Chapter I
Introduction
Dr. Jose Rizal, is a national hero, that is credited with the infamous line "Ang
kabataan ang pag-asa ng bayan." Despite being overused, the poem's line from "A la
juventud Filipina" still awakens passions to look for and protect the youth of the present.
During his lifetime, he was committed to the idea that a country's young children are what
will make it prosperous. His opinions could have been influenced by the outstanding bravery
and tenacity displayed by young Filipinos at the time. He had faith that things would
improve sooner or later. But has he put too much hope in the future generation? We can
say that the Philippines has improved, but how much has changed in the decades since his
time? Maybe Yes, the young people from the past have matured and flourished in our
nation. But a new generation of young Filipinos is emerging as the years pass.
One of the problems of the Philippines is the teenage pregnancy. Teenage pregnancy
is the condition of adolescence between the ages of 10 and 19. The girl and boy themselves
as well as the national society are those who are impacted. The young parents, their child
and other family members, as well as the entire country's society, are all victims of teenage
pregnancy. As a result they will likely become economically vulnerable . Almost 6% of
Filipino girls experience teenage pregnancy. Early pregnancy is one of the pressing issues
Filipino youths are facing today. The Philippines has one of the highest teenage pregnancy
rates among the ASEAN member states despite the decrease of total live births of teenage
mothers (aged 10-19) in 2016 (203,085) to 183,000 in 2019. According to the Commission
on Population and Development (PopCom), the Philippines has recorded a 7% increase in
births among girls aged 15 and below in 2019. Filipino minors who gave birth in 2019
increased to 62,510 from 62,341 in 2018. In 2019 2,411 very young adolescents aged 10
to 14 gave birth, or almost seven every day. That might sounds like a small number but this
is the second highest rate in Southeast Asia based on Save the Children’s Global Childhood

Report from 2019. Also an estimated 538 babies are born to Filipino teenage mothers every
single day, according to the Philippine Statistical Authority from 2017. Why is our supposed
hope and future being like this?
One of the reasons is because of lack of the early sex education. Sex education is a
must nowadays that children can watch anything on internet without parental guidance.
Children tend to copy what they see and they would think that’s is just appropriate cause
they can watch other people do it. The main goal of sex education is to educate young
people about subjects like sex, sexuality, and physical growth. Better STD and unplanned
pregnancy prevention can result from high-quality sex education. Additionally, it promotes
responsible family planning and lowers the dangers associated with risky sex. To assist in
addressing problems like population growth and high incidence of teen pregnancy. Even
though there is already a law of Responsible Parenthood and Reproductive Health Act of
2012 (RH Act) after a 14-year wait. Through the act, the government integrated sex
education into the public school curriculum for students ages 10 to 19. Its was not practice
properly. Most of the teenager even jokes and laughs off when the topic is sex education for
them it’s weird and not as significant as other matter. This is concerning attitude because its
not a laughing subject at all. In a recent study it is found that comprehensive, school-based
sex education that encouraged refusal skills was an independent protective factor in
preventing sexual assault, and the study's authors further hypothesized that "pre-college
comprehensive sexuality education, including skills-based training in refusing unwanted sex,
may be an effective strategy for preventing sexual assault in college." When considered
collectively, it is clear why 89% of probable voters think it is crucial to teach sex education
in middle school and 98% think it is crucial to teach sex education in high school.
What is the effect of teenage pregnancy? Early childbirth may have negative health
effects and pose a risk to the nation's ability to prosper economically. Teenagers who are
pregnant have lower lifetime earnings potential and a lower likelihood of completing higher
education, which costs the nation money. The percentage of young women who have
started having children is lower in urban regions than in rural ones (7% versus 10%),
according to the National Demographic and Health Survey (NDHS 2017) of the Philippine
Statistics Authority (PSA). Compared to young women with higher education levels and
those from wealthier households, young women with only a basic education and those from
the poorest households are more likely to have started having children. Preeclampsia,
