It is estimated that 4.9 million people are dying because of tobacco use in a year.
If this continues, it was conclude that by the year 2020, the number of deaths will
increase to 10 million, and 70% of which will be coming from countries like Philippines.
This study was according to The Role of Health Professionals in Tobacco Control,
WHO.

The Local Government Unit has long been committed to not only in funding but
also in voluntarily helping projects that will help the people and shape not only
communities or towns but of course the country, Philippines itself. You have supported
dozens of projects and programs already and were all a success. We have developed
the Smoking Cessation Program to help Filipinos who are in need of consolation, advice
and motivation to quit their habit of smoking tobacco, or in other words, nicotine. Once a
person is in addictiveness over smoking, it is definitely hard to stop. Now we are
strongly seeking your support for this project to help not only one but a lot of Filipino
smokers, may it be one of the youngsters, adults or even the elders.

The Smoking Cessation Program aims to promote and advocate smoking


cessation in the Philippines. This would provide smoking cessation services to current
smokers who are troubled and interested in quitting the habit. We arrived at this concept
due to the Philippine Global Adult Tobacco Survey the DOH conducted in year 2009.
(DOH, Philippine GATS Country Report, March 16, 2010) This survey revealed that
among daily smokers, 21.5% have quit smoking and among those who smoked in the
last 12 months, 47.8% made a quit attempt, 12.3% stated that they used counselling or
advise as their cessation method. However, among these attempts, only 4.5%
successfully quit their once habit. Among the current smokers, 60.6% stated that they
are interested in quitting. This scenario only tells us that we should build the capacity of
health workers to help smokers quit smoking. As of this moment Millions of Filipinos are
now in need of help to stop their addiction on nicotine and quit smoking. Thus the
Smoking Cessation Program is set up to help those smokers to stop and quit smoking.

Tobacco remains as one of the major causes of various health problems


concerned worldwide. These health problems include: lung cancer, heart disease, and
stroke.(Financial Technologies Pte. Ltd. eCompareMo.com) The World Health
Organization released a document entitled Policy Recommendations for Smoking
Cessation and Treatment of Tobacco Dependence. This study strictly states that
reducing tobacco related deaths will not be possible over the next 30-50 years if adult
smokers do not cease their addiction on tobacco products. (The Role of Health
Professionals in Tobacco Control, WHO) the Philippine Global Adult Tobacco Survey
also revealed that 28.3% of 17.3 million of the population that year aged 15 years old
and over. 47.7% of the 14.6 million male and 9.0% of the 2.8 million female all in the
Philippines. We, in the DOH of the country, has been actively creating different
programs, campaigns, and executive orders to achieve a, not just smoke-free, but also
a healthier Philippines.
The NSCP or National Smoking Cessation Program training committee shall
define, review, and regularly recommend training programs that are consistent with
excellent clinical practices approved by specialty association to be able to meet both our
mission and vision. Also we would provide information regarding the health education
so that smokers shall be assisted to quit smoking. We involve not only the smokers but
also the family to pass on our knowledge and give them an overview about smoking and
its negative effects.

This program would be launching different levels of care. First of the levels is the
primary level held in barangay health stations. We would offer the Filipinos an
intervention package that has risk assessment or screening, which would include the
following: Stages of change, WHO Mental Health Checklist, Motivation and Confidence
to quit, Smoking History and Current Smoking Status, Self-test for reason for smoking,
Dependence test and Self-test on Readiness to stop smoking, and previous attempts to
stop smoking. For the smokers, they would be given brief intervention advice and for the
non-smokers, we would personally congratulate them and advise them to continue living
a healthy lifestyle activity instead of smoking. For the RHU, we will assess the client's
Smoking History, Current Smoking Status and Readiness to stop smoking. We will Use
Nicotine Replacement therapy particularly Nicotine patch and Nicotine Gum is
advocated. While previous services already tried ceasing the addiction of Filipinos on
smoking, they were not still successful enough due to reports of Filipinos having a
relapse. Our project fills that insufficiency and we can assure you that we will be able to
help and save a lot of Filipinos out there losing hope. The NSCP shall be held every 31 st
of May and the World No Tobacco Month which is every June.

To sum up, the concerned officials, non-government and civilians are the minds
behind the National Smoking Cessation Program. The program’s goals are to help
Filipinos stop their addiction of smoking tobaccos, prevent various types of diseases
accumulated by smoking or using nicotine and lead a healthy lifestyle. We would be
giving advices, do assessments and provide one-on-one talks to be able to clarify the
cons of smoking, the needs to stop it and pros of living healthy even at 80.
