    1. Explain National Service Training Program Law ( minimum 200

    words )

    National Service Education Program of the Philippines Law No. 9163,

    also known as the "National Service Education Program (NSTP)

    Establishment Act for Tertiary Students," which governs Law 7077 of the

    Republic of Purpose and Presidential Decree No. 1706 and other

    purposes and came into effect on January 23, 2002, to form in the ROTC

    program. Nature, they were born. NSTP addresses the need for
    national youth development and mobilization program for the nation-

    building mission. Given this plan and objectives, the program exists and

    operates in the context of the education and national security systems,

    which are important components of the broader system of national

    development and security policy. This potentially synergistic

    relationship between education and advocacy needs better

    understanding given the systematic link between national development

    and national security, an important point relevant to improving national

    service training for Filipino youth. implementing and abolishing them is

    no solution at all, given their perceived irrelevance and mediocrity.

    Given the potential for weaknesses in the program, caution dictates that
    the diagnoses be correct from the start. To put aside the misleading

    biases and false impressions of the program, this evaluation study can

    serve as empirical evidence. Of course, the changes and evolution of the

    NSTP over time cannot be denied by correcting its shortcomings in its

    management systems. Treated with determination, addressed directly

    and precisely, strengthening its implementation and advancing its

    ultimate goal of contributing to and nurturing better citizens.

    2. What are the program components of NSTP? Explain each

    component ( minimum 300 words ) and submit clippings/pictures or

    videos related to each component.

    The NSTP is composed of three different components, namely:


    Reserve Officers Training Corps (ROTC), Civic Welfare Training Service

    (CWTS), and Literacy Training Service (LTS).

     Reserve Officers Training Corps (ROTC)

    The CMU Reserve Officers Training Corps (ROTC) is a program that

    highlights citizenship training and instills patriotism, moral virtues,

    respect for the rights of civilians, and adherence to the constitution. The

    ROTC continuously implements its mission under RA 9163 with ROTC as

    one of the component activities in tertiary level education.

     Civic Welfare Training Service (CWTS)

    The CWTS is designed to develop students to become volunteers in

    uplifting the people’s standard of living in communities classified as


    DEPRESSED, DISADVANTAGED, AND UNDERPRIVILEGED or DDU. It has

    conducted several activities in line with health, education, public safety,

    recreation and morale of citizenry and the protection of the

    environment and promotion of entrepreneurship.

     Literacy Training Service (LTS)

    The LTS is deliberated to develop students to become volunteers for the

    general welfare of the marginalized, towards activities that have a social

    impact in Literacy and Numeracy Education

    3. What are the lead agencies that will monitor the implementation of

    NSTP? Identify the roles/functions of these agencies during the

    implementation. ( 300 words minimum ).

    CHED Regional Officers, TESDA Provincial and District Offices, and

    the DND-AFP through the major Service Reserve Commands and their

    ROTC Units shall oversee if the training conducted aligns with the
    Republic Act.

    The Commission on Higher Education (CHED) is working with the

    Technical Education and Skills Development Authority (TESDA) and the

    Department of National Defense (DND) to implement an improved and

    strengthened National Continuing Education Program (NSTP) that will

    help students with citizenship, readiness for defense and will act as the

    first responder in national emergencies. The president of CHED, J.

    Prospero E. De Vera III, the secretary of TESDA, Isidro S. Lapeña, and the

    secretary of DND, Delfin N. Lorenzana, jointly signed an agreement in

    the Ministry of Defense establishing a technical workgroup ( TWG) of

    the NSTP, which will review the existing standards and application

    regulations (TIR) of the Law of the Republic 9163 or the "Law on the

    Training Program of the National Service of 2001". The NSTP program

    has not been strictly monitored over the past 17 years and has not been

    implemented consistently at all universities. This resulted in a high

    turnover of NSTP coordinators, concerns about student safety while

    immersing themselves in the community, and weak penalties for

    colleges for violating the law and their TIR. In many areas, NSTP

    students did not have insurance coverage during their extracurricular

    activities, and many colleges did not offer all NSTP options, particularly
    the Reserve Officer Training Corps (ROTC). President De Vera said

    CHED, DND, and TESDA must work together to review what has

    happened over the past few years and develop new guidelines that can

    be issued to all colleges to achieve the NSTP's goal. to create an active

    National Service Reserve Corps to serve the nation. “Recent

    developments such as the implementation of Republic Law 10931 or

    the“ Law on Universal Access to Quality Higher Education ”and its

    impact on the NSTP fund, the change in the academic calendar, the

    impact of the Basic K to 12 educational program and current national

    security concerns make the revision and revision of the IRR urgently

    needed, ”added De Vera. CHED will shortly issue a Memorandum of

    Order (CMO) on NSTP guidelines and standards for common and

    expanded modules for non-military programs under the NSTP. “The

    Commission is serious that the NSTP supports government initiatives

    and the needs of our country. The draft CMO is now subject to zonal

    consultation, ”said De Vera. CHED, DN, D, and TESDA will work

    together to revise the ROTC Instruction Program (POI) and consolidate

    the non-military components of the NSTP (CWTS and LTS) to be DRRM-

    oriented to complement the NSRC Operationalize AFP reserves.
