    Senator Zubiri. …help we got from the House Committee on

    Cooperatives Development, headed by the former chairman, Rep. Ben

    Canama, and the present chairman, Rep. Presley de Jesus, as well as all the

    congressmen who are members of the bicameral conference committee.

    We would also like to thank the bicameral conference committee panel

    members for a very fruitful and interactive bicameral conference committee

    meeting, namely, our very own Senate Cooperatives Committee vice

    chairperson, Sen. Risa Hontiveros, as well as Sen. Imee Marcos and Sen.

    Win Gatchalian, who both brought valuable insights from their experience

    under the LGUs when they were once local government executives, and also

    Sen. Joel Villanueva. I must say that the Senate panel was complete during

    the bicameral conference committee meeting.

    We would also like to thank LCDOP, headed by Manang Celia Atienza,

    for their support of the Senate version and for voicing feedback from the

    sector itself. The Union of Local Authorities of the Philippines and the

    different leagues of LGUs, the League of Provinces of the Philippines, the

    League of Cities and Municipalities, for their inputs and support to the bill.

    We also have to thank the DILG, the DOF’s Bureau of Local

    Government Finance, and the Cooperative Development Authority for the

    data they provided, which helped shaped the bill and, hopefully, into law in

    a couple of weeks.

    From the academe, we would like to thank Prof. Elen Mantalaba for

    her valuable contributions.

    Mr. President, I move that we approve the Conference Committee

    Report on the Disagreeing Provisions of Senate Bill No. 1855 and House Bill

    No. 5925.

    MANIFESTATION OF SENATOR HONTIVEROS

    Senator Hontiveros. Thank you, Mr. President.

    Bilang isa sa mga authors, I thank our committee chairmen: Sen.

    Francis Tolentino and Sen. Juan Miguel Zubiri; and our counterparts in the

    House of Representatives led by Rep. Presley de Jesus, Rep. Ben Canama,

    and other members of the House Committee on Cooperatives Development

    sa matagumpay na pagtutulungan upang maisabatas ang pagtatalaga ng

    mga Local Cooperatives Development Officer sa ating mga probinsiya,

    lungsod, at munisipyo.

    Sa pamamgitan ng batas na ito, umaasa tayong matutugunan ang

    pangangailangan ng ating mga lokal na kooperatiba para sa institutional

    support, hindi lamang sa national at regional levels na ginagampanan

    ngayon ng Cooperatives Development Authority, katuwang ang Department

    of Trade and Industry, kundi maging sa local governments.

    Umaasa po ako na ang ating mga local government unit ay

    makapagtatalaga na ng mga permanenteng Local Cooperatives Development

    Officer, at kung kakayanin ng kanilang budget at kung kakailanganin, sana

    ay isang ganap na Local Cooperatives Development Office, upang

    makatulong sa pagpapalakas ng mga lokal na kooperatiba sa kanilang mga

    nasasakupan.

    Hangad ko po na ang ating mga itatalagang Local Cooperatives

    Development Officer ay hindi lamang gagabay sa pag-oorganisa,

    pagpapalakas, at pagpapaunlad ng ating mga kooperatiba kundi maging

    tulay rin sa pagpapalawak at pagpapalalim ng ugnayan ng mga kooperatiba

    sa mga pambansang unyon o pederasyon ng kooperatiba, sa iba’t ibang

    sangay ng national government, sa iba’t ibang tanggapan sa loob ng LGU, at

    maging sa mga ating academic community at private sector upang mas lalo

    nitong magampanan ang kanilang shared values and mission na iangat ang

    kalidad ng buhay ng ating mga kababayan, lalo na ang mahihirap.

    Ito pong pagsasabatas na ito ng Local Cooperatives Development

    Officer ay panibagong instrumento ng cooperatives movement tungo sa

    sama-samang tulungan at bayanihan para sa kaunlaran, lalo na sa panahon

    ng ating sama-samang pagharap at pagbangon laban sa pandemya ng

    COVID-19.
