    A RESOLUTION CHANGING THE BANK SIGNATORIES OF BARANGAY LUMBOCAN
    SK WITH AN ACCOUNT NO. 0033-012162-001 AT PHILIPPINE VETERANS BANK,
    BUTUAN BRANCH AND DESIGNATING SK CHAIRPERSON NORZEN S. LAGURA
    AND SK TREASURER FRANCIS G. FLORES AS THE OFFICIAL SIGNATORIES ON
    THE TRANSACTION THEY MAY ENTER AT THE BANK.

    WHEREAS, the Republic Act No. 10742 also known as the Sangguniang Kabataan Reform Act
    of 2015 provides in Chapter 2 Section 19. Succession and Filling up of Vacancies. – (a) In case a
    Sangguniang Kabataan chairperson refuses to assume office, fails to qualify, voluntarily resigns,
    dies, is permanently incapacitated, is removed from office, the Sangguniang Kabataan member
    who obtained the highest number of votes in the election immediately preceding shall assume the
    office of the chairperson for the unexpired portion of his or her term. In case said member
    refuses to assume the position or fails to qualify, the Sangguniang Kabataan member obtaining
    the next highest number of votes shall assume the position of the chairperson for the unexpired
    portion of the term.

    WHEREAS, Republic Act 10742 stated that the financial independence among Sangguniang
    Kabataan.

    WHEREAS, there is an existing account for Sangguniang Kabataan of Lumbocan which were
    signed by Hon. Nelbert Gacosta, SK Chairperson and Francis G. Flores, SK Treasurer.

    WHEREAS, SK Chairman, NELBERT GACOSTA died last June 21, 2022.

    WHEREAS, the Sangguniang Kabataan of Barangay Lumbocan conducted a special session on


    July 11, 2022 and discussed several matters including the change of one of the signatories of the
    Barangay Lumbocan SK at Philippine, Veterans Bank, Butuan Branch.

    WHEREAS, the SK funds shall be deposited by the barangay in the current account of the SK
    not later than five (5) working days after the crediting of the monthly internal revenue allotment
    (IRA) share of the barangay consistent with the rules and regulations issued by the Commission
    on Audit (COA).

    WHEREAS, the new SK Chairperson, Mr. Norzen S. Lagura to take place the role as the
    authorize disbursement officer of Sangguniang Kabataan Lumbocan.
    WHEREAS, the disbursement of the account shall be drawn against the fund of the SK
    deposited at the designated bank nearest to their area of jurisdiction.
    WHEREAS, provided under the bank laws, rules and regulations, there should be two
    signatories in any current account.

    WHEREAS, there is need to authorize the SK Chairperson, Hon. Norzen S. Lagura and the SK
    Treasurer, Francis G. Flores, for whatever legal transactions they may enter at Philippine
    Veterans Bank ,Butuan Branch, wherein this Bank is the depository Bank of this Sangguniang
    Kabataan and taht there is a need to present their signatories for acknowledgement.

    NOW THEREFORE, after due deliberation on the subject matter, it was moved by HON.
    ROSALIE V. ANDRADA and seconded by HON. MERRY CHRISTA AMOY, be it;

    RESOLVED AS IT IS HEREBY RESOLVED, to approve the change of bank account


    signatories of Barangay Kolambog Isulan SK at Landbank of the Philippines, Butuan Branch.
