Detailed Notification for Recruitment of Boat Crew for Andhra Pradesh Coastal
Security Police Fast Interceptor Boats (FIBs)

The Andhra Pradesh Coastal Security Police (APCSP) invites applications
from dynamic, energetic and high performing Indian male candidates for
recruitment into following posts of crew members for operation of its Fast
Interceptor Boats (FIBs) of Coastal Security Police Stations in A.P. on contract
basis.

The vacancies are provisional and liable for alteration.
2. The recruitment is to induct Ex-service man (Ex-SM) from Navy, Coast Guard
and BSF Water wing or those having valid certificates in the relevant filed issued
by the Central or State Inland Water Transport Authority or Mercantile Marine
Department (MMD) or any authorized state Port and having requisite experience
in seaward operations, into the AP CSP as FIB Crew.

Stations.
4. Eligibility Conditions:

A) Age Limit:
i) Master: A Candidate must not have attained the age of 45 years as on
1st September, 2017 i.e., he must have been born not earlier than 2 nd
September, 1972.
ii) Sarang/Navigator: A Candidate must not have attained the age of 45
years as on 1st September, 2017 i.e., he must have been born not
earlier than 2nd September, 1972.
iii) Engine Driver and Khalasi: A Candidate must not have attained the
age of 37 years as on 1 st September, 2017 i.e., he must have been born
not earlier than 2nd September, 1980.
The age limits prescribed can in no case be relaxed.

B) Education and Experience:

I) Master:
i) Education : Graduate in any discipline or Equivalent from any recognized
University.
ii) Experience and Certifications : Ex-SM from Navy, Coast Guard or BSF
Water Wing in the rank of Chief Petty Officer (equivalent ranks from other
forces) from the seaman Branch.
Or
Ex-SM from Navy, Coast Guard or BSF Water Wing in the rank of Chief
Petty Officer (equivalent ranks from other forces) from the seaman Branch
with minimum 05 years experience in the rank of Petty officer.
Or
First Class Masters certificate issued by Central or State Inland Water
Transport Authority or Mercantile marine Department (MMD) or any
authorized state Ports having authority to issue such certificates.
Or
Second Class Masters certificate issued by Central or State Inland Water
Transport Authority or Mercantile marine Department (MMD) or any
authorized state Ports having authority to issue such certificate; with
minimum 02 (two) year of service as Master on-board small marine crafts.
Or
Mate FV Competency certificate issued by MMD; with minimum 07 (Seven)
years of service on-board small marine crafts.

II) Sarang/Navigator:

i) Education: Graduate in any discipline or Equivalent from any recognized


University.
ii) Experience and Certifications : Ex-SM from Navy, Coast Guard or BSF
Water Wing in the rank of Chief Petty Officer (equivalent in other forces)
from the seaman Branch.
Or
Ex-SM from Navy, Coast Guard or BSF Water Wing in the rank of Leading
(equivalent ranks from other forces) from the seaman Branch with
minimum 07 years experience in the rank of Leading.
Or
Second Class Masters certificate issued by Central or State Inland Water
Transport Authority or MMD or any authorized state Ports having
authority to issue such certificate.
Or
Mate FV Competency certificate issued by MMD; with minimum 04 (Four)
years of service on-board small marine crafts.
III) Engine Driver:
i) Education: Professional Diploma in Mechanical /Marine Engineering.

Graduate in any discipline or Equivalent from any recognized University.
ii) Experience and Certifications : Ex-SM from Navy, Coast Guard or BSF
Water Wing in the rank of Chief Petty Officer (equivalent in other forces)
Mechanical /Marine Engineering Branch.
Or
Ex-SM from Navy, Coast Guard or BSF Water Wing in the rank of Leading
(equivalent ranks from other forces) from the Mechanical /Marine
Engineering Branch; with minimum 07 years service in the rank of
Leading.
Or
First Class Masters certificate issued by Central or State Inland Water
Transport Authority or Mercantile marine Department (MMD) or any
authorized state Ports having authority to issue such certificates.
Or
Second Class Masters certificate of Engine Driver issued by Central or
State Inland Water Transport Authority or MMD or any authorized state
Ports having authority to issue such certificate; with minimum 02 (two)
years of service as Engine Driver on small marine crafts.
Or
Engine Driver FV Competency certificate issued by MMD; with minimum
07 (Four) years of service on-board small marine crafts.

IV) Khalasi/ Seaman/Mechanic:

i. Education: ITI from a recognized Institute.


Or
10+2 (with Mathematics and Physics) from a recognized board.
Or
Vessel Navigation Trade Certificate from CIFNET under NCVT Program.
Or
Marine Fitter Trade Certificate from CIFNET under NCVT Program.

ii. Experience and certifications: Ex-SM from Navy, Coast Guard


or BSF Water Wing in the rank of leading (equivalent in other Forces)
from any branch.
Or
Mate FV Competency Certificate issued by MMD
Or
Engine Driver Competency Certificate issued by MMD
D) Medical Standards:
i. ExSM in active military medical fitness of S1A1 category (Equivalent in
Other services) are only to apply against this advertisement.

Medical Standards listed from (ii) to (vi below, are required to be met by the
Candidates applying against this advertisement:
ii. Candidate should not suffer from colour blindness.
iii). Vision: Minimum distance vision 6/6 and 6/9 both eyes without
correction (i.e. without wearing glasses)
iv. Candidate should not have a history of systemic diseases like
Hypertension, Diabetes, Cardiac, Liver and Kidney ailment.
v. Candidate should not have knocked-knees, flat feet, varicose vein or squint
in eyes or any bodily deformity or deficiency likely to interfere with efficient
performance of the prescribed duties.
vi. Candidate should be physically fit and mentally alert to undertake field
duties like patrolling, vigilance and watch keeping in marine environment.
5. Selection Procedure: Selection process would follow a six tier assessment of the
candidates in the following order:
A) Written Examination
B) Interview

A) Application Screening: All applications will be screened to identify suitability of
candidature of the applicant. Applications received with deficiencies and without
the enclosures required shall be summarily rejected.
B) Written Examination (Max. Marks 100): Separate written examination for each
category will be held. Examination paper would contain both descriptive and
objective questions related to trades of each post. The duration of the written
examination will be 90 minutes.

Syllabus for written Examination:


Master:
Boat handling; Navigation including NAVAIDS (Navigational Aid Data) Boat
Husbandry, Deck Work; Chart Reading and plotting; Sea Conditions; Rope Work;
Various national and international laws related to Maritime boundaries, knowledge
about National Security issues and Security Forces, fishing, Natural resource
exploitation, seafaring, apprehension etc,; Distress at sea; Fire-fighting; Medical
emergencies related to sea environments; Lifesaving Equipments and apparatuses;
Marine Communication Protocols; Semaphore (Flag Signals); Crew Leadership and
Motivation; Basic Knowledge of Marine Boat Engineering, Boat Construct and
FRP( Fiber Reinforced Plastic).
Boat handling; Navigation including NAVAIDS; Boat Husbandry, Deck Work; Chart
Reading and plotting; Sea Conditions; Rope Work; Distress at sea; Fire-fighting;
Medical emergencies related to sea environments; Lifesaving Equipments and
apparatuses; Survival at Sea Techniques; Rescue Operations; Boarding Operations,
knowledge about national Maritime Security issues and Security Forces.
Engine Driver:
Basic Mechanical Engineering Internal combustion engines; Marine Propulsion
Systems; Marine Propulsion Sub-Systems; Marine Gear Box Construct and
Functioning; Lateral Drive and Vertical Drive Propulsion; Transom Drive; Water Jet
Drive System; Electro-Mechanical and Hydraulic Steering Gear; Marine Fast Boat
Inboard and Outboard Engine Handling, maintenance and operations; Air
Conditioning - concept, construct, operations and maintenance of prime mover;
Diesel Alternator – Basic knowledge of alternator, cabling, power supply and
distribution, distribution switchboard, control panel, lighting; Pumps; High
Pressure Hydraulic System piping and joints; Types of Machinery Maintenance;
importance and conduct of PMs; Operational knowledge of PoL analysis and
Testing; Machinery Breakdown Emergency Actions; Salvage of Marine Engineering
Equipments from various nature of accidental damage; PoL Hygienic; Log keeping;
Fire-fighting; Rope Work; Medical emergencies related to sea environments;
Lifesaving Equipments and apparatuses; Survival at Sea Techniques.
Kalasi/Seaman/Mechanic:
Geographical knowledge of Indian Peninsula, Coastal Borders of State of Andhra
Pradesh, knowledge about Economic Activity on and off AP Coastal Shore-line,
recognition of different countries of the world on basis of flags, types of merchant
vessels, boats, time zones etc., sound sense of direction, states of sea, General
knowledge related to National Security, Importance of Coastal Security, Armed
Forces and Police Forces; their Role in National and Coastal Security, Basic
knowledge of First Aid, Safety at sea, distress handling and Fire Fighting. Function
and usage of First Aid practices, Safety and distress devices, Fire fighting
Equipments. Mechanical and Navigational acumen, Mathematics Skills (to the
levels of (10+2) Aptitude for team work, cleanliness, comradeship and attention to
detail.
C) Interview (Max. Marks 25):
A Provisional merit list based on the performance of candidates in written
test and physical efficiency Test would be prepared and candidates figuring in the
merit list would be called for interview. In case of a tie in marks, preference will be
given to marks scored in written test, swimming test and finally 800 mtrs running,
in that sequence. Candidates are expected to carry their original documents for
verification during the interview.

Date of commencement of interviews for selected Candidates will be
communicated. The interview will be conducted in the o/o The Dy. Inspector
General of Police, Coastal Security Police, 2 nd floor, Udyog Bhavan, Siripuram,
Visakhapatnam.

E] Final Selection:
Final merit list of the candidates will be prepared on the basis of marks
scored in Written Test, and interview and those who meet the prescribed
medical standards.

6 How to Apply:
i) Each candidate is allowed to apply for one or more than one post.
Candidature of candidates found applying for more than one post shall be
cancelled for all applied posts.
ii) Applicants are required to fill the Application Form (as given in Annexure-
I) and Hall Ticket (in-duplicate) (as given in Annexure- II) appropriately in
own handwriting, affix latest self-attested passport size colour
photographs captured not earlier than 03 (three) months on the spaces
provided and necessarily sign in signature blocks on each form. Forms in
illegible handwriting or without self-attested photographs or signatures
shall be rejected.
iii) Candidates are to compulsorily enclose photocopies of Certificates
towards proof of Date of Birth, Educational Qualification, Professional
Qualification and Experience. Persons already retired from active
Government Service are required to enclose Service Discharge Certificate.
Persons due to retire from service within 06 months of the closing date of
this advertisement are required to enclose photocopy of No Objection
Certificate issued by appropriate authority. Photo copies of any
other appropriately relevant documents may be closed by the candidates
as a proof of credible qualification and experience.
iv) All photocopies are required to be self-attested by the candidate.
v) Candidates shall enclose 4 passport size colour photographs which are
similar to the ones affixed on the application form and hall ticket forms.
vi) Candidates are to enclose two self-addressed envelopes each with a stamp
of Rs.10.00 (Rupees ten only).
vii) The envelope containing the application must be superscripted in bold
letters as “Application for the Post of Master/Engine
Driver/Sarang/KaIasi [as the case may be) in Andhra Pradesh Coastal
Security Police - 20I7”.

viii) Candidates are required to send their Application form in prescribed


format along with necessary enclosures to the following address by
Registered Post with Acknowledgement Due or by hand only:

7. LAST DATE FOR RECEIPT OF APPLICATIONS: Eligible candidates should


submit duly filled in application form along with the copies of the necessary
Certificates on or before 20.10.2017 by 1700 hours.

APPLICATIONS RECEIVED AFTER 1700 HRS ON 20.10.2017 WILL


NOT BE ACCEPTED AND THIS OFFICE WILL NOT BE RESPONSIBLE

8. INSTRUCTIONS TO THE CANDIDATES:

a. Candidates are advised to go through the Recruitment Advertisement carefully


and satisfy themselves that they are fully eligible for the post, before applying.
Andhra Pradesh Coastal Security Police reserves the rights to cancel the
candidature of any candidate at any stage of the selection procedure, if he is
found not qualifying in any of the prescribed eligibility criteria. The decision of
the AP Coastal Security Police shall be final in all maters connected with the
recruitment.
b. Applications which are not in prescribed format or not accompanied with
required enclosures or incomplete or defective shall be summarily rejected. No
representation or correspondence regarding such rejection shall be entertained
under any circumstances.
c. Candidates are not required to submit/send any original certificates in support
of their qualification, competency and/or experience. Only self-attested
photocopies of the supporting documents are required to be enclosed with the
application form.
d. Candidates already serving in Govt. / Semi Govt. Departments should apply
through proper channel and NOC obtained through the employer should be
enclosed.
e. Candidates who have earlier been discharged or removed from employment on
grounds of unsatisfactory performance or other grounds shall not apply.
f. The AP Coastal Security Police shall not be liable for any claim arising out of
any injuries etc. suffered during any of the stages of selection procedures. No
TA/DA will be paid to Candidates appearing for tests.
g. Nature of Job: Field duties. Operations and maintenance of Coastal Police
FIBs.
h. Nature of Appointment: Contractual.
i. Period of Engagement: Initial period of contract would be for 01 (one) Year.
Renewal of contract shall be considered as per the prevailing requirements of
the post and satisfactory performance of the candidate. If the candidate’s
performance is not satisfactory, Coastal Security Police is at liberty to
terminate his contractual service at any time without any prior notice.
j. Selected candidates are liable to be posted anywhere in the Coastal Districts of
Andhra Pradesh.
k. All correspondence from the AP Coastal Security Police shall be done of the
address for correspondence as given by the candidates in the application form
under column 7(b). the AP Coastal Security Police shall not be responsible for
any postal delays or wrong delivery. In case of permanent address being
remote, the candidates are advised to choose appropriate and more accessible
address for correspondence to avoid postal delays.
l. Any changes in the dates of examinations/tests, due to unavoidable reasons,
will be prominently notified through press and media.
m. Candidates shall be offered appointment letters as per their order of merit.
Further, selection is subjected to verification of the antecedents of the
candidates.
n. Candidates should join in the post within fifteen (15) days from the date of
receipt of order. In case of service personal, it is thirty (30) days. Failure to join
within the stipulated period will render the offer of appointment cancelled
without any notice. However, Andhra Pradesh Coastal Security Police is at
liberty to take them on duty even after stipulated period.
