What is Order of National Artists?

• It is an order bestowed by the Philippines on Filipinos who have


made significant contributions to the development of Philippine art.
Members of the Order are known as National Artists. Originally
instituted as an Award, it was elevated to the status of Order in 2003.

• The Order is administered by the Cultural Center of the


Philippines (CCP) by virtue of President Ferdinand Marcos's
Proclamation № 1001 of April 27, 1972 and the National
Commission for Culture and the Arts (NCCA).
The Categories

Music - singing, composition, direction, and/or performance;

Dance - choreography, direction and/or performance;

Theater – direction, performance and/or production design;

Contemporary Arts – painting, sculpture, printmaking,


photography, installation art, mixed media works, illustration,
graphic arts, performance art and/or imaging;
The Categories

Literature – poetry, fiction, essay, playwriting, journalism and/or


literary criticism;

Film and Broadcasting/Broadcast Arts – direction, writing,


production design, cinematography, editing, camera work, and/or
performance; and

Architecture, Design and Allied Arts – architecture design,


interior design, industrial arts design, landscape architecture and
fashion design
The Criteria

✓Living artists who have been Filipino citizens for the last ten (10)
years prior to nomination as well as those who have died after the
establishment of the award in 1972 but were Filipino citizens at the
time of their death;

✓Artists who have helped build a Filipino sense of nationhood through


the content and form of their works;

✓Artists who have distinguished themselves by pioneering in a mode of


creative expression or style, making an impact on succeeding
generations of artists;
The Criteria

✓Artists who have created a significant body of works and/or


have consistently displayed excellence in the practice of their
art form, enriching artistic expression or style; and

✓Artists who enjoy broad acceptance through prestigious


national and/or international recognition, awards in prestigious
national and/or international events, critical acclaim and/or
reviews of their works, and/or respect and esteem from peers
within an artistic discipline.

The Benefits

✓ The rank and title of National Artist, as proclaimed by the


President of the Philippines;
✓ A Gold-Plated Medallion from Bangko Sentral ng Pilipinas;
✓ A lifetime emolument and material and physical benefits
comparable in value to those received by the highest officers of
the land such as:
1) a cash award of two hundred thousand pesos
(₱200,000.00) net of taxes, for living awardees;
2) a cash award of one hundred thousand pesos
(₱150,000.00) net of taxes, for posthumous awardees,
payable to legal heir/s;

P750,000 per year;
4) life insurance coverage for Awardees who are still
insurable;

Gawad sa Manlilikha ng Bayan GAMABA

TREASURES
What is GAMABA?

• It is conferred to a person or group of artists recognized by


the Government of the Philippines for their contributions to the
country's intangible cultural heritage. A recipient of the award,
known as a National Living Treasures or Gawad Manlilikha
ng Bayan is defined as "a Filipino citizen or group of Filipino
citizens engaged in any traditional art uniquely Filipino, whose
distinctive skills have reached such a high level of technical and
artistic excellence and have been passed on to and widely
practiced by the present generations in their community with
the same degree of technical and artistic competence."
The Award
• In April 1992, the Gawad sa Manlilikha ng Bayan or the
National Living Treasures Award was institutionalized through
Republic Act No. 7355. Tasked with the administration and
implementation of the Award is the National Commission for
Culture and the Arts, the highest policy-making and
coordinating body for culture and the arts of the State. The
NCCA, through the Gawad sa Manlilikha ng Bayan Executive
Council, conducts the search for the finest traditional artists of
the land, adopts a program that will ensure the transfer of their
skills to others, and undertakes measures to promote a genuine
appreciation of and instill pride among our people about the
genius of the Manlilikha ng Bayan.

The Criteria

To become a National Living Treasure, the candidate must


possess the following qualifications
• is an inhabitant of an indigenous/traditional cultural
community anywhere in the Philippines that has
preserved indigenous customs, beliefs, rituals and
traditions and/or has syncretized whatever external
elements that have influenced it.
• must have engaged in a folk art tradition that has been
in existence and documented for at least 50 years.
The Criteria

• must have consistently performed or produced over a


significant period, works of superior and distinctive
quality.
• must possess a mastery of tools and materials needed by
the art, and must have an established reputation in the art
as master and maker of works of extraordinary technical
quality.
• must have passed on and/or will pass on to other members
of the community their skills in the folk art for which the
community is traditionally known.
The Criteria
A traditional artist who possesses all the qualities of a Manlilikha ng
Bayan candidate, but due to age or infirmity has left them incapable of
teaching further their craft, may still be recognized if:
• had created a significant body of works and/or has consistently
displayed excellence in the practice of their art, thus achieving
important contributions for its development.
• has been instrumental in the revitalization of their community's
artistic tradition.
• has passed on to the other members of the community skills in the
folk art for which the community is traditionally known.
• community has recognized them as master and teacher of their
craft.
The Benefits
For the individual awardee:
✓ The rank and title of Manlilikha ng Bayan, as proclaimed by the President of the
Philippines in accordance with Executive Order No. 236 or Honors Code of the
Philippines;
✓ The GAMABA gold-plated medallion minted by the Bangko Sentral ng Pilipinas
(BSP) and citation;
✓ A lifetime emolument and material and physical benefits comparable in value to
those received by the highest officers of the land such as:
1) a cash award of two hundred thousand pesos (₱200,000.00), net of
taxes;
2) a minimum lifetime personal monthly stipend of Fifty Thousand Pesos
(Php 50,000.00);

For the individual awardee:

3) a medical and hospitalization benefits not exceeding


P750,000 per year;
4) a state funeral, the arrangements for and the expenses
of which shall be borne by the Government, upon the
death of the Manlilikha ng Bayan; and
5) a place of honor, in line with protocolar precedence,
at national state functions, and recognition at cultural
events.
The Benefits
For the group awardee:
✓ The rank and title of Manlilikha ng Bayan, as proclaimed by the President
of the Philippines in accordance with Executive Order No. 236 or Honors
Code of the Philippines;
✓ The GAMABA plaque for the group;
✓ A one-time award of Two Hundred Thousand Pesos (Php 200,000.00), net
of taxes;
✓ The group shall designate its leader who will represent and attend events
and functions on behalf of the group. The said representative will also have
a place of honor, in line with protocol precedence, in state functions,
national commemoration ceremonies and all other cultural presentations.
The Process

1. The Panel.
The Gawad sa Manlilikha ng Bayan is administered by a committee,
which is assisted by an ad hoc panel of experts. The panel is
composed of a representative from each of the committees of the
Subcommission on Cultural Communities and Traditional Arts, such
as the Office of the Muslim Affairs (OMA), the National
Commission on Indigenous People (NCIP), and other appropriate
institutions. The ad hoc panel of reviewers is composed of five (5)
members of the Gawad sa Manlilikha ng Bayan Committee and four
individuals identified by the Committee among scholars,
practitioners, and experts in the traditional art.
The Process

2. The Nominations.
Nominations can come from the members of the ad hoc
panel of experts, the sub-commissions on cultural
communities and traditional arts, government and private
institutions, universities, and other persons knowledgeable
of any of the categories: folk architecture, maritime
transport, weaving, carving, performing arts, literature,
graphic and plastic arts, ornament, textile and fiber art,
pottery and other artistic expressions of traditional culture.
The Process

3. The Screening.
The ad hoc search committees is deployed to various priority
areas in the country to conduct searches and document the
candidates’ art/ craft. The ad hoc panel of reviewers review the
qualifications of the candidates and submit their
recommendations to the NCCA Board of Commissioners. Once
selected, the President of the Philippines confers the awardees
in a public ceremony in Malacañan Palace.
The Recipients

There are currently sixteen declared GAMABA awardees, all of


which have exemplified the highest standard in their respective field
of expertise. The award is only given to individuals or groups that
have exhibited the highest possible standard in intangible cultural
heritage. A master of the heritage does not automatically qualify an
individual or group for the award as the craft of the master should
exude a higher meaning to the highest standard set by the highly
critical council of the GAMABA board. Due to this lengthy and
critical process, only sixteen (16) of the thousands of
traditional masters have been conferred with the award.

• A Kalinga of Lubuagan, He
was awarded for his mastery of
the Kalinga dance and the
performing arts.

• He was also recognized for his


persistence to create and
nurture a greater consciousness
and appreciation of Kalinga
culture among the Kalinga
themselves and beyond their
borders.
• A Panay-Bukidnon of Calinog,
Iloilo was awarded for his
mastery of chanting the
sugidanon, the epic tradition
of Central Panay.

• He ceaselessly worked for the


documentation of the epics of
his people together the
elements of this oral tradition
nearly lost.
• He’s from Maguindanao of Mama
sa pano.
• He was awarded for his outstanding
artistry and dedication to his chosen
instrument, the Maguindanao
kutyapi.
• Kutyapi is a two-stringed plucked
lute, regarded as one of the most
technically demanding and difficult
to master among Filipino traditional
instruments.
• Of barangay Parang, Jolo
Island, Sulu Province.
• She has preserved the art of pis
syabit weaving.
• It is difficult art of tapestry
weaving that creates the
traditional squares used by the
Tausug for ornamentation.
• Despite the conflict in Jolo,
Sawabi’s dedication to her art
enhanced the preservation of
traditional Tausug designs.
• A Yakan of Lamitan, Basilan
was awarded for his dexterity
in playing the Yakan musical
instruments such as the
kwintangan, gabbang, agung,
kwintangan kayu, tuntungan,
among others.

• In spite of the dimming of his


eyesight, he has devoted his
life to the teaching of Yakan
musical traditions.
• A Tagabawa Bagobo of
Bansalan, Davao del Sur

• She was awarded for fully


demonstrating the creative
and expressive as aspects
of the Bagobo abaca ikat
weaving called inabal at a
time when such art is
threatened with extinction.
• A Pala’wan of Brookes
Point, Palawan
• He was awarded for his
exemplary skills in basal or
gong music ensemble.
• He was also recognized for
his versatility as musician,
poet, epic chanter and
storyteller of the kulilal
and bagit traditions of the
Palawan
• She’s from Ungos Matata,
Tandubas, Tawi-Tawi
• She is recognized as the
master mat weaver among
the Sama indigeneous
community of Ungos Matata.
• Her colorful mats with their
complex geometric patterns
exhibit her precise sense of
design, proportion and
symmetry and sensitivity to
color.
• A T’boli of Lake Sebu,
South Cotabato, was
awarded for weaving the
abaca ikat cloth called
t’nalak.

• She has produced creations


which remain faithful to the
T’boli tradition as
manifested in the complexity
of her design, fineness of
workmanship and quality of
finish.
• A Kapampangan from Central
Luzon is recognized for
reviving the Spanish colonial
era craft of Plateria.

• This self-taught master


craftsman found his calling in
producing religious secular art
in silver, bronze and wood.

• In doing so, and in pursuit of


perfection for himself and his
apprentices, he assures the
continuity of this rich tradition.
PERFORMANCE TASK 2

The students will showcase the National Artists and National Living
Treasure Awardees from the different fields of arts. Each students will
choose 1 National Artist or National Living Treasure awardee that
he/she will portray. The student will dress, act, and look like the artist
they are portraying. And the student will have a speech sharing the
contributions of the artist he/she is portraying.
