Introduction
From the beginning of the history of Telecommunication we realize that GSM (Global System for
Mobile Communication) was superior to analog communication networks. When the
standardization for GSM began in the 1982, CEPT (Conference Europeenne des Postes et
Telecommunication) used NMT (Nordic Mobile Telephone) and TACS (Total Access
Communication System) to create a better digital network, that is GSM.
Nevertheless, the standardization did not stop there, it continued up to date. After the GSM came
the 3rd generation of technology (3G), this network technology was named UMTS (Universal
Mobile Telecommunication System) this technology used the interface called WCDMA
(Wideband Code Division Multiple Access) transmission to provide sustainable capacity of
network than GSM. Later came in fourth generation (4G) which is mostly used in Uganda for data
than calls and SMS.
Although the rapid growing of network technology, communication system continues facing
challenges such as call drop, poor handover, poor handoffs, poor QoS, etc. These challenges are
due to poor planning or lack of proper and thorough network optimization.
Today in Uganda, mostly in rural areas it is difficult to find a district without network problem,
including urban areas which is due to the number of clients which does not stop increasing daily,
therefore the need for upgrade in capacity is necessary, but this can only be well accomplish
through a thorough planning and optimization of the BTSs (Base Stations) and NodeBs.
By the end of this research, I shall be able to come up with a better solution to the problems
encountered by the Mobile communication companies in Uganda towards their clients so as to
improve on the quality of service especially in areas with poor network coverage such as Ishaka
Town Council.
With proper RF (Radio Frequency) planning we do not only save the wastage of power and money
put in installing the BTS or NodeB, but we also provide a good QoS to the clients of the network.
A good approach to the RF planning is to first analyze the present quality of network and then
provide a proper recommendation to improve on the future installations. The purpose of this
research is to evaluate and analyze the GSM and UMTS quality of service in Ishaka Town Council
and propose a solution to solve the problems encountered by the end users of Mobile
communication networks in Ishaka.
