Sub: Recommendation for the Award of Chief Minister's Police Medal 2020

02. Chief Minister's Police Medals are being awarded to Police c.

officers/personnel up to the rank of DySP/ACP in recognition of excellent work


and devotion of duty. Government has decided to extend the CM's Medal up to
the rank of SP (non IPS)/Commandant by raising the total number of medals not
exceeding 285No.s and the medals will be awarded on 14th August every year.

03. In view of the above, it is requested to furnish the nomination for the
award of "Kerala Chief Minister's Police Medal for the year 2020, to Police
Headquarters on or before 20/05/2020.

. 04. The eligibility criteria for the medal are appended as Annexure I. While
forwarding the recommendations, please ensure that all those eligible are
considered and proper selections are made. In respect of those who are finally
recommended, it should be certified that there is nothing ad~erse about their
general reputation and that they have not been punished with major penalties
during their service so far. Details of minor punishment like
Censure/Reprimand/black mark etc, if any, awarded should also to be
furnished.

05. The total number of rewards given to the personnel recommended for the
medal and their Bio-data should be forwarded along with citation signed by the
Officer concerned. Regarding the number of entries of rewards in the service
book, it should be properly attested by the competent officer. The quota of
medals for different units is enclosed as Annexure II. The recommendations may
be made for 50%more than the numbers indicated in the Annexure.

06. The rules and procedures laid down in the Government Order/PHQ
Circulars cited should be strictly followed. Recommendations which do not
satisfy the stipulations laid down in the Government Order/PHO Circulars will
be rejected. The details of the recommendees should also be furnished in the
proforma enclosed as Annexure III. In this connection it is informed that you
may have a second look into the proforma details along with theservice book
entries of the concerned officer before furnishing the same to PHQ. Treat this as
most Urgent and the time limit prescribed should be strictly adhered to.

07. ADGP SCRB is requested to publish a copy of the same in the official
website of Kerala Police.

ANNEXURE I

ELIGIBIL TY CIRTERIA FOR CHIEF MINISTER'S POLICE MEDAL

.:. To be eligible for the award, a member of the service should have
completed 10 years of service in the Police force on the 1st March of
every year.
•:. The o'fficer/personnel applied for the medal has not been punished
with major penalty during the last 10 years of service and not with
any minor penalties within the last 3 years. Overall service records
may also be considered while making recommendations.
•:. The award should not be recommended to those police personnel
who had been presented with the Medal in earlier years.
•:. It should also be ensured that Departmental or Vigilance
Enquiries/Crime cases/Vigilance Cases/Private Complaints etc. are
not' pending against them/ Contemplated against them. If any
enquiry/ case has subsequently been· taken against the persons
already recommended, that details may also be reported to PHQ
quoting the earlier reference without fail. '
.:. The overall reputations of the officer should be good and they should
not be adverse information on record about his conduct in private life
also which has been verified and found prima-fascia. The
APAR/CR/Grading (which ever is applicable) for last ten ye~rs
should have at least seven or more in the Good, Very Good or
Outstanding category.
