BACKGROUND OF THE STUDY

Barangay Blanco is still using folders to file its data, and there is a lot of work to be done.
Certificates or barangay papers, which are required for jobs, schools, and other purposes, are
far too slow to obtain since they must be typed. The barangay should embrace technological
progress in order to affect positive change in people's lives. Maintain access to the Barangay's
files without the requirement for human involvement. By using technology to reduce the labor of
all barangays, especially given that we are dealing with a major crisis that requires a lot of
space and attention to protocols.

According to Bautista, R. M. (2015) to bring technology to the barangays so that they can better
serve their residents by computerizing papers such as barangay clearance, certificate of
indigency, letter of recommendation, annual report, and others. The researcher was motivated
to promote the self-governing political system digitally, and the goal of this study was to
determine the benefits of ICT in the management system of barangay transactions and the
documents they provide. The system will only be authorized by the barangay admin in order to
secure the transaction documents.

PRELIMINARY LITERATURE REVIEW

This study is conducted by Bernard, J., Pascua, M. L., Tumbali, B. J., Aquino, M. C.,&
Gumabay, M. V. (2021). The Barangay Profiling System with Analytics is a systematic profiling
system that allows users to simply generate resident profiles, barangay reports, and update
resident profiles. Technology may be used to manage, monitor, and track the most critical
information of each family in the barangay. The claimed barangay kept their files in a cabinet,
making it difficult for barangay officials to handle, monitor, and track the information. The system
makes profiling information much easier, allowing Barangay workers to be more productive and
provide greater service to the community.

This study was conducted by Lacasandile, A. D., Abisado, M. B., Labanan, R. M., & Abad, L. P.
(2020, August),E-government, as its core, might achieve good governance by profiling each
family in the community utilizing information and communication technologies. Essential
information such as labor and job statistics, family income and expenditures, demographics by
(population) and (age), water and sanitation, type of housing, and education could be provided
once profile data has been aggregated. Using the Barangay Information Profiling System, this
article aims to assist barangay officials in budget allocation and decision-making in their
separate governed areas (BIPS).

According to Claire Ong Carpio's study (2020), the Barangay Management System, or
e-barangay, is a web-based management system that will transform barangay management
from a traditional, centrally dependent unit to a more inclusive, citizens-oriented scheme. Its
primary goal is to simplify existing administrative operations such as requesting papers, making
complaints, and generating appropriate and accurate local data. In the creation of the system,
the researchers used the prototype process. It focuses on developing and testing system
features, as well as the graphical user interface and iteration scheduling.

STATEMENT OF THE PROBLEM/ OBJECTIVES

The barangays still relied on a manual system. They normally keep their information on paper,
handwritten, and file it in a folder. The secretary will next compile a hand-written list of all the
names of individuals in each Purok's household and the secretary will track down the records
one by one.

This research aims to address the following problems:

• Time consuming

• Unorganized files.

• Unguarded Storage.

• Adding a new household profile.

• An outdated profile.

The study's main goal is to develop an Integrated Barangay Information System that
can automate the record-keeping process and provide suitable automated file
management, as well as efficient and accurate reports. Furthermore, the system will be
able to protect residents' personal information, make updating a resident's profile
simple, save a backup database of all records, and issue certificates, permits, and other
related papers. Residents will be able to view the records that are available to them
using this method.

ABRIDGED METHODOLOGY

This study uses a descriptive research approach in which we collect data from the barangay
and acquire information about the current state of the barangay.

The barangay personnel, residents, and those who work on the barangay’s publications will all
be participants in this research project. They will be interviewed in person as part of the data
collection process, and they will also be provided print/emailed questionnaires to use as an
instrument.

TIMELINE

This research study will approximately last for 12 months.
