41 - SCOPE OF APPLICATION
All VAM licensees shall comply with the requirements of the Technical Specification tor
Licensees (TSLI)
In addition, when manufacturing VAM thread for ExxonMobil, VAM Licensees shall also
comply with ExxonMobil Technical Specification for Licensees (EMTSLI) when it is invoked
This specification defines the EMTSLI requirements that qualified VAM licensees must
follow when manufacturing VAM connections for ExxonMobil,

VAM Documentation system dedicated to ExxonMobil order is composed of
The specifications TSLI (Technical Specification for Licensees), which indicate the
requirements for all VAM licensees for all customers.
The specifications EMTSLI (ExxonMobil Technical Specification for Licensees), which
indicate the additional and specific requirements for qualified licensees when
manufacturing VAM for ExxonMobil
These EMTSLI are split themselves in 2 parts:
> The specifications EMAR (ExxonMobil Additional Requirements), which indicate
the requirements not included into the TSLI specifications but when invoked, are
compulsory when manufacturing VAM connections for ExxonMobil. Therefore all
VAM licensees qualified to thread to EMTSLI shall comply also with all
requirements of these EMAR specifications.

The specification EMPS (ExxonMobil Product Specification), which lists for each
ExxonMobil referenced VAM product all the technical document and technical data
such as drawing number, gauging procedure, surface treatment, thread compound
name and make-up torques
2.2-Subcontracting
Qualified licensees wishing to subcontract all or part of an ExxonMobil order to any sub-
contractor must receive a written approval from ExxonMobil before proceeding. A more
global approval can also be given by ExxonMobil for usual EMTSLI sub-contractors.
The TSLI could be replaced by the adequate Quality documentation required by the
Licensee and applied by the Sub-contractor in order to assure the same Quality level than
the TSLI documentation (Example: VAM PTS sub-contractors applying the VAM PTS quality
procedures). At that time, the licensee shall indicate to its sub-contractor within EMAR
documents the right TSLI documents substitution.
For portions of the work subcontracted as standard procedure, such as wet MPI, anti-galling
treatment and threading, the subcontractor shall be qualified to EMTSLI under VAN!
Services’ audit. The qualified licensee shall maintain a list of subcontractors qualified io
perform specified services for ExxonMobil orders. The licensee shall notify VAM Services
and ExxonMobil of any intent to change sub-contractor with adequate time to allow an audit
of the new sub-contractor.
2.3-Devistion
Should the licensee feel that he has a valid reason to request @ deviation from these
specifications, a request shall be addressed with supporting data to VAM Services for
approval. VAM Services will forward the information to ExxonMobil for approval also.

2.4-Supervision
The EMTSLI qualified licensee accepts that a VAM Services andior = ExxonMobil
representative may witness the operations concemed in these specifications.
2.5-Qualification
Any licensee wishing to thread products to the EMTSLI specifications must be previously
qualified by VAM Services under the terms of EMTSLI
This provision is extended to the sub-contractors of the licensee who may get EMTSLI
orders.
List of EMTSLI qualified licensees will be created and must be up-dated regularly by VAM
Services. When ExxonMobil considers that an additional ExxonMobil approved licensee is
necessary, ExxonMobil will notify VAM Services.
2.6-Quality Audit
Qualified licensees and sub-contractor accepts the principle of special Quality Audits which
are carried out by VAM Services, based on EMTSLI, and according to the following
frequency:

-18 months maximum between two consecutive audits,
The aim of the Audit is to ensure that the EMTSLI specifications are followed by the EMTSLI
qualified licensee.
The audit is conducted at VAM Services or ExxonMobil's initiative.
Copy of report of the EMTSLI Quality Audits performed by VAM Services will be sent by
VAM Services to ExxonMobil
2.7- Modification of the EMTSLI
VAM Services reserves the right to modify the specifications EMTSLI to reflect product
improvements or any advancement in technology,
‘Approval from ExxonMobil must be obtained before implementation of modifications.
