newly established empire. He also promoted the Orthodox Church and oriented Russian foreign policy toward Europe.

He seemed smart and devoted to Russia but it sounds like he had some mental problems like paranoia and just mentally
unstable all together.

How was the Russian economy “backwards”?
The Russian Empire was politically, economically and socially backwards. There was little industry and the vast majority of
the population were peasant farmers. They worked in an agricultural system that had changed little since the Middle Ages.
Most of the population were illiterate.
Why did Russia depend on serfdom to meet its labor needs?
The serfdom that had operated in Russia since the middle of the seventeenth century was technically not slavery. The
landowner did not own the serf.
What are some ways that Peter attempted to “westernize” or “modernize” Russia?
He made French the language of Russian politics and her upper class and abolished Muscovite dress in favor of French
dress. He introduced a “beard tax,” which required wearers of beards to pay extra taxes in order to westernize the look of
his people.

Sourcebooks (text) In 1698, Tsar Peter I of Russia instituted a beard tax as part of an effort to bring Russian society in line with Western
European models. To enforce the ban on beards, the tsar empowered police to forcibly and publicly shave those who
refused to pay the tax.

Wearing of the German clothes and shoes by people of all ranks and on use of German saddles while riding;all boyars,
government officials, and landowners could no longer wear Russian robes and had to wear Hungarian style caftans.

Peter might have believed it was necessary to change their dress and calendars in order to create relations with Europe.
Also by making these reforms, he would have shown himself as an enlightened monarch who has great knowledge of
European thinking

I think he was an enlightened ruler because he embraced the learning and methodology of Western Europe to bring
Russia into the Early Modern period

committed acts that had positive and negative impact on human lives. Fill out the chart below with at least two

I think Peter is greater because unlike Ivan he helped Russia reach a modern point in time
Why do you think history sees Peter as the “greater” of the two? (Whose perspective does “History” represent?)
Peter the Great modernized Russia which, at the start of his rule, had greatly lagged behind the Western countries and
transformed it into a major power. Through his numerous reforms, Russia made incredible progress in the development of
its economy and trade, education, science and culture, and foreign policy.
