"More than 10 million Filipinos have already completed the Step 1 Registration of the Philippine
Identification System (PhilSys) as of 28 December 2020, the Philippine Statistics Authority
(PSA) reports.
The national ID aims to address one of the major barriers to financial inclusion, which is the lack
of an ID. Among the 10 million step one registrants, 89.4 percent said they do not have bank
accounts. The Land Bank of the Philippines (LandBank) will colocate in step two registration
centers to allow registrants to open a bank account.
PSA is also considering the conduct of Step 2 Registration online to control the physical
presence of people as the threat of the coronavirus continues.
President Rodrigo Duterte approved the proposed P3.52-billion additional budget for the
implementation of the national ID system for 2021. The budget is targeted to fund the
registration of up to 70 million individuals by the end of 2021. The PSA targets to have 92
million Filipinos registered into the PhilSys by June 2022.
Acting Socioeconomic Planning Secretary Karl Kendrick Chua suggested that the government
use the national ID to identify the first batch to be inoculated with the COVID-19 vaccine since
the government plans to prioritize indigent households, whose heads are also the first ones
currently undergoing step one of the national ID registration process.
