    Ground Breaking Ceremony of the proposed construction of the DILG Nueva


    ACTIVITY:
    Vizcaya Provincial Office
    DATE: January 12, 2022
    VENUE: Capitol Compound, Bayombong, Nueva Vizcaya

    REPORT SUMMARY
    I. OBJECTIVES OF THE ACTIVITY:
    Generally, the activity aims to spearhead the groundbreaking of Construction of DILG-Nueva Vizcaya
    Provincial Office Building. This is a great opportunity to share how this project will positively benefit the
    community, clients, and employees.
    Specifically, it;

     Signal the start of the construction of the DILG-Nueva Vizcaya Provincial Office Building.
     Start of the monitoring of the physical and financial accomplishment of the project.
    II. HIGHLIGHTS OF THE ACTIVITY:
    Consistent with the government's thrust to utilize public resources in the most effective, efficient,
    economical and ethical way, the rehabilitation, construction and acquisition of government buildings to
    be used as permanent offices by National Government Agencies (NGAs), Government-Owned and/or
    Controlled Corporations (GOCCs) and Government Financial Institutions (GFIs) shall be rationalized to
    ensure that spaces therein are distributed or allocated in the most economical, functional and practical
    manner to attain the occupants' maximum work efficiency. Relative to this, the DILG Nueva Vizcaya
    Provincial Office, headed by Engr. Elma M. Urbina, CESO V, conducted a Ground Breaking Ceremony for
    the proposed construction of the DILG Nueva Vizcaya Provincial Office last January 12, 2022 at the
    Capitol Compound, Bayombong, Nueva Vizcaya.

    The said activity was attended by the Provincial Governor of Nueva Vizcaya, Hon. Carlos M. Padilla, DILG
    Regional Director, Jonathan Paul M. Leusen, Jr., CESO III, DILG Assistant Regional Director, Elpidio A.
    Durwin CESO IV and the DILG Nueva Vizcaya Provincial Office Personnel headed by Engr. Elma M.
    Urbina, CESO V, DILG Nueva Vizcaya Provincial Director.

    The activity had transpired with an invocation followed by a blessing which was presided by Fr. Jocson
    Ogaya, one of the Priests of St. Dominic Cathedral. After the blessing, Gov. Padilla gave an inspirational
    message where he stated that building the DILG Nueva Vizcaya Provincial will not just be a home to its
    employees but a home for Local Government Units as well. Lastly, he said that constructing the new
    office signifies better service to the people.

    Engr. Elma M. Urbina also gave a message of gratitude to the team behind the success of the activity and
    the people who excreted their utmost effort in planning to achieve this kind of milestone in DILG Nueva
    Vizcaya Provincial Office. On the other hand, Program Manager Maricar Castor also gave a message
    where she pointed out that this ceremony signifies progress and that it is the start of the realization of a
    life-long dream.

    DILG Region 2 Assistant Regional Director, Elpidio A. Durwin, CESO IV, shared how important it is that
    DILG Nueva Vizcaya Provincial Office will finally have a place of their own. He also expressed his
    gratitude to the Governor of Nueva Vizcaya for giving a space and welcoming DILG to its compound. He
    ended his message by saying that he is looking forward for the inauguration of the newly constructed
    building.

    The second part of the program was the ribbon cutting and ground breaking ceremony proper which
    was led by Gov. Padilla, Dir. Leusen, Dir. Durwin, Engr. Urbina, PM Castro and other DILG Nueva Vizcaya

    The activity ended with a message from the Regional Director of DILG R2, Jonathan Paul M. Leusen, Jr.,
    CESO III where he expressed his gratitude to Nueva Vizcaya’s Provincial Office and to the team behind
    the success of the activity.

    III. OUTPUT/S OF THE ACTIVITY:


     Commitment of the DILG Nueva Vizcaya PO Personnel to continuously coordinate with the
    contractor regarding the construction and timeline of the building.
