall ensure the compliance of the safety
and health requirement before any commencement of work.

4.4 Site Safety Supervisor


 The Site Safety Supervisor to ensure that the provision of the safety and health
requirement is complied with and shall inspect and rectifying any unsafe practice
or condition at site.
 To report any incident or issues happened on site to Safety and Health Officer.

4.5 Employees / Operators


 Employees / Operators shall cooperate with the site superintendent / site supervisor
to ensure compliance and shall not interfere or misuse the safety measure that had
been place on site.
 To use the PPE provided along the activities period.

5.0 Procedure
5.1 General Requirements
 The safe design capacity of any tool or equipment shall not be exceeded. Tools or
equipment shall not be modified in any manner that reduces the original safety
margin. Modifications to machinery, tools and equipment shall be done only by
authorized personnel.
 All owned, leased or rented tools and equipment shall be maintained in a safe
working condition and certified when required
 Any hoisting equipment shall be inspected and approved prior to use and shall
comply with requirements of the contractual conditions.
 Defective tools and equipment shall be removed from the work site and if feasible
shall be properly repaired before being returned.
 Machinery, tools and equipment shall not be operated without all guards and safety
devices in place and functioning properly.
 Loose clothing shall not be worn while working around machinery. Long hair shall
be enclosed in a hair net or similar device.
 Tools shall be made inoperative (taken out of service, disconnecting from
compressor or electrical system, etc.) before executing any repair work,
modifications or tool change.
 Compressed gasses, including air, shall not be used for cleaning clothing or the
body.
 Air hoses of air-driven equipment shall be attached by means of safety clamps.
Every branch of the main airline shall be provided with a block valve to enable
closing down the air flow.

5.2 Usage of Hand Tools


 The following criteria shall be met:
 Good and proper quality of hand tools shall be provided for all jobs.
 Hand tools shall be regular cleaned and where necessary lubricated.
 Hand tools shall be regularly inspected before and after storage.
 Defective hand tools shall be red-tagged and removed from work site.
 The correct type, size, and weight of tool shall be decided before any work is
carried out.
 Fabricated hand tools are not allowed on the project.

5.3 Individual Hand Tools and Precautions


 A screwdriver shall have the correct size of tip to fit into the slot of the screw. Over
tightening of screws can lead to possible hand injury if the screwdriver slips. A
screwdriver can produce a serious wound if not used in a correct manner or for the
proper job.
 Hammer handles shall be made from smooth timber or the hammer constructed
with an integral head and shaft of steel. Hammer heads should be secured to wooden
handles with proper wedges.
 Cutting edges shall be kept sharp and the original shape and angle shall be
maintained. Eye protection shall be used when a cold chisel is used.
 Picks and shovels shall be maintained in a serviceable condition. Shovel blades
shall not be allowed to become blunt, turned or jagged. Pick head points shall be
kept sharp and heat treated to avoid splinter or chip off. Shaft shall be kept free
from cracks and splinters.
 Spanners and adjustable wrenches of the proper size shall be used. It is preferable
to use box-end spanners then adjustable wrenches. Improvised extension to
spanners and wrenches may cause damage to equipment and injury to the body.
 Pipe wrenches shall be large enough for the job, the jaw teeth must be kept clean
and the pin and spring shall be kept free from damage. Pipe wrenches shall not be
used as a hammer.
 Jacks should be marked with rated capacity and must be heavy and strong enough
to raise and maintain the load. They shall be placed on a firm and solid support and
the load should be positioned on the center line of the jack.
 All saws shall be regularly examined to ensure that the saw teeth are properly set
so as to avoid binding in the timber which can cause the blade to buckle. When the
saw is not in use, the blade should be protected by a slotted piece of plastic or
similar.

5.4 Usage of Powered Equipment / Tools


 All portable power tools shall be connected to the voltage as indicated in the
documents and guidelines of the manufacturer only.
 Portable power tools shall be stored in a clean condition.
 Tools shall be inspected regularly and properly maintained.

 Tools shall not be left lying around the job where they could be damaged or thefts
could occur.
 Rotating tools, when switched off should be held until rotation has stopped before
they are laid down.
 Tools shall be disconnected from their power source before changing blades,
cutters, wheels, etc.

5.5 Pneumatic Tools


 An air compressor shall always be under the supervision of a designated person.
 Compressors shall not be permitted to operate in confined spaces without the
provision of adequate exhaust ventilation.
 Air hoses shall be of the correct size and type.
 Pneumatic tools require clean air to operate efficiently. Filters and lubricator
devices shall be provided as required.
 Air tools shall be held firmly to prevent spinning and jumping.
 Ear protection is required when using jack hammers and concrete breakers.
 Rock drills shall be used with both hands to avoid serious bodily injury.
 Grinding machines shall be handled with care. Grinding wheels shall be checked to
make sure no defects are detected. Any defect may cause the wheel to disintegrate
as it gains momentum.
 The proper size and type of wheel shall be fitted to the tool so that the maximum
permissible running speed of the spindle does not exceed the maximum periphery
speed displayed on the grinding wheel.
 Floor and bench-mounted grinders shall be provided with work rests which are
rigidly supported and readily adjustable. Safety guards shall be installed as
required.
 All personnel using abrasive wheels shall be protected by eye protection equipment.

5.6 Cartridge Operated Tools


 General
 Cartridge operated tools have a great advantage for that they can be used in
almost any situation without the inconvenience of trailing leads or hoses.
However, it is necessary that these tools are operated by qualified personnel.
Training may be required in accordance with contractual requirements.
 Storage
 Safe and secure storage for cartridges and tools shall be provided. Storage shall
be accessible, dry and locked while not in use. Cartridges and tools shall be
stored separately. Physical segregation and ventilation shall be provided in
accordance with manufacturer’s instructions.
 Selection and Training of Personnel
 No person shall operate, clean, maintain or repair any cartridge tool without
being qualified and in possession of applicable documentation. Personnel
using cartridge operated tools shall fulfill minimal following requirements:
a. Shall be over 18 years of age;

b. Must be physically fit and have full use of both hands and eyes; and
c. Should ideally be a tradesman; electrician, plumber, cathodic
protection craftsman.
 Personnel Protective Equipment
 Personnel protection equipment (ear muffs, goggles) shall be used when
applicable. Goggles shall be of a satisfactory standard designed to withstand
high speed impacts and penetrations.
 Work Permits
 Special work permits are normally not required. Ongoing activities normally
cover usage of tools and the like.
 Use of Tools
 Cartridges are manufactured in different calibers and strengths. The following
table indicates a sample system of classification but classification and coding
may vary per Country. Tools shall be used in accordance with manufacturer’s
recommendations and instructions. Cartridges shall not be left loose on the job
site or carried in one’s pocket. Cartridges could explode accidentally if in
receipt of a knock from a pin, fixing or even a bunch of keys.
 Maintenance and Repair
 Only trained, qualified and authorized persons shall operate, clean, maintain
and repair cartridge operated tools. Tools shall be dismantled, repaired and
maintained in accordance with manufacturer’s instructions. If any defect is
found, the tool shall be made serviceable before being issued to site. Before
any repair or maintenance work is carried out checks shall be made that the
tool is not loaded. Test firing of repaired tools shall be done in a safe location
away from work and store or office areas.

5.7 Electrically Operated Tools


 General
 Electrically operated tools shall be rated in accordance with contractual
requirements. Tools shall not exceed the voltage of 220 VAC. Before the tool
is used, a check shall be made to ensure that the supply voltage is within the
range marked on the information plate on the tool. All hand tools shall be of
the double insulated type. Where it is necessary to make splices, these shall be
made with proper connection blocks or by plug and socket connectors. Taped
connections are not permitted.
 Maintenance and Storage
 Inspection and maintenance routines shall be established for all electrical tools.
Inspection and maintenance shall be performed by qualified personnel. Tools
shall be stored in a clean and dry environment.
 Personnel Protective Equipment
 All operators shall be provided with the appropriate protective equipment such
as eye, head and ear protector. If there is any likelihood of dust development
respirators shall be used.

 Individual Tools and Precautions


 Grinders shall be used with a protective guard in place. Grinders shall be
marked with their maximum running speed. Wheels shall be checked for
defects before mounting. Defective wheels shall be destroyed.
 Drills shall be used for their proper use. Care shall be taken not to drill too
large a hole at one time. The drill may bind on breaking through the hole
causing twisting of user’s wrist.
 Table saws shall be provided with adjustable guards, anti-kick-lock devices
and on / off switches within reach of the operator. The work area shall be
cleaned regularly to prevent excessive buildup of sawdust and scrap wood.
Operators shall wear eye protection while using the saw. Ear protection may
be required depending on the noise produced.
