Sir,
With reference to above, the Letter of Intent has issued for, "Pre-execution
Services and PMC for the· work, Construction of Chandipur (Balaramgadi) Fishery Harbour in
Balasore District.
Scope of work:-
Pre-Execution Serrices :
(i) Detailed Topographic and Hydrographic survey of area concerned and documentation.
(ii) Soil exploration for acquiring sub-soil data & conducting SPT.
(ill) Preparation of working drawings, detailed structural design and working estimate w.r.
to D.P.R.and adhering to Odisha State Schedule of Rates.
(iv) Preparation of Tender Document as per guidelines of Department I Funding Agency.
(i) Preparation of detail work execution schedule i.e, physical and financial target limiting
to stipulated work completion period including preparing CPM & PERTChart w.r. to the
Project profile.
(ii) Processing of Bid documents, Short-listing of tenderers, assisting Tender Inviting
Authority in Evaluation of tenders, selecting contractor for Construction of Fishery
Harbour at Chandipur (Balaramgadi) in Balasore District, Odisha.
(ill) Attending pre-bid meetings, clarifications to the queries, if any, from the intending
tenderers (Contractors) and make modifications, if necessary, by issuing amendments
addendum etc.
(iv) Review of working drawings made by the contractor for Construction of Fishery
Harbour.

(v) Assisting the Authority concerned in conducting the meetings. Negotiations with the
tenderers, if required.
(vi) Extending necessary assistance to the Client during execution of Agreement.
(i) Review of Contractor's Works Schedule and submit recommendations to the authority
concerned.
(ii) Review of monthly & weekly progress reports submitted by contractor.
(iii) Monitoring of the project activities as per the contract schedule.
(iv) Review of work procedures and suggestions for improvement to achieve quantitative &
qualitative with regard to project work.
(v) Locating all reference points and checking of the setting out of the Works by the
Contractor.
(vi) Monitoring construction work to ensure compliance with codes of practice, quality,
design and drawings. •
(vii) Inspection I Checking and witness testing where required, of work executed at site,
materials & equipment received at site with recommended spares as per contract.
(viii) Organizing site meetings to review construction progress and HOLDstatus.
(ix) Checking and measuring quantities of accepted items of Works and making
recommendations for payments to Contractor.
(x) Recommending to the Authority for any changes in the design or specifications which
maybe proven necessary or desirable during the course of execution.
(xi) Notifying the authority in charge of the works for any requirement of variation and
estimated cost of the Variation Order (addition I substitution of items of work.)
(xii) Providing all available information and support in assisting the authority in charge of
works in the assessment and resolution of claims of the Contractor.
The detail scope of work has been elaborated in the MoA.
Payment Condition:-
Payment will be made@ 5% (excluding GST) of the estimated cost and as per
payment schedule.
Time Period
Time allowed for pre-execution work: is 45 days and for PMC, the actual
completion period of construction work.
