    Subject: - Issues related with statutory payments such as Dearness allowance (DA).
    Ref: - 1) Govt. of Maharashtra circular 2019/30/09/ dtd 07.10.2021
    2) Admin circular no. 584 MSETCL dtd. 13.10.2021
    3) Admin circular no. 632 MSEDCL dtd. 21.10.2021
    4) Admin circular no. 486 MSPGCL dtd. 22.10.2021

    R/Sir,

    Govt. of Maharashtra issued a circular regarding the guidelines for disbursement of


    Dearness allowance and its arrears payment vide under reference number 1. Accordingly in
    the month of October salary, the DA should be revised from 17 % to 28 %. It will consider the
    rise of DA on dtd. 01.01.2020, 01.07.2020 and 01.01.2021.

    The DA arrears payment of the period from July 2019 to November 2019 should also be
    included for the disbursement in the salary of the month of October 2021. MSEDCL and
    MSETCL have issued a circular accordingly, considering the statutory payment.

    MSPGCL has also issued a circular regarding DA (ref. no. 4 above) .However there is no
    mention of DA arrears payment of the period from July 2019 to November 2019. MSPGCL is a
    working with MSEB holding company. All three companies viz MSEDCL, MSPGCL, MSETCL
    follow the common guidelines of Govt. of Maharashtra regarding DA payment. Admin circular
    486 mentioned under ref. 4 is not in line with this practice. It has created a ambiguous
    situation resulting confusion ,discontent among the members of our associations.

    In view of the above, it is requested to look into matter urgently and instruct the concern
    authority to modify the circular as per guidelines of GoM circular.
