I.

Last July 27, 2021, Lapu-Lapu City mayor Junard Chan, required residents to present

their vaccination cards when entering malls. This was his way to encourage residents to get

vaccinated since the vaccination turnout in Lapu-Lapu City is quite low. In late July of 2021,

Lapu-Lapu City Mayor Junard Chan, released an executive order mandating all residents to

present a vaccination card upon entering public establishments. According to Chan, the vaccine

turnout in Lapu-Lapu City is low. Furthermore, Covid-19 cases are rapidly increasing.

II.

It has been more than a year since the virus took over the world. The pandemic has

certainly taken its toll to everyone. Hence, it is evident that Covid-19 cases are increasing day by

day. Various variants have also been discovered which are getting worse as it progresses.

Unfortunately, some people do not even take the pandemic seriously, i.e., those who

constantly go out without observing safety protocols and etc. The vaccine, though does not

ensure one’s full immunity to acquiring the virus, protects the infected from being hospitalized

and even dying.

Thus, getting vaccinated is highly encouraged. Chan’s initiative is indeed great. It shows

he truly cares about his city. Not only will it protect the residents from death, but it will also

practice safer gatherings and socializations among people and herd immunity.

III.

The vaccination supply of the Philippines is not exactly consistent. It is either first-world

countries donate to the Philippines or the local government unit and private sectors purchase.
This causes an unfair distribituion of vaccines. Most of these supplies go directly to Metro

Manila. Provinces and farfetched places are likely to receive any supply.

Firstly, though the rollout is ongoing, if everyone is to get vaccinated, there might be a

tendency of a shortage in supply. Therefore, those who were not able to get vaccinated, are

forced to stay at home. They will not be able to get their groceries and food supply freely.

Moreover, if this happens, it will be additional responsibility for local government units (LGU)

to distribute “ayuda” from door-to-door. People living in poverty will also be severely affected

Secondly, forcing people to get vaccinated will leave them no choice. Although vaccines

work in their own ways, they still have side effects that might affect those with underlying

illnesses already. Hence, those with health complications may get worse after getting vaccinated.

Lastly, some people refuse to get vaccinated because they insist on choosing their

preferred brand (e.g., Pfizer, Moderna). They believe brands that have higher efficacy rates will

work better. This then delays the entire vaccination process.

IV.

In my opinion, it is extremely commendable of Mayor Chan for his initiative. It shows

how much he cares for the city. Furthermore, when citizens started saying their backlash against

the order, he revoked it. I think it is also great that he listens to the public.

It might have been a desperate measure to not only vaccinate people, but to also avoid the

cases from increasing. However, it also seemed like a threat. Unlike President Duterte’s “joke”

on giving people who refuse to get vaccinated jail time, disallowing people to go out without

their vaccination cards will also be damaging. Like what Chan said, the vaccination turnout in

Lapu-Lapu City is low. Most people who are unvaccinated will have nowhere to go, and might

experience scarcity in food and supply.

V.

I believe one of the main reasons people refuse to get vaccinated is because of the false

news and information being spread online (e.g., you will die after a few years of getting your

vaccine). Others also choose brands depending on which has the higher efficacy rate. While

efficacy rate is important, it is not what a vaccine is all about.

Studies have already showed that all vaccines work by preventing an affected from being

hospitalized and dying. At the end of the day, even those who have been vaccinated, still has a

chance of acquiring the virus. However, it will not be severe. It is safe to say that all vaccines

work well, and the best vaccine for you is whatever is offered in front of you.

Hence, my course of action would be to properly and thoroughly educate people of how

the vaccines work. Not only by showing data and statistics, but by taking the time to explain it in

layman’s terms. If you show a graph to a person, one cannot automatically decipher it. So, it

would be best to explain in in the simplest terms. This way, the public may further understand it

and grasp the situation better.
