Quiz 1: Essay
1. Vehicular Traffic Accident (VTA) is very common in our
place. As a member of this locality, what would you suggest,
as the best way to prevent and eventually eradicate this
type of accident? Justify.

 Pull into traffic slowly. Stop, Look, Listen. Be aware of


blind spots, including those in rear view mirrors and behind
windshield pillars or highway road signs. Also, when at an
intersection making a right-hand turn, look both directions
at least twice before proceeding. Vehicles can appear almost
out of nowhere very quickly, so exercise caution when
pulling into a busy intersection.
 Watch for red light runners. Count to three before entering
an intersection on a green light. Look both ways and be sure
no one is trying to speed through a yellow light. Exercise
caution when passing semis. Truck drivers have a large blind
spot on their right-hand side, so be especially careful when
driving next to an 18-wheeler. If you cannot see the
truck''s side mirrors, the truck driver cannot see you.
 Keep at least one hand on the steering wheel. Reduce in-car
distractions such as changing radio stations or CDs, cell
phones, eating or momentarily taking a hand off the wheel. A
gust of wind, pothole or a blown tire could send the vehicle
into another lane and cause a serious accident.
 Watch for kids. Children and animals have a habit of
suddenly popping out from between parked cars and into
roadways. If you are driving in a residential neighborhood
with kids present, watch carefully and slow down.
 Perform engine maintenance regularly. Avoid sudden stalls or
other vehicle failure by changing the oil regularly and
keeping tires properly inflated.
 Scan 12 seconds ahead. Always concentrate on the area where
you will be driving in 10-12 seconds. For highway driving,
keep positioned far enough from other cars so if someone
were to suddenly stop or swerve, you could avoid them.
 Look backwards when backing out. Fender benders in parking
lots are all too common, so look out for cars leaving
parking spaces. Don''t depend on mirrors alone -- physically
look over your right shoulder while steering to alleviate
blind spots mirrors can create.
 Do not tailgate. Leave a three-second cushion between you
and the car in front of you and begin your journey early
enough so you don''t speed to make up time. As tempting as
it may be when in a hurry, tailgating is a major cause of
accidents.
 Be courteous to other drivers. No one owns the roads, so
treat others with respect and report any suspicious driving
activity to authorities.

1. In what possible situations where an officer may decline to


conduct pursuit to a traffic offender or violator?

 CHANGE IN CIRCUMSTANCES

The reasons an officer initiates a pursuit are important, but


those reasons may change. The officer may have observed a minor
traffic violation, tried to make a stop, and had the driver take
off. His department policies might not justify a pursuit under
those circumstances. However, what if he then learns the vehicle
is stolen, or is wanted in connection with a violent crime? It
may take a minute or so to get a return on a wants check for the
license plate. Until that information is in hand, it may be
permissible to allow the pursuit to continue. If the officer did
not pursue, and later found he had someone on the Ten Most Wanted
List in front of him, the department could be embarrassed.

That situation can work in reverse, too. An officer might


initiate a stop based on the description of a vehicle used in a
crime, then find the wanted vehicle has already been located. If
there aren’t any other justifications for the pursuit, it might
be best to terminate the chase.

Research/Assignment: Research at least 5 traffic laws implemented


in Tabuk City. Define them and give penalties of such violations.
1. Ordinance 002 Series of 2011- better known as “An Ordinance
Prohibiting the Use of Two–wheeled Vehicles or Motorcycles
Without Exhaust Mufflers or Silencers in Tabuk”.

Penalty:

1st Offense- Php500


2nd Offense- Php1,000
3rd Offense- Php3,000

2. Motorcycle Helmet Ordinance- The ordinance shall cover all


motorcycle riders including back riders to wear standard
protective helmets while driving whether short or long drive
in any type of road or highway.
Penalty:
1st Offense -P1, 000.00
2nd Offense- P2,000 .00 and a citation ticket
3rd Offense- P3,000.00
4th and succeeding Offense- P5,000.00 and confiscation
of driver’s license and impounding of motor vehicle.

1. Driving an Unregistered Motor Vehicle
This includes driving with an improperly registered motor vehicle
or a motor vehicle with expired, revoked, suspended or invalid
registration, unregistered or fake substitute or replacement

2. Failure to Attach or improper Attachment/Tampering of


Authorized Motor Vehicle License Plates and/or Third Plate
Sticker

Penalty: Php 5,000

3. Smoke Belching
1st Offense-Php 2,000
2nd Offense-Php 4,000
3rd Offense-Php 6,000- and 1-year suspension of the Motor
vehicle Registration (MVR)
