THE NATIONAL LAW INSTITUTE UNIVERSITY, BHOPAL

The National Law Institute University, Bhopal (NLIU), was established by the Rashtriya Vidhi
Sansthan Vishwavidyalaya Adhiniyam, Act No. 41 of 1997, by the Madhya Pradesh State
Legislature, substituted by Act No. 06 of 2018. NLIU is recognized by the University Grants
Commission and the Bar Council of India. NLIU is the Second National Law School
established after NLSIU, Bangalore. The VISION of NLIU is to become one of the best centers
of legal education, training and research in the world. The MISSION of NLIU is to develop
and nurture the intellect for the betterment of the nation and humanity through Law and Justice.
The OBJECTIVES of the NLIU inter alia, are to, Section 4 of Act No. 06 of 2018-

“(i) to advance, disseminate and impart comprehensive legal education, learning and
knowledge including through distant and continuing legal education at all levels to
achieve excellence with a view to ensure its proper role in national development, to
develop in students and research scholars, a sense of responsibility to serve society in the
field of law by developing skills in regard to advocacy, judicial and other legal services,
legislation, law reforms and the like and to advance legal education in a professional
manner.;
(iv) to promote cultural, legal and ethical values with a view to promote and foster the
rule of law and the objectives enshrined in the Constitution of India;
(ix) to promote legal awareness in the community for achieving social and economic
justice;”

NLIU has been designing and delivering courses with a view to enhance the ability and capacity
of the students, members of the faculty and other participants in avoiding and resolving
problems within the framework of law. NLIU is currently hosting Undergraduate Course,
Postgraduate and Ph.D. programmes in law. We are also proudly hosting a postgraduate course
in Cyber Law and Information Security through a dedicated centre. We have dedicated team
of faculty members to design and deliver many such innovative courses. Recently, The IBBI
has approved the National Law Institute University, Bhopal, vide Letter dated 18thFebruary
2021, for conducting the Graduate Insolvency Program (GIP) from the academic session 2021-
2022. NLIU, Bhopal is the first University approved by the IBBI to offer the Graduate
Insolvency Program.

Courses of Study
1 B.A.LL.B. (Hons.)
Minimum duration of B.A.LL.B (Hons.) course is five academic years and maximum duration is
seven academic years. There are two semesters in an academic year. Continuous examination and
evaluation are integral part of continuous learning process. Our examination and evaluation scheme
is designed to achieve three objectives. First to test the subject knowledge and its application through
problem based written examination. Second to assess the research skills of the students, the students
are required to write a research paper in every subject in the form of project. Third to evaluate the
presentation skills of the students, the students are required to make a presentation of their projects

The development of Information and Communication Technology (ICT) during the last few decades
has taken the world by storm. While technology has facilitated human life and living to hitherto
unknown territories, it has come with its disadvantages and possibilities of misuse and abuse. History
has enough evidence to show that while science and technology is a blessing for human beings, the
same technology comes with immense possibilities to wreak havoc in any society. Rapid
developments in ICT have reduced the world into a global village; legal regimes all over the world

have been facing ever-increasing complex challenges. For a long time, it was believed that lawyers,
policy-makers and political scientists could govern society. However, now it is clear that a vision of
a sustainable world is impossible unless the community of lawyers and policy-makers have either
adequate number or adequate support of scientists/technologists.
The rapid growth of ICT has raised various complex questions which need to be addressed. This has
been the concern of the legislators all over the world, and each legal system has attempted to change
the law according to the changing needs of the times. United Nations Commission on International
Trade-Related aspects of the law (UNCITRAL) proposed a “Model Law on e-Commerce” in 1996
with the objective to guide members of the UN to enact Law to regulate the cyberspace. UNCITRAL
Model Law was the inspiration for India to enact the Information Technology Act, 2000. The Act
provides for laws relating to e-Commerce, e-Governance, Electronic Signature, Cyber Contraventions
and Cyber Offences.
The present course is blended with Law and Technology to impart a comprehensive understanding of
the legal regime pertaining to Cyber Security, Data Protection, Blockchain Technology, Artificial
Intelligence and multi-media protection etc. in India with a comparative critical perspective. This
course attempts to make the students familiar with Indian law and to understand international
developments in this area.
Eligibility - Intermediate/Higher Secondary Board Exam (10+2) in science stream or its equivalent.

3 LL.M.
Minimum duration of LL.M. course is one academic year and maximum duration is three academic
years. There are two semesters in an academic year. Specialization is offered in the areas of: (1)
Intellectual Property & Business Law; (2) Constitutional and Administrative Law; and (3) Human
Rights and Criminal Law. Area of specialization is offered subject to the availability of faculty and
at least five students opting for it. Scheme of examination and evaluation for LL.M. course is the
same as of B.A.LL.B.(Hons.) course. In the final semester a student has to submit a dissertation and

4 Master of Cyber Law & Information Security (MCLIS)


Minimum duration of MCLIS course is two academic years and maximum duration is four academic
years. There are two semester in an academic year. In the final semester the student has to submit a
dissertation and take an open defense Viva-Voce Examination. Admission is through All India

5 Ph.D. in Law
Admission to Ph.D. program is done through an All India Entrance Test conducted by the University.
NLIU offers (i) Ph. D. in Law; (ii) Ph.D. (Inter-disciplinary); and (iii) Ph.D. in Cyber Law and
Information Security. Teaching Assistantship may be provided to non-JRF candidates after
completion of their Course-work for two years.

Learning & Teaching Methods
The NLIU strongly believes that in class rooms students and teachers create new knowledge.
Integration of social science courses in the teaching of law courses, use of case method, Socratic
method, case study method, problem based learning and clinical education are the hall mark of the
teaching – learning process at NLIU. Moot court and client counseling competitions, language and
computer proficiency are the regular and vibrant features of NLIU. Constant and persistent endeavors
are made to keep abreast with the current national and international learning and teaching practices
and to ensure that the curriculum meets the needs, challenges and opportunities of legal education in
the twenty-first century.

Admission
Intake and Reservation for B.A.LL.B (Hons.) Course : 120 Seats

Students are admitted for 2021-22 through CLAT-2021. NLIU shall admit students to its B.A.LL.B
(Hons.) Course as per the following Table:

Full Tuition Fee Waiver & Scholarships


NLIU seeks to encourage meritorious students with a belief that money should not become a
roadblock for meritorious students with limited means. To realize this objective, the University has
instituted the following Scholarship:
Two Merit cum Means Scholarships one in the memory of Late Justice J. S. Verma and the other
in the name of the University. The scholarships cover full tuition fee waiver for the entire duration
of the B.A.LL.B.(Hons.) Course. In the first year of the course the scholarships are awarded to
the NLIU students securing highest marks in CLAT. From second year to fifth year the
scholarships are awarded to the students securing highest marks (without repeat) in the NLIU
examinations of first year, second year, third year and fourth year. To be eligible for the award
of the scholarships merit alone is not sufficient to make a student eligible for the award. The
annual income of the parents of the students shall not exceed the amount as may be prescribed
by the university from time to time.

Library
The Library “Gyan Mandir” is housed in a centrally air-conditioned building. It is well equipped with
the state of the art technology and tools. It has a very rich collection of learned tomes, national and
international journals of law, humanities and social sciences. A large collection of e-resources like
Lexis Nexis, Hein Online, JSTOR, Manupatra, AIR, SCC, and other materials are the hallmark of the
Library.

Auditorium, Classrooms, Hostels and Canteen


The entire University campus has wireless internet facility. Class Rooms are air-conditioned,
equipped with LED/LCD projectors, Smart Boards and other facilities. University has an air-
conditioned computer lab, having 120 computers with 1 GBPS internet speed. Besides there are video
conferencing facilities, auditorium, seminar halls, conference rooms, etc. There are four hostels two
each for men and women. It also has a well furnished guest house. University has a modern, cozy,
well furnished canteen on the campus. Recently, it has a 900 seat capacity Convention centre, named
Justice J. S. Verma Memorial Convention Centre, with the state of the art facility.

Sports Facilities
Exercise of both mind and body is necessary to keep an individual healthy and fit. With a view to
provide a congenial environment on the campus both indoor and outdoor sports facilities are
available. Indoor facilities include state-of-the-art gymnasium, badminton courts, table tennis and
pool game, outdoor facilities include tennis courts, volley ball courts and basket ball court.

Security on the Campus


Entire campus is covered by a boundary wall and under surveillance of CCTV. Round the clock
security is provided by trained security personnel.

A View of the NLIU Campus


Publications
NLIU publishes three journals: (1) Indian Law Review; (2) NLIU Journal of Intellectual Property
Law; (3) NLIU Law Review and (4) NLIU Journal of Business Laws. University has also
published research monographs on different topics.

Annual Lectures and Conferences


NLIU organizes annually Justice Shacheendra Dwivedi Memorial Lecture, Justice G. P. Singh
Memorial Lecture and special regional and global conferences on contemporary issues.
In addition to regular teaching and research, training programs, refresher courses and workshops for
teachers and other target groups are continuing feature of the University. University is actively
engaged in conducting research and consultancy projects. To mention a few, it had undertaken
projects sponsored by Government of M.P., M.P. State Biodiversity Board, Bureau of Police
Research and Development, Ministry of Human Resources Development , New Delhi; ICSSR,
UGC, UNICEF, UNDP, GTZ (Germany), UNFPA, etc.

Moot Court & Mediation


NLIU has a Moot Court Association (MCA), an elected body of students comprising of successful
and experienced mooters. NLIU organizes three Moot Court competitions annually i.e. the NLIU-
Link Legal Client Counseling Competition, NLIU National Corporate Law Moot and Justice R. K.
Tankha Memorial International Moot Court Competition and other moot court competitions from time
to time. NLIU also hosts the prestigious NLIU-INADR International Mediation Competition
annually. NLIU students participate in international moot Court competitions every year and have
brought laurels to the University.

Academic Exchange Program


NLIU has an understanding with the renowned Centre for Advanced Study and Research on
Intellectual Property (CASRIP), Seattle, U.S.A., and two students attend the summer course at
Washington University, Seattle every year. CASRIP provides to these students scholarships to attend
the program. NLIU Provides a financial assistance of ₹30,000/- each of the students.

NLIU has MoUs with Kailash Satyarthi Children’s Foundation, New Delhi and with six Foreign

A number of students are also working with senior lawyers of Supreme Court & High Courts, and
the alumni are also practicing as advocates in District Courts, High Courts and the Supreme Court.
Some of the alumni are working as Advocates on Record in Supreme Court of India and also as
Judges in different states. Some have joined Teaching / Research profession. A number of students
are selected for prestigious Clerkship programme of the Supreme Court of India.

1. There shall be an annual increase of ₹5,000/- in the Tuition Fee for Indian Nationals every academic

2. The fees / charges are provisional and subject to revision as per the decision of University.
3. Fees once deposited shall not be refunded under any circumstances whatsoever.
4. As per the order of the Department of Tribal and Scheduled Cast Welfare, Govt. of M.P., Bhopal the
candidates belonging SC/ST and OBC categories of M.P. are eligible to get reimbursement of certain
fee and charges from government of India or government of M.P. as the case may be.
*Hostel charges shall be as given at S.No. IV or on actual basis whichever is higher.
Note: For hostel allotment preference will be given to the students from out side municipal limit of
Bhopal city.
