Also, we encountered the following challenges: Insufficient budget, inadequate facility, Understaffed, Multi-tasking of personnel, No competency training, Indifference of personnel to familiarize themselves with the PNP P.A.T.R.O.L. Plan 2030.

1. What is the role of your office/unit in the implementation of the PNP


P.A.T.R.O.L. Plan 2030?

Answer: The role of my unit in the implementation of PNP P.A.T.R.O.L. Plan 2030 is to
focus on the achievements of periodic targets based on the performance indicators and
to evaluate our PPAs as to their effectiveness in achieving targets.

2. What are the challenges encountered during the implementation of the PNP
P.A.T.R.O.L. Plan 2030?

3. How do you describe the level of acceptance of your personnel on the PNP
P.A.T.R.O.L. Plan 2030?

Answer: After the conduct of various/series of cascading activities, lectures, seminar-


workshops, training and viewing of video clips from the PPO to the police stations,
personnel have come to understand better the PNP P.A.T.R.O.L. Plan 2030. They have
developed a higher level of appreciation on the program and have assured the PNP
leadership of their support.

4. What are the contributions of your Advisory Council in the implementation of


the PNP P.A.T.R.O.L. Plan 2030?

Answer:

A. Our PAC has been actively supporting the implementation of the PNP
PATROL Plan 2030 through adoption of resolutions that will bolster our
efforts for improved crime prevention and solution.
B. Provides advice on traffic problems/ street crimes in Cagayan.
C. The media representative in the Council discusses in her radio program
and with other peers in the sector the PNP PATROL Plan 2030.
D. Opportunities that contribute to all the perspectives in the roadmap have
opened through the POLARIS, through their proposals and implemented
through MOA/MOU.
5. Discuss the conduct of the Strategy/Operations Review in your office/unit?

Answer: Quarterly strategy review and monthly operations review are conducted by the
TWG of our office wherein accomplishments are reviewed versus targets set for every
Performance Indicator (PI). Also, the Secondary Driver, PI, Targets and Activities are
cross-matched evaluate their effectiveness towards the achievement of the PI. For
every target not met, we identify the gap and propose intervention/s. For targets
successfully met, we identify key success factors for enhancement/improvement.

6. How did you align budget to your strategy?

A: Budgets are allocated based on targets indicated in the activity profile. Some
activities, though not in the AOPB, are carried out through the support of volunteer
individuals and public and private organizations in their implementation of these
initiatives.

a. How do you utilize budget for your strategic activities?


A: Budget is utilized by concerned unit’s implementing activities in which they
are directly utilizing the budget given to them.

A: Utilization of budget is done by target setting, sponsored by stakeholders,


LGUs.

b. How did you maximize the budget allocation to your strategy?


To maximize the budget allocated to the strategy, we ensure that the fund is
utilized by applying cost-effective measure, meaning funds should be utilized
soundly to ensure that activities are undertaken efficiently and with tangible
results.

c. What are the measures that you can address to maximize programmed
activities, vis-à-vis un-programmed activities?
Programmed activities shall be carried out accordingly as funded while
unprogrammed activities shall be carried out through partnership with
concerned public safety stakeholders.

d. Are the activities enumerated in your dashboard funded? If not, why?


Not all activities enumerated in the CPPO Operational Dashboard are funded
as these are not included in the GAA of FY 2014. Nonetheless, the office
continues to implement them as they have proven effective towards the
achievement of our targets

7. What are the (emerging) best practices developed by your office/unit in the
implementation of PNP P.A.T.R.O.L. Plan 2030?

Answer: CPPO has the following:


The following are the Emerging Best Practices of this Office:

i. Accordion Checkpoint
To address crimes perpetrated by motorcycle riding criminals, other motor
vehicles and other means to intercept criminals and other lawless elements using the
highways and major thoroughfares to escape from their unlawful activities, this program
was conceived and is being implemented down to the police stations.

ii. I See na, Trained Ka


(Basic Computer Literacy Enhancement Training)

Cagayan PPO aims to enhance the Learning and Growth Perspective of the PNP
strategy map by training PNP personnel who do not have formal training on how to
operate computers basically on Microsoft Word, Excel and PowerPoint which are
essential programs needed in the preparation of reports, briefing presentation and
police correspondence. With the conduct of this training, all personnel will develop
confidence to perform their duties and to help their respective units in the preparation of
documentary requirements, compliances and correspondence.
Also, this is in compliance with the requirement for continuous training for
personnel in consistent with our ICT compliance as indicated in the Cagayan
Operational Dashboard.

iii. Balik-Aral Para sa Imbestigador


(Monthly Conduct of Practical Exercises for Investigators)
This Project which requires the monthly conduct of practical exercises for
investigators is a tool to upgrade and improve their effectiveness and efficiency in the
proper processing of crimes scene, preservation of evidence, preparation of documents
and case folders to facilitate and expedite the prosecution of air-tight cases thereby
increasing the percentage of conviction of accused.

iv. Turo Para Pasado


(Review Class for NAPOLCOM Promotional Examination)
The Turo Para Pasado as a Best Practice is designed to help PNP personnel
especially those included in the list of candidates for attrition to pass the promotional
examination administered by NAPOLCOM and those who are not promoted due to lack
of appropriate eligibility for promotion. It is geared towards developing competent,
motivated and values-oriented police personnel greatly contributing to the Learning and
Growth Perspective of the PGS Strategy Roadmap.
To achieve this end, the morale and welfare of PNP personnel should be given
consideration and attention to motivate them to perform better their duties. When PNP
personnel feel that the PNP leadership cares for their career growth and development
by providing avenues to enhance their knowledge, skills and attitudes, the more that
they will exert effort to improve or enhance themselves and their performance as well.
v. PGS sa PGS(Palalimanng Galing at Sagot sa PGS)
- Quiz Bee on the PGS
Through this project, this Office will assess their knowledge and assist them in
understanding how the transformation program works through a quiz bee contest. Every
personnel should know by heart the vision of the Plan, the perspectives of the roadmap,
the process checks used to identify strategies and initiatives to close gaps, the
strategies employed to achieve the objectives, and the scorecards or dashboards
representing their objectives measures, targets and activities. By doing this, every PNP
personnel can think of ways to help improve the PNP organization, work on their part for
the attainment of the PNP’s vision.

vi. Chainlock System
This Emerging Best Practice is conceptualized to provide preventive measures to
incidence of carnapping of motorcycles in parking areas of malls, government
offices/building, parks, schools, churches, business establishments, streets, highways,
cockpit arenas and other places of convergence.

vii. Case Mo, Review at Solve Ko


(Conduct of Weekly Case Conferences with IOC)
The weekly conduct of case conference of this Office is a tool for the
investigators to review their cold cases from Calendar Year 2009 to the present and is
considered an effective measure to unclog its record of cold cases.
A lot of cold cases have been neglected by the investigators-on-case to review
the incident and file the case in court. With the mandatory review and the initiative of
this Office to pursue unsolved /cold cases, and revisiting of crime scenes, victims and
witnesses, the IOC will be able to gather new evidence, thus, leading to the filing of
case/s.
To effectively and efficiently achieve it objectives, cases are categorized and
reviewed based on given schedules. The activity is attended by IOCs of concerned
stations.

Other Best Practices Adopted and Implemented by Cagayan PPO

POLARIS Program

The Partnership AmOngLocAlResource InstituteS (POLARIS) Program was


conceptualized to provide an avenue for convergence for resource institutes forthe
operationalization of a highly sustainable, inclusive and participative approach in
achieving the primary goal of the PNP PATROL Plan 2030 in promoting a community-
supported PNP that is highly capable, effective, credible, and pro-active for a better and
safer Cagayan.”

a. Production of IEC Materials


To bolster its anti-criminality program, Cagayan PPO has undertaken to
cause the production of flyers designed by AB Mass Communications Students of CSU-
Carig Campus which were distributed in the different municipalities during barangay and
school visitations. Among the materials produced are the Date-Rape Drugs, and
Motorcycle Safety Driving Tips.
The Technical Working Group recommended the regular production and
distribution of flyers on prevalent crimes over a period of time to make the public aware
of such occurrence so that they themselves will take active part in crime prevention.

b. Preventive Maintenance Service of PNP Issued Vehicles


This Practice is developed for proper management of mobility assets in the
PNP with the end view of providing reliable mobility support to PNP operations.
Likewise, it also provides for the regular maintenance and ensure
the safety, reliability, drivability, comfort and longevity of all issued PNP vehicles of this
Provincial Office.

Also, it aims to lessen the cost of replacement or repair. Since a machinery that
is operated and maintained preventatively is more likely to go a longer period of time
before requiring replacement or service, the overall lifespan of items that are subject to
preventative maintenance program is increased, leading to less frequent intervals of
repair or replacement in general. A good preventative maintenance service can help to
discover and repair problems before they occur.

c. Preventive Maintenance Service of Air Conditioning Units of CPPO


Considering the hot climate prevailing in Cagayan, particularly Tuguegarao City,
this Best Practice is seen as a good avenue for proper management of air conditioning
units of all offices of Cagayan PPO with the end view of providing a cooler atmosphere
thereby making all offices more convenient and conducive not only for PNP personnel
but also for clients who transact official business with the PNP.

d. Cleaning and Maintenance of Computers of CPPO

A quarterly checkup and maintenance, reprogramming/reformatting, tune up


and PC cleaning of all computer units of Cagayan PPO is undertaken to ensure that
these are well-functioning to facilitate and expedite the preparation of reports,
correspondence, briefing presentation, requirements and other compliance for higher
headquarters and on-line communication with other PNP units

e. Lecture on Police Report Writing

This Office realized the need to provide opportunities to develop the


communication skills, particularly writing proficiency of police investigators in preparing
their reports and other legal documents. This program aims to refresh the basic
knowledge of participants on grammar structure, sentence construction, correct usage,
and principles of good report writing, hence, contributing to the Learning and Growth
Perspective of the PGS Strategy Roadmap.
f. Driving Lessons and Basic Troubleshooting for PNP Personnel

Through this program, PNP personnel of this Office are given driving lessons
and training on basic troubleshooting to equip them with skills needed to cope with
emergency situations like responding to calls or requests for police assistance,
assisting motorists or commuters, or evacuating sick or injured persons to the nearest
hospital.

g. Training on Preventive Maintenance and Basic Troubleshooting

This Program is designed to provide all designated official and alternate


drivers of PNP issued vehicles in Cagayan PPO a regular training on the proper
maintenance emphasizing on importance of checking the BLOWBAGETS (Battery,
Lights, Oil, water, Brakes, Air, Gas, Early Warning Device, Tires and Self-condition of
the driver) before dispatch of vehicles. They are also provided technical know-how on
troubleshooting in case of minor defects.

h. Seminar-Workshop on Stress Debriefing and Counseling

This Program was conceived to develop skills of WCPD Personnel in


administering psychological first-aid - an intervention needed in dealing with abused
women, children and those in difficult situations. This activity which is implemented
quarterly, greatly contributes in developing various techniques in handling domestic
violence-related cases or complaints brought to the police stations. The first batch
composed of fifty (50) WCPD and other personnel from the Provincial headquarters
and the police stations are recipient of this training by professors manning the
Guidance Counseling Center of CSU-Carig Campus.

i. Fabrication of PNP Signage

The fabrication of PNP signage contributes to the effective manning of


checkpoints by PNP personnel of Tuguegarao City Police Station. The signage is
designedwith a detachable board and a tripod to be easily transported, even in bulk
and assembled whenused in conducting checkpoint operations. A total of 24 police
checkpoint signage were fabricated by students of the College of Industrial
Technology, Mechanical Department, CSU-Carig Campus.
In a turnover ceremony, 21 units of signagewere recently turned-over to
Tuguegarao City Police Station as recipient last October 14, 2015. 4

j. Mural Painting
This is an avenue to convey to the public the PNP advocacyby way of mural
(wall painting) on the camp’s perimeter fence to promote greater understanding on its
contribution to the community, enhance its image, build public trust and confidence,
and generate support for its anti-criminality campaign. All offices and the police stations
of Cagayan PPO were given their respective span to showcase the services they
render and other information about their units.
OPLAN VISA

To curb if not to totally eliminate crime incidents perpetrated by motorcycle riding


criminals, the OPLAN Verification of Identification and Sticker Authenticity (VISA) is
being implemented by all police stations in Cagayan.

PROJECT P.O.S.T.E.
(Police Outpost on the Street for Traffic Direction, Control and Quick Emergency)

The P.O.S.T.E. is designed to quickly respond to crime incidents and traffic


congestions. This is also to address crimes involving the use of firearms, street crimes
and those perpetrated by criminals riding on motorcycle as these have become an
alarming public safety concern.
It is an integrated approach of the establishment of P.O.S.T.E. of all Police
Stations in coordination with their respective LCE/LGU. Police personnel assigned in
traffic and patrol shall primarily man the outpost aided by the members of Traffic Aides,
BPATs/Tanods from barangays which have jurisdiction over the established POSTE.
They shall be the first responders during emergencies and incidents and must be
properly trained in traffic direction and control, first responder’s procedures and first aid
application.

8. What should your office/unit start, stop or continue doing to facilitate or fast track
the implementation of PNP P.A.T.R.O.L. Plan 2030?

Answer:

a. CPPO will continue cascading the PNP PATROL Plan 2030 to make all PNP
personnel understand and appreciate the continuing implementation of the
transformation program. We believe that if everyone is familiar with the
program, and as co-owner of the program, they are in better position to give
their best in order to contribute/facilitate its implementation.

b. We will continue formulating and implementing PPAs that will greatly help
improve crime prevention and crime solution efforts optimizing the use of
available resources.

c. We will continue developing competence among our personnel thru


training/seminars so that they will perform better their duties.

d. We will continue conducting regular assessment of our performance with the


use of our dashboard for improvement.
e. We will continue forging and strengthening ties/partnership with our
stakeholders.

9. What is the greatest impact or contribution of PNP P.A.T.R.O.L. Plan 2030 to your
office/unit?

Answer: Through the PNP PATROL Plan 2030, we have forged a better working
partnership with the community that is supporting the PNP in all its endeavors
particularly in crime prevention and solution. We have the POLARIS program that
is helping us in resource management. The community has become more
responsive to our call for support in all our PPAs.
