1.0 1.0 SCOPE OF WORK The purpose of this document is to describe the method to be used for the Cleaning and Gauging Operation of individual sections of installed pipeline, prior to hydrotesting, as defined in the Contract Specifications for the AGT PIPELINES PROJECT No: 410088. Scope of this method statement includes: Evaluation of the conditions of work. Evaluation of equipment required.
The Contractor shall carry out the works with its own equipment and personnel. The Contractor will ensure that this work is carried out safely.

HEALTH AND SAFETY All personnel working on the Cleaning and Gauging operation will comply with the HSE rules, general and site specific and be fully trained by CONTRACTOR. Personnel will also adhere to the regulations including all items listed in the Risk Assessment - APPENDIX A. The H&S personnel compliance shall be certified by the carrying of the Project Safety Passport.

The safety representative will monitor the activities and shall advise and assist the site Construction Manager with regard to implementation of the overall project safety programme. He will assist the Cleaning and Gauging Supervisor with daily tool box meetings where appropriate, in order to reinforce and explain the importance and philosophy of safety. Tool Box Talks subject matter shall be recorded together with names of attendees. The generic risk assessment for this Method Statement is attached as APPENDIX A. Specific Risk Assessments shall be performed for each location where different conditions and/or terrain are encountered. Minimum requirements are listed in the following: 4.0 Safety footwear with steel toecaps and non skid soles. Safety Helmet. Reflective waistcoat / jacket. Eye Protection. Gloves Ear Protection
ENVIRONMENTAL The Environmental and Social Management System Manual details the policy to be adopted for all environmental issues. This includes Inspection and Audit schedules and monitoring commitments. A copy of all Environmental Operational Control Procedures shall be kept at site. The job related Environmental Impact Assessment for this Method Statement is attached as APPENDIX B. 5.0
TRAINING AND COMPETENCY OF PERSONNEL Training by the CONTRACTOR of all persons involved with the Cleaning and Gauging operations shall be carried out by competent, qualified instructors and will be purpose specific. Individuals will be tested and assessed before graduating to the Cleaning and gauging crew and field operations. Certificates of training and competency will be issued to the personnel and records of the Training process shall be available for scrutiny throughout the Cleaning and Gauging operations. Individual training sessions shall be carried out for specialized tasks such as Working with Compressed Air for individuals working within the Cleaning and Gauging Operations. Documentation available but not limited to: HSE Passport for all employees. Heavy Equipment Operator Certificates. Medium/Light Vehicle Driver Certificates. Swampers/Helpers Certificates.

PROCESS 6.1 General Cleaning of the pipeline is required to remove construction debris, deleterious matter and other foreign objects from the within the pipeline. This is achieved by propelling cleaning pigs through the sections (not longer than 10 km) by means of only compressed air. These pigs are fitted with magnets and brushes and drive the debris etc ahead of them, cleaning the pipe. After the initial cleaning runs, a gauging run will be carried out on the section, this may be carried out in conjunction with a final cleaning run, should it be found that the gauge condition is unacceptable, another cleaning and gauging run shall be performed. Gauging will detect if the pipe is out of round or if there are any buckles or dents that may have been caused during construction and installation. The gauging is achieved by passing an aluminium gauging plate of a pre-determined diameter through the pipe section, the plate being fastened to a suitable pig. Deformation of the plate on completion of the run would indicate an unacceptable reduction of the internal diameter. Bi-Directional Pigs are fitted only with flat discs. 6.2 Preparation for Cleaning and Gauging Upon completion of construction of the section and back filling, preparation will be made for cleaning and gauging runs.

Two pigs will be assembled with brushes and one pig will be assembled with magnetic cleaning attachments and the machined gauging plate. All Pigs shall be fitted with magnets.
The gauging plate will have a diameter equivalent to 95% of the minimum internal diameter of the relevant pipeline section. The thickness of the manufactured aluminium plate is 13mm. Definitions (see Appendix D for diagrams) o The first pig:- 4 cup discs and one brush. This pig will be fitted with a transmitter in the front for location in the pipeline should it become lodged. The second pig:- 4 cup discs and also one brush including magnets. The third pig:- Bi-Di and the gauging plate

Certified or Tested Pig launching and receiving test ends will be attached to each end of the section to be tested. Each pig will be loaded into the test end by using an excavator. A pressure gauge will be fitted to both the launching and receiving test ends and will be used throughout the pigging operations to monitor the pig movements and back pressure. All instrumentation to be used will have a current certificate of calibration, these documents shall be presented to Company in a separate document package prior to commencing cleaning and gauging runs. A safety pressure relief valve shall be installed on each test end nearest to the input air compressor with a pressure setting of 4 bar g. In the event that a pig becomes stuck during the cleaning operation, the following actions will be implemented; 1) The air compressor will be shut down and locked off 2) Pressure in the pipeline will be reduced to zero pressure at both ends of the pipeline 3) The project manager and the COMPANY will be informed 4) The low pressure test ends will be cut off and removed from the line and replaced with fully proof tested test ends prior to any attempt to free the pigs by an increase of pressure. Prior to commencement of a cleaning and gauging run, the CONTRACTOR Supervisor will ensure that: Authorization has been obtained from the JV for commencement of cleaning and gauging using the form shown in Appendix C / 1. Carry out checks as listed below and complete the Pre Start Check List shown in Appendix C / 2 Assess the amount of time needed to complete the pressurizing and depressurizing operation in relation to the standard working hours requirement, consideration should be made for the time of day the operation will commence. COMPANY have been given 24 hrs notice of the intention to carry out the works. All Instrumentation to be used has a current certificate of calibration. All hoses and fittings used during Cleaning and Gauging are suitable for the pressures involved and fitted with whip-checks where necessary. Ensure that the pipe work, and any valves and fittings in place are correctly assembled.

All necessary safety precautions are in place, such as test launcher and receiver areas have been cordoned off with bunting and warning signs are in place to prevent unauthorized access to the area. Ensure that adequate lighting is in place and working correctly. Ensure that access and egress from the working area is free from clutter, ladders are placed in the correct location and secured. A Toolbox Talk on the operations about to take place has been carried out.
6.3 Cleaning and Gauging run Before commencing the air pressurisation activity a pre agreed valve status shall be established and signed off at both ends of the section and communications established between both locations. Pressure will be regulated with permanent, trained / experienced personnel at the receiver, taking care of pressure gauges and opening and closing discharge valves. Gauge plates shall be uniquely marked with permanent markers prior to inserting into the pipeline, photographic evidence shall be made prior to insertion. A prefabricated vent shall be installed and directed to selected safe area. A recipient for debris collection will be situated at the receiver area and silencing will be included. Debris collected in the receiver shall be collected and disposed of in accordance with approved environmental procedures. With the use of purpose made vent and collection receptacle, airborne particles shall be kept at an acceptable minimum. Prior to launch of the pigs, a front pressure of 2 bar maximum. shall be introduced into the pipeline section ahead of the pigs. Once this has been achieved the first pig shall be launched. (brush pig with transmitter) in order to prove the section for passage. When the first pig is received, the second pig (brush pig) will be launched. After a period of one hour, the final pig will be launched. The timing of the pig launching will be recorded and the progress will be monitored by way of the pressure recording equipment connected to the receiving end. During the passage of the pigs, the front pressure at the receiving end shall be maintained at 2 to 3 bar by regulating the discharge valve. On receipt of the final pig, the pipeline section will be depressurised and the receiving test end flange removed for extraction of the pigs. The removal of the pigs shall be done in the presence of a COMPANY representative who shall be given the opportunity to examine the pig for cleanliness and the gauging plate for deformation. Equipment shall be on hand to assist in extraction and handling of pig assemblies, this shall also include a purpose built skid to support the pig assembly for storage, transportation and maintenance work. A photographic record shall be made of the gauging plate following removal from the Pig Assembly. The photographs shall clearly showing areas of damage and including a means of referencing the photo to the line section in which the plate was run, the gauge plate shall be marked up where damage is evident using a permanent marker and photographed for record. In the event that a damaged gauge plate is received, another confirmatory gauging run will take place in that section. Should the second gauge plate also be received in a damaged condition, the pipeline section shall be inspected with a geometric inspection pig to locate the defect and shall be repaired and a subsequent gauging run performed.

If the cleanliness is not acceptable, subsequent cleaning runs will take place. The cleanliness shall be acceptable when the magnets of the pigs are covered with only a small film of ferrous debris and the condition of the pigs and gauge plate are free of debris. Should the gauge plate and the cleanliness prove to be satisfactory, the section will then be prepared for filling and hydrostatic testing. In all circumstances, the form in Appendix C / 3 shall be completed for each cleaning and gauging run. The section that has been cleaned, gauged and accepted shall be sealed at each open end to maintain cleanliness until the section is hydrotested and / or tied-in, each end shall be sealed using night caps with stainless steel banding or a purpose made steel plate shall be welded on. 7.0 DOCUMENTATION
The documentation required to enable the Cleaning and Gauging to proceed, in compliance with project safety and environmental conditions shall be available at the job site.
