A. INTRODUCTION

Competency in ones work is competency to all the tools and instruments used in the performance of ones duty. A Police Officer duties and

responsibilities bestowed to him the authority to bare arms , as such one must be competent to handle it . The community we serve expect all

police officers to be competent in our issued firearms and it is our duty to ensure that we are.

It has been observed through the result of the PNP quarterly conduct of eight bullet test and twenty one (21) bullet test for long firearms,

though all the personnel past the test, their is a need for improvement.This result may be attributed to the financial constraints of each individual

and Police Station and the time due to the volume of workload placed upon the shoulders of each personnel and Police Station that individual

and group fire arms competency enhancement is compromised ,thus this paper work is timely to the subject.
In this paper, we will present the Brief History of Boliney Municipal Police Station its vision, mission and functions. Then we
will make situational analysis which will serves as a useful reference for determining the police Stations strengths and weaknesses,
and opportunities and threats (SWOT) that can help the station achieve its goal to improve its personnel’s fire arm competency. The
results will serve as a road map or guide for the Police Station and its personnel, and can help determine the Police Stations
strategy that will motivate its personnel to strive for excellence. And based from the SWOT, we will present an Action Plan which
lays down the strategies, objectives, activities, responsible person/unit, time frame and budgetary requirement, which are designed
to achieve the Police Stations goal and to full fill its vision and mission.

All inputs regarding the SWOT and Action Plan are based on personal experiences and observations in our years in
the police service. These is to give an overview of the real situations happening and experienced in lower units that
needs be modified in order to improve.

Present Situation

Boliney Municipal Police Station is classified as Type C Police Station and the Municipality of Boliney,Abra is a 3rd class
municipality with eight barangay and it has a total population of 4,551 as of 2020 census .The Municipality has a mountainous
terrain which serves as a corridor for CTG going to nearby Municipalities and provinces of Mt Province and kalinga.The Station is
ten minutes (10) away from the 13 th ABCAA 24th IB PA and one hour fourty five minutes away from the nearest neighboring police
station .
The station have a total strength of twenty three (23) uniformed personnel to include one Commissioned officer and four (4)
NUP. Out of the uniformed personnel total strength twelve (12) have no Internal Security Operation foundation training where
firearm competency is first developed and their stay with the Mobile Force is short and the opportunity to develop their firearm
competency is limited. Boliney MPS have a hundred percent issuance of short fire arm (Beretta ,Glock 17 gen 3 and 4 and Kanik)to
all its personnel and they have eighteen (18) Long Fire arms ( Galil and M16A1).

The municipality have a low crime rate(Index and Non index) and even recorded a zero crime incident, but it has recorded
four COLA cases from 2016 to 2019.
