1. Scope

The scope of this method statement is to define safe guidelines / procedures to carry out
erection, modification, inspection & dismantle at Marjan Increment Program.

2. Priority

 Any conflict existing between the requirements of the listed standard should
immediately be brought to the attention of the client and acceptable solution must be
reached.
 In case of conflict between this method statement & specification, the requirement of
the specification shall govern. However, no deviations shall be made from the
specification without written authorization from the client.
 Scaffolding installed shall serve the purpose of providing safe and secure access for
piping works at Marjan Increment Program.

3. Materials Specification

 Tubes Conforming to BS 1139/EN 74 (Galvanized).


 Fittings Conforming to BS 1139/EN 74 (Galvanized).
 LVL Boards - Minimum 225mm x 38mm thick as per SA CSM-II Scaffolding.
 Cup Lock System Conforming to BS 1139 (Painted).

4. General

 Upon receipt of material at site laydown, the same shall be inspected and all
damaged / defective one shall be quarantined for rectification and/or shall be
removed from site laydown.
 All KAEFER scaffolding material will be color-coded with blue & yellow identification.
 All scaffolding material shall be stored in an orderly manner and the storage area
shall be properly house kept.
 Only material required for the immediate use for installation and that can be installed
for the day shall be stored.
 Scaffolding shall be erected by qualified scaffolder in accordance with & approved
scaffolding design drawing calculation.
 Scaffolding shall be kept in place for the entire duration of repair works and shall be
dismantled only after the inspection of the repair works and client’s permission to
dismantle.
 All scaffolders shall wear full body safety harness with a shock absorbing double
lanyards and must keep it connected to a suitable anchorage point 100% tie-off all
the times.
 While climbing/going down on the ladder, scaffolders are required to take a 5min rest
on the provided landing platform/boarded lifts for every 6m or 3rd lifts.
 Scaffolding operation shall commence only after appropriate permits are secured.

 Scaffolding operation shall be carried out in accordance with approved scaffold plan
and qualified scaffolders.
 All scaffolding shall be erected, altered, and dismantled only under the direction of an
on-site KAEFER Aramco certified supervisor. The scaffold supervisor shall have full
supervisory authority over his scaffold craftsmen, be present at the job site during
their work, and provide effective supervision of all scaffolding work under his
responsibility.
 Hard barricading shall be provided in materials storage area after unloading and
leave job site.
 A risk assessment of the work area shall be carried out prior to job commencement.
The scaffold supervisor shall be responsible for making the workforce well aware
about any potential hazard present during the working operation.
 Scaffolding shall be erected with following load rating: Light duty scaffold – 1.2kN/m²
(120kg/m²), Medium duty scaffold – 2.4Kn/m² (240kg/m²) & Special scaffold above –
2.4kN² (240kg/m²
 The scaffolding supervisor shall ensure that personal protective equipment (PPE),
including personal fall arrest systems, is used by his scaffold craftsmen in
accordance with the site safety requirements during scaffold erection, alteration, and
dismantling.
 Each scaffold craftsmen shall continuously wear full body harness with a shock-
absorbing lanyard while erecting, altering or dismantling a scaffold. Scaffolders
should be 100% tied-off while working at height above 1.8m from ground.
 Scaffolding material shall be lifted and lowered in a safe manner, throwing of
scaffolding tubes & fittings from one level to another shall not be permitted.
 Scaffolding materials shall be shifted hand to hand or by gin wheel (maximum load
allowable is 250kg - inspected and color coded) with 18mm rope.
 All scaffold work shall meet the requirements of GI 8.001 and the SA CSM Chapter
II-2, “Scaffolding”, II-5, “Fall Protection. “Formwork and Formwork shoring
constructed of scaffolding materials shall be per SA CSM Chapter II-6, “Concrete
Construction”, unless it’s categorized as a “special scaffold” per Section 4.22 of the
GI 8.001.
 All scaffolds shall be built in accordance with the work process/decision flowchart in
Supplement 8.001-1, including formal scaffold plan, review, inspection and tagging.
However, base-supported less than 1.8 meters (6 feet) tall do not need to be in
accordance with Supplement 8.001-1, unless located near the edge of an elevated
structure with a protected fall potential of more than 1.8 meters (6 feet).
 Falling object protection shall be in place during erection, use, alternation and
dismantling. Personnel not directly involved in scaffold activities shall be kept away
from the area through the use of barricade tape or fencing to prevet personnel to
enter the hazard area.
 Prior to scaffold erection, the contractor work permit issuer, receiver and the Scaffold
Supervisor shall survey the job site and take measures to mitigate potential hazards,
such as debris, overhead power lines, electrical cables, excavation, roads, etc. If a
scaffold plan is required, it shall be completed properly approved as per the
instruction before scaffold erection commences.
 All scaffolds shall be erected, altered, and dismantled only under the direction of an
on-site Scaffold Supervisor employed by the Scaffold Erector. The Scaffold

Supervisor shall be physically present at the scaffold while under erection,
alternation or dismantling. He shall not just show up at the end of the job to sign the
scaffold tag. Only trained and experienced scaffold craftsman shall be used for
erecting, altering, and dismantling scaffolds.
 Each scaffold craftsman shall continuously wear a body harness with ‘Y’ or double-
leg shock absorbing lanyard while erecting, altering, or dismantling the scaffold.

5. Tower Erection Procedure

 Level the ground and/or clear the area on which the scaffold is to be erected of any
debris.
 Determine the point at which to start building the scaffold (placement of the first
standard).
 Place a sole board on the ground ensuring that it bears evenly along its full length.
 Place an adjustable base jack (jack) on the sole board.
 Place a standard (vertical member) on the jack. This is the “1st Standard”. (An
“inside “standard)
 While one person holds the first standard upright a second member of the crew lays
a transom the second person then places a jack and a standard on the sole board.
This is the ”2nd Standard”. (An “Outside” standard).
 While one person holds the two standards erect (one standard in each hand) the
second person places the transom into the bottom cup pressing (connection point)
on the inside of each standard to create an “H” type arrangement.
 The second person then places a ledger (horizontal spacing member) into the
bottom cup pressings of each standard at 90 degrees to the transom.
 Using a suitable hammer, the second person can now knock the top cup on the
ledgers and transoms into the bottom cup of the first two standards.
 You now have an “L” shaped configuration that, once the ledger blades have been
knocked in, will support itself if laid over onto the ends of the ledgers.
 Repeat steps above to create a second “H” type arrangement. The inside standard is
the 3rd standard, the outside standard the 4th standard.

 Whilst one person holds the standards plumb the second person carefully raises the
ends of each ledger and locates them in the appropriate ledger blades on the second
set of standards (“H” type arrangement). It should be noted that this procedure is
much easier and therefore safer using a third person in the crew.
 Knock the top cup of the standard to fix the ledger blade in the cup.
 Place a spirit level on the first transom and wind the second jack up or down until the
transom is level.
 Place the spirit level on the inside ledger and wind the third jack up/ down until it is
level.
 Place the spirit level on the second transom and wind the fourth jack up or down until
it is level.
 You have now erected one “bay” of scaffold – (the rectangular area between 4
adjacent standards).
 Make sure the “bay” is parallel to the structure – adjust as required.

 Place a second transom between the 1st and 2nd and the 3rd and 4th standards
above the lower set of transoms.
 Place a second ledger between the 1st and 3rd standards and the 2nd and 4th
standards i.e. at the same level as the upper and second set of transoms.
 You have now erected the first “lift” of scaffold – a lift is the area between 2 vertically
adjacent rows of transoms and ledgers. The effective top working platform is above
the supporting surface.
 Place a diagonal cross (End) brace between and on the outer side of the 1st and 2nd
standards.
 Place a diagonal (Face) brace between and on the outer side of the 2nd and 4th
standards.
 The working platform is created by placing a platform on and between the second set
of transoms. A double handrail (guardrail) should be fixed to the standards on any
side of the working platform from which a person could fall. A toe board (kick board)
must be fitted.
 Access towers should be located in the scaffold as per CSM II-2 specification in such
a way that it is not necessary for someone using the scaffold to walk to an access
tower halfway along the length of any run of scaffold.
 The scaffold is now ready for use and the working as per client requirement.

6. Ladder Installation

 Ladders shall be positioned at 4:1 or 75° degrees off vertical and shall be adequately
secured, with a minimum vertical protrusion of 1 meter at the upper step-off point.
Where a height greater than 6 (Six) meter has to be climbed, a series of ladders with
intermediate platforms properly protected with guard rails and toe boards, shall be
provided.

7. Inspection & Tagging

 Scaffolding shall be continuously tagged with a red scaffold tag, as applicable.


During the entire time that a scaffold is being erected, altered, repaired, or
dismantled, a red (“Do not use”) scaffold tag shall be continuously attached to the
scaffold at each point of access. Only the scaffold supervisor or scaffold inspector is
authorized to remove a red scaffold tag.
 Scaffolding tagged with a red scaffold tag shall not be used, except by scaffold
craftsmen for the purpose of erecting, dismantling, altering or correcting scaffold
deficiencies.
 The scaffold supervisor & inspector who is responsible for the scaffold shall
personally inspect the scaffold as soon as possible after completion by his scaffold
craftsmen, and before workers other than scaffold craftsmen may use the scaffold.
 All green (“passed inspection”) shall be signed by scaffold supervisor & inspector.
 Red and green scaffold tags shall not be removed or re-used elsewhere prior to
dismantling to which they are attached.
 Scaffolding shall be inspected every two-week basis. If a scaffold has been
improperly altered or is unsafe, the scaffold inspector shall ensure that the scaffold

supervisor tags it with a red scaffold tag. Alternatively, he may immediately correct
the deficiencies and sign and attach another green scaffold tag(S) as applicable.

8. Modification Procedure of Scaffold


 Only scaffold craftsmen, under the direct supervision of a scaffold supervisor are
permitted to alter or repair any part of an existing scaffold, including guardrail,
planks, and ladders.
 The altered scaffold shall be re-inspected by a scaffold inspector after each
alteration. It the scaffold is safe for use, newly signed green or yellow scaffold tags
(as applicable) shall be securely attached to the scaffold prior to re-use.

9. Dismantle Procedure

 Immediately after completion of the scaffold’s intended use, and upon verification
that no other workers need to use the scaffold, the scaffold supervisor shall ensure
that all green or yellow tags are removed from the scaffold and that a red (“Do not
use”) scaffold tags is securely affixed at each access point. The scaffold supervisor
shall then arrange workforce to dismantle the scaffold.
 The scaffold supervisor shall ensure that dismantling of scaffolds is planned, Orderly,
and performed level by level from top to bottom in the reverse pattern as it was
erected. Scaffold components, tools, and fittings shall be lowered in an orderly
manner and not thrown down.
 The scaffold supervisor shall ensure that scaffolding materials are returned and
properly stacked at their designated storage location immediately after the
scaffolding is dismantled.

10. Safety Consideration

 The scaffold supervisor and foreman shall provide tool talk to all workers erecting /
dismantling the scaffold weekly and shall maintain the record of toolbox talk.
 The workers shall maintain good housekeeping during all phases of work.
 Job specific risk assessment shall be carried prior to the start of scaffold works.

11. Personnel’s Protective Equipment

 Following personal protective equipment’s shall be used by the working crew at all-
times.
 Hard Hat
 Safety Shoes
 Safety Glasses
 Normal Coverall
 Leather Hand Gloves
 Safety Harness with double lanyard.
 Suspension Trauma Strap

12. Responsibility

Eastern Trading & Cont. Co. along with KAEFER management shall establish a Safety
Program that complies with all specified requirements of SAUDI ARAMCO and is
enforced with full responsibility to avoid risk/accidents/near miss/damages to properties
and lives.

13. Safety Supervisor

 Shall be responsible for initiating Safety Program, accomplish all SAUDI ARAMCO
Safety Requirements and shall monitor activities to ensure the implementation of
Safety Requirements and Safety Programmed effectiveness
 Shall conduct weekly safety meeting to upgrade the safety awareness of workers
 In case of emergency. Verbal report should be followed by a written report as early
as possible i.e. Fatality, Fire, Minor Injury, and dangerous incidents. All accidents
and near miss cases shall be investigated immediately to find the root cause and
corrective measures shall be taken and recorded

14. Scaffold Supervisor

 Shall be responsible for all aspect of activities and all crew working under his
supervision in the project.
 Shall monitor foreman, workers and all activities in Order to apply the Safety
Programmed in compliance to SAUDI ARAMCO Safety Procedures.
 Shall provide safety devices to fulfill all safety requirements such as barricades with
warning signs in storage, working areas and overhead hazards areas to prevent
accidents/injury/near miss.
 Shall monitor to ensure all workers are wearing & using PPE and fall arrest system
equipment with suspension lanyards as per safety requirements.
 Shall make proper placement and utilization of its Scaffold inspector in SAUDI
ARAMCO Project to fulfill the mandatory requirements of execution/inspection and
tagging system implementation.
 Shall be responsible for conducting toolbox meeting to all workers every day prior to
start of work. General Safety, Special safety alertness and scaffolding technical
points for the planned tasks shall be discussed in order to complete the planned
tasks safety.
 Encourage all workers to give their suggestions to rectify any safety practices to
prevent similar incidents/accidents/fire/traffic violations/health hygiene in the safety
meeting.
