Site of Project Highway

The Site of the improvement of existing Amritsar bypass starts at


Existing Km 448.510 of NH-1 and ends at Existing Km 473.088 of
NH-1 in the State of Punjab. The scope of construction of additional
structures with service road was decided between Km 448.510 to Km
473.068, i.e. 24.558 km. This stretch of highway passes through
urban/semi urban areas of Amritsar. There exists a number of banquet
halls, hotels, resorts etcon both sides of existing bypass. NH-15 from
Amritsar to Pathankot crosses the NH-1 at VerkaChowk and other
district road i.e. Mehta road, Majitha road, FatehgarhChuriyan road,
Ajnala Airport road, Ranjit Avenue road, Ram Tirath road also
crosses the above stretch of NH-1.

Summary of Current Month‟s Progress (JANUARY 2022)

Total length of project is 24.558 km from 448.510 to 473.068 with total cost
229.34 Cr. Appointed Date was 30 Nov 2015 and scheduled date of completion
of construction was 28Nov 2017. (With 730 days construction period).
Although the project length is 24.558 Km. but this project is concerned for 8
Nos. Structure only with its approaches, as such length comes on Slip road and
Service road 21.834 Km. in both side and Main Carriageway comes to be
7.746Km. The rest Main Carriageway 16.812 Km. is under maintenance which
is not concerned with this project.

Out of 8 underpasses, one structure could not be started due to the fact that India
Gate underpasses at CH. 472+520 was to be left as high tension electrical line
of 220 Kv was crossing the flyover and clearance of HT line was less than
required as per PSPCL norms and PSPCL gave in writing that its height could
not be increased and a Negative COS was proposed, for which approval of
Competent Authority has been received vide NHAI letter no.
NHAI/16055/1/2015/PB/128939 dt. 14/01/2019.

Similarly, at Baba Darshan Singh underpass at CH. 468.612, Height of


structure was increased from 3.50m to 5.50m and at Ram Tirath underpass at
CH. 466.915, Height of structure was increased from 3.50m to 5.50m and 2
cells of 12.00m span was to be provided in place of one cell of 12.00m as per
public demand and persuaded by Local MP Hon’ble Shri Gurjeet Singh Aujla,
which has been approved by the Competent Authority vide their letter date
14/01/2019, mention above.
All the 3 COS were approved by the competent Authority of NHAI,
Delhi vide its letter no. NHAI/16055/1/2015/PB/128939 dt. 14.01.2019 and its
settlement agreement was communicated by NHAI Delhi vide its letter No.
NHAI/16055/1/2015/PB/130842 dt. 18.02.2019 as details noted below.

i) India Gate Crossing Ch.471+900 Positive (NIL) Negative (14.89 Cr)

ii) Baba Darshan Singh Crossing Ch. 468+612 Positive (9.10 Cr) Negative (6.69 Cr)

iii) Ram Tirath Crossing Ch. 466+915 Positive (8.95 Cr) Negative (6.38 Cr)

After above approval of 3 COS and its settlement Agreement on 18.2.2019, the
Total Project cost and relative length of service road and main carriageway
changed as noted below.

The above 3 COS order was issued by RO Chandigarh vide letter no.
NHAI/RO/CHD/11011/PD-JAL/ASR-Bypass/NH-1/297-226 Dt. 11.04.2019
and forwarded to AE vide PD No. 11014/Cemosa/PD/PIU/JAL/2019/1388
Dt.15.04.2019As per schedule “J” of contract Agreement, contractor has to
achieve 10% financial progress to achieve 1st milestone on 150th day from
Appointed Date and 30% financial progress to achieve 2ndmilestone on
330thdaysand3rdmilestone 485days with 60% financial progress from the
Appointed Date. The interim EOT of 495 days has been approved vide R.O.
Chandigarh letter No. NHAI/RO/CHD/11011/PD-JAL/ASR-BYPASS/NH-
1/270-3291 dt. 19.9.2018 communicated vide PIU NHAI Jalandhar letter
No. PIU/PD/JAL/2017/2234/4413 dt.27.9.2018for 495 days. According to this
EOT1st milestone is to be achieved by 07/05/2017, 2ndmilestone by
03/11/2017, and 3rd milestone by 05/08/2018 and to complete the work by
06/04/2019. The 3rdMilestone has been achieved on 05/08/2018.The Project
completed on 06.04.2019 and intimated to Project Director NHAI Jalandhar
vide Authority’s Engineer letter no. AE/NHAI/AM/NH-1/2019/137 dt.
08.06.2019. The R.O order COD is still awaited. The Project is now under
Maintenance w.e.f. 06.04.2019.

The R.O. Chandigarh issued COD order vide its letter no.
NHAI/RO/CHD/11011/PD – JAL/ASR-BYPASS/NH-1/309-1645 dated
05.07.2019 forwarded to Authority’s Engineer vide Project Director PIU NHAI
Jalandhar letter no. 11014/Cemosa/PD/PIU/JAL/2019/2352 dt. 11.07.2019. The
Authorised signatory of Authority’s Engineer Shri. Vineet Ranveer Singh
Gahlot issued COD vide its letter no. CEMOSA/NHAI/2019-20/1400 dt.
11.07.2019.

The revised Project cost intimated to Project Director by the Authority’s


Engineer vide its letter no. CEMOSA/NHAI/2019/1407 dt. 03.08.2019 to be Rs.
2,15,09,03,908=00, its approval by the R.O. Chandigarh is still awaited.
