SCOPE

1.1 This standard covers mandatory requirements governing the design, selection and
application of instruments for atmospheric, pressurized and refrigerated storage tanks
and vessels.

1.2 An asterisk (*) indicates that additional information is provided by ESSO in an


addendum to this specification.

1.3 A pound sign (#) indicates that ESSO review/approval is required before design is
finalized or equipment is purchased.

DEFINITION

2.1 Tank - usually a vertically cylindrical vessel with a flat bottom positioned on the ground
and with a top attached to the upper perimeter of the cylindrical walls.

addenda of the codes, standards and regulations listed in Table 1.

GENERAL

4.1 Heaters (electric) for condensation elimination shall be provided in the housings of all
instruments, panels and junction boxes with the exception of miniature sealed
instrumentation.

4.2 For high risk areas such as those terminal facilities which may adversely impact
environment, three sensors configured in a voting "two out of three" shall be provided for
high and high high level applications.

LEVEL INSTRUMENTS

5.1 Radio frequency technology shall be provided for interface detection, both point and
varying level, sand level detection included.

5.2 Differential pressure or other hydrostatic type shall generally be used over float/float-
servo assisted gauges. Readout shall be accomplished by means of a loop powered
local indicator. Indicator shall be located at grade level.

R2 # 5.3 The use of gauges, glass or magnetic, shall not be used without ESSO approval.

5.4 When used, float type gauges with stainless steel balls shall be specified with 304L,
316L, or 347; the hemispheres shall be equal thickness. They shall be annealed after
forming. All welds shall be full penetration and shall be designed and made to quality
standards in accordance with ASME B31.3. The completed spheres may be subject to
inspection by ESSO.

5.5 A stilling well or protective baffle is required for all internal level devices.

R2 5.6 Level instruments used for inventory calculations shall be capable of measurement to
± 3 mm (1/8 in.). The project automation system shall be utilized in place of automated
level gauge systems.

5.7 Level instruments with floats shall be provided with heavy duty negator springs.

5.8 A high (high-high) liquid level alarm shall be installed in all tanks. This alarm shall initiate
action to prevent further filling action. This alarm shall be independent of the level
measurement and any pre-alarms. Sufficient time to take corrective action by operations
shall be allowed for in the design of the pre-alarm points.

TEMPERATURE INSTRUMENTS

6.1 Installation of temperature sensors/indicators shall be at least 1.4 m (5 ft.) up from the
tank bottom and 1 m (3 ft.) inside from the tank shell. Thermowells for crude oil tanks

shall be 2 m (7 ft.) from the bottom of the tank.

R2 # 6.2 Single point temperature measurement may be used for unheated, low viscosity (below
36 centistrokes) products and continuously heated fuel oils. For tanks containing other
products as well as where density stratifications or fluid separations exists, the
measurement technique shall be submitted to ESSO for approval.

6.3 When remote level indication is specified, an RTD shall be used to provide remote
temperature indication. For all installations, overall accuracy of temperature
measurements shall be 0.5°C (1°F).

6.4 Local temperature indication shall be provided for all tanks and vessels.

PRESSURE INSTRUMENTS

7.1 As a minimum, a pressure test point shall be provided on the top of each tank.
