21. DIOKNO, CHEL

- is a lawyer, educator, writer and human rights and justice advocate, who began his work in
the late 1980s. He served as a member of the presidential human rights committee, now the
Commission on Human Rights, under former Presidents Corazon Aquino and Fidel Ramos and as a

2019. Diokno also led the prosecution panel in the first impeachment trial against an
