The document discusses several Romulan starship classes, including details about their specifications and roles within the Romulan military.

The Romulan Empire ended production of the Striking Bird and tried to enhance the performance of existing ships with a modest refit, but ultimately decided to cut their losses and use them for interior patrol duties.

The M-4 assault ships were thought to be the main transport for Romulan ground forces, capable of carrying troops and equipment for invasions throughout the late 23rd and early 24th centuries.

M-2 (STRIKING BIRD) FRIGATE

Known Sphere Of Operation: Empire-wide

Data Reliability: C for Type-1 and Type-3
Major Data Source: Project Grey Ghost, Romulan Sector Intelligence
NOTES:
One of the first attempts to improve upon the iconic V-1 Bird of Prey, the Striking Bird lacks the endurance
and independence of the V-1. It was not a measurable improvement. The High Command ended production
and tried to enhance the performance of the extant ships with a modest refit in 2275, but eventually decided to
cut their losses and used the ships for interior patrol. This at least freed more effective ships to concentrate on
more important or volatile regions.

M-4 (WINGS OF JUSTICE) CLASS IX TROOP TRANSPORT

Known sphere Of Operation:  Conflict Zones

Data Reliability:  C
Major Data Source:  Romulan Sector Intelligence
NOTES:
The M-4 assault ship, reportedly capable of carrying up to 300,000 metric tons of cargo or 1,800
troops and their equipment, was thought to be the main transport for Romulan ground forces
throughout the late 23rd and early 24th century. Introduced in 2267, intelligence reports
indicated that the vessels had participated in several invasions. Of the more than 150 built, nearly
all remain in active service until 2335 when the class was finally retired. Intelligence reports
show no record of any being sold to the civil sector, and none are known to be operating outside
the empire.
The Type-1 was lightly armed, with the intentions that heavier combat craft would protect this
vessel during operations. The Type-2 was far more heavily armed after several vessels were
damaged during front line operations. While not a major warship, the Type-2’s armaments did
allow defending escort vessels to intercept incoming threats rather than remain on-station while
the M-4 conducted landing operations. All 150 M-4s were refit to the Type-2 variant between
2290 and 2295.
The vessel likely is named in reference to the following quote: “The Romulan soldier will lead
the way and secure the foundations of the Road to the Stars, for he will be borne on the wings of
justice — Arenius Triario, Commander.” According to The Eridam Papers, this historic
statement was made by Commander Triario as the Romulan fleet departed for a great battle with
the Corillians. Triario was victorious and returned a hero.

M-8 (NIGHTWING) CLASS VIII ASSAULT SHIP

Known sphere Of Operation: Conflict Zones

Data Reliability: C
Major Data Source: Romulan Sector Intelligence, Cardassian Sector Intelligence
NOTES:
Useful for both troops and cargoes, the M-8 assault ships are reported to be the second most
important troop carriers in the Romulan Navy. Although the M-8s do not carry as many troops as
do the M-4s, they are capable of keeping pace with any fast-moving fleet, as well as being more
maneuverable than their counterparts and carrying more effective shields. With it’s ruggedness
and reliability, the M-8 has remained a mainstay in the Romulan fleet for many years.
The Type-1 was considered the penultimate in quick conversion, from freighter to assault ship.
Unlike the M-4, which required up to four days to convert from freight to troop carrier, the M-
8 could make the same change, albeit at a dedicated military garrison, in less than 30 hours.
The M-8 also had dedicated ground operations center, allowing any ship of the class to
coordinate troop movement and combat operations. In its civilian freight operation mode, this
space was often used by Romulan corporations to conduct freight and cargo transfer
coordination. This would require very little component switch-over should the M-8 be called up
for combat operations.
The Type-2 saw the replacement of the main warp drive and computer. This allowed a higher
emergency warp speed when needed and allow for the increase in the main weapons. An
additional disruptor mount was added, with all three disruptors increased to the long-range RB-
11. The Type-2 would remain unchanged for many years, until the loss of three M-8’s to a single
Klingon attack cruiser 2345. Although some felt the now aged M-8 should be replaced, designers
felt that an update to the tactical systems could allow the M-8 to continue service for years to
come.
The Type-3 was eventually launched in 2348. Doubling the number of disruptors, the Type-3
also added a torpedo launcher, making the M-8 capable of conducting light destroyer duty when
needed. The Type-3 was a purely military version, with no known civilian variant fielded.
Of the approximately 190 built, nearly 180 are still in active service. 90 vessels of this class are
thought to be operating in the civil sector; it is uncertain if these vessels are Type-1’s or Type-2’s
– until close scans are possible, this remains speculation. During the Dominion War, nearly 100
Type-3s participated in transporting troops to the front line. Only 2 were lost during the conflict.
The class is named from the Romulan temar vastari (night flyers), in reference to a large
reptilian bird of Hannrileth, solid black in color. In keeping with its namesake, the assault ships
reportedly are painted midnight black.

M-9 (NIGHT FLYER) CLASS VI FRIGATE

Known sphere Of Operation:

Data Reliability:
Major Data Source:
NOTES:
The M-9 class, created from plans for the older V-1 (Bird Of Prey) class, was constructed in response to the
need for increased firepower and speed. Its similarity to the V-1 and V-8 on casual inspection is responsible
for the prolonged myth that the V-1 was the mainstay of the Romulan Navy.
The Type-1 was introduced in 2267. It was the first vessel in the Romulan fleet to carry two plasma weapons,
and it had an impressive array of disruptors and a cloaking device. This vessel reportedly became extremely
popular with front line commanders, because of its ability to deliver multiple plasma weapon strikes. It did not,
however, address the speed problem still seen in the concurrent Type-4 V-1, and several power plant changes
resulted in the successful Type-6.
Of the approximately 85 M-9s constructed, about 60 remain in active service; of these, some are known to be
assigned to Romulan Intelligence as training vessels. There are reports of these vessels operating within the
Triangle.
The class is named from the RomuIan temar vastaram (night flyer), in reference to a small, nocturnal, flying
predator native to Remus. The Eridam Papers state that they were the source of many ancient legends and
myths about invisible predators from another dimension.

M-10 (SAND SERPENT) CLASS IX FRIGATE

Known sphere Of Operation: Empire Wide Use

Data Reliability: B
Major Data Source: Romulan Sector Intelligence
NOTES:
While the Romulans have never fielded a true equivalent to the Federation or Klingon frigate, the M-10 Sand
Serpent is by far the closest version that the Empire has yet fielded. However, the class is something of an
enigma, seemingly never fitting any one mission profile fully.
The class is named for the Khaa Jhlmn, a snake found in the more arid regions of Ch’Havran. Short, thick-
bodied and having a wide head, the serpent’s venom is potent and often fatal. The design of the M-10 clearly
hoped to emulate the Khaa Jhlmn by creating a vessel with a powerful first strike capability. The M-10 has a
quick-charging plasma weapon as the heart of its offensive system. The impressive plasma system, however,
comes at the cost of sub-par disruptors and a single aft-firing torpedo tube. Further, reported encounters also
indicate that the vessel suffers from a lack of tactical maneuverability and somewhat weak shielding compared
to other vessels of the era.
The M-10 does seem to compensate for its less efficient shields with above-average hull plating. The general
consensus of opinion among Federation analysts is that the class is best suited as a first strike platform, which
has forced Starfleet Intelligence to keep as close an eye as possible on its deployment.
The Type-1 was considered under powered for its main mission, with a number of similar-sized classes known
for being far more powerful and maneuverable. The Type-1 also had an inexplicably large cargo hold. After
action reports showed that the M-10’s troops were specialized in ship-to-ship boarding actions and were rarely
seen in ground combat. This further enhanced the ships reputation as more of a frigate than an assault ship. The
RPL-3 combined with the ships cloaking device did allow the M-10 to strike first, but subsequent engagements
often required supporting ships to ensure victory.
The Type-2 attempted to address some of the shortcomings of the M-10 with a more powerful impulse drive
and an improved torpedo system. The new engine did little to improve the ship’s overall maneuverability,
though adversaries quickly learned to give the Type-2’s aft quarter a wider berth. Ultimately, in order to be
effective, the M-10 was forced to operate in squadrons of three or four vessels, reducing the overall number of
potential deployments.
Romulan Sector Intelligence estimates that approximately 55 were built between 2288 and 2307, when
construction was apparently discontinued. The class was retired and placed in reserve fleets sometime after
2318. Starfleet Intelligence remained as vigilant as possible after the Tomed Incident, fearful that any change
in the status of the M-10s could signal an impending escalation of the Romulan Star Empire’s treaty status.
There have been reports that a number of these ships were reactivated during the Dominion War and used to
patrol the interior of the Empire. Neither Star Fleet nor Klingon Intelligence has confirmed this; however,
sources do state that all known existing hulls are present in reserve fleet yards within the Empire.
Of the 55 M-10’s built, one Type-1 and one Type-2 have been destroyed. One Type-2 was scrapped after an
encounter with Klingon forces. Twenty Type-1’s were converted to Type-2’s. Currently, five Type-1’s and 42
Type-2’s are in reserve fleets. Five Type-1’s were sold to the civil sector, most of which are still in operation.
Although Starfleet lists the M-10 by its Romulan designation, it is known informally as the “Adder”.

M-12 (STARWIND) CLASS X ESCORT FRIGATE

Known Sphere Of Operation:  Klingon & Triangle border

Data Reliability:  C
Major Data Source:  Romulan Sector Intelligence
NOTES:
By rights, the M-12 should probably be classified as a cruiser, rather than a frigate or escort. However, the M-
12 has never been seen operating in any capacity other than an escort, often assigned to the Z-1 or V-30
classes. Based on an enlarged V-7, the Starwind is fast, maneuverable, powerful and well-armed. The enlarged
hull allows for the inclusion of a complement of Romulan troops, as well as improved cargo handling and an
enlarged flight deck for small craft.
Unlike many designs that are assigned to escort duties, however, the weapon systems of the M-12 are primarily
oriented fore and aft, with minimal coverage of the vessels flanks. Star Fleet Intelligence believes that this
more aggressive layout, along with the class’ Warp 9 emergency speed indicates that the Starwind is intended
to actively chase down and destroy or capture pirate vessels and raiders, rather than simply fend them off
during its escort mission.
The Type-1, launched in 2276, uses the RB-5 beam weapon while the Type-2, launched three years later used
the more powerful but shorter ranged RB-6. Both variants used the RP-2 torpedo, which are considered light
weight for a vessel of this size. However, the extensive number of launchers makes the Starwind class very
dangerous.
The most notable feature of the class is the advanced sensor arrays (both active and passive) located in the
massive “head” of the ship. Though unconfirmed, it is thought that these systems are some of the most
sophisticated in the Romulan fleet and well-suited for detecting hidden raiders and cloaked Klingon vessels.
Current estimated indicate that 25 Type-1s and up to 20 Type-2s are currently in service, with none known to
be lost. A production rate of 5 of each class alarmed Star Fleet. The class is named for the Romulan v‘Stelam.

M-14 (KINUNIR) CLASS IX FRIGATE

Known sphere Of Operation: Empire Wide Use

Data Reliability: B
Major Data Source: Romulan Sector Intelligence
NOTES:
The M-14 is a solid patrol ship which also carries a platoon of troops. The design aesthetic is neither the
new-style raptor nor older bird-inspired, but rather pragmatic and industrial. The warp drive is contained
within the wedge of the hull, minimizing the ship’s cross-section. The Kinunir is not intended as an
assault ship, despite carrying troops. The troops are meant for ship’s security and boarding of pirate craft
or other enforcement actions. The one subcraft is a pinnace, a sort of enlarged warp-capable runabout
capable of carrying the entire platoon and all necessary equipment.

M-15 (LONGSWORD) CLASS X FRIGATE
Known Sphere of Operation: Triangle Border
Data Reliability: B for Type-1
Major Data Source: Triangle Sector Intelligence
NOTES:
Another of the fruits of the alliance with the Klingons, the M-15 frigate is built on the hulls of Klingon L-9
Saber frigates. The Klingons were not willing to include this design, and begrudgingly transferred 13, all
stripped of major systems. The Romulans, for their part, did not particularly desire this class for use, so much
as tactical study purposes, as this class was very effective for the Klingons. The hulls were fitted out and used,
however, so that the Klingons would not see that intent clearly.
As originally built for Klingon service, the L-9 has the angular design of the earlier K-23 class escorts. Its
command pod, like all others, can be jettisoned in emergencies and is capable of life support, limited
maneuver, and even weapons fire for up to one year on its own. Engineering, located in the central aft section
of the ship, has a secondary bridge used when the main bridge has suffered damage during combat or when the
command pod has been separated. Located in the lower decks of the main hull are hypothermia capsules that
can be converted into temporary quarters for short missions. The shuttlebay is located forward of the
engineering section, the shuttlecraft entering from the underside of the main hull. A total of six, and in earlier
models eight, disruptors are mounted in the command pod and on the main hull near the where the boom
attaches. A plasma weapon or forward-firing torpedoes are mounted in the lower portion of the main hull, and
aft-firing weaponry (including two disruptors) is mounted in the lower rear of the main hull. The class is
named for the sivista, a dress sword worn by senior Klingon officers; the exact translation is "fast-sword." The
Romulan version translates as “long sword”.

M-17 (WRATHBLADE) FRIGATE

Known Sphere of Operation:  Empire Wide Use
Data Reliability: C for Type-1and 2
Major Data Source:  Romulan Sector Intelligence
NOTES:
Similarly to the L-9, the K’Teremny interested Romulan naval planners and engineers from a tactical
standpoint, but unlike the L-9, they were also interested in the class for its own utility, as well. The
K’Teremny is essentially an improved D-7M K’Tinga class cruiser, but with reduced cargo and
endurance, and lacking the troops, the cryoberths, and the science sections of the K’Tinga, allowing
better performance in a slightly less massive package. This allowed the Romulans, after the
exchange, to largely reverse-engineer the differences between the earlier D-7s they previously
bought, and the K’Tinga, which the Klingons would not sell. In the case of the K’Teremny, the
Empire bribed the Klingon team negotiating the deal to ensure that at one of the five hulls transferred
was not stripped. The Klingons were even less eager to share this class than the L-9, and thought they
would reduce the damage by limiting hulls sold to a handful.
Once the Romulans received those few ships, they took them apart and rebuilt them completely,
using the one complete hull as a check on the success of the effort. They then carefully engineered
the refit to meet or exceed the performance of the original, and put it into production. In a way, this is
seen as ‘tit-for-tat’ after the Klingons so enthusiastically embraced the S-11. It also allowed two new
upgrades for the V-11. The quasi-K’Tinga reverse-engineered from the K’Teremny, and the
Wrathblade improvements upon the original K’Teremny provided both paths. A side note here is that
the development of the warp engines installed in the Wrathblade is a blending of Romulan, Klingon,
and Federation technology. The lead designer on the project had done the same work at Shuvinaaljis
before being fired and tried for having adopted a heretical emotional philosophy and subsequently
defecting to the Romulans.
There are only 5 type-1s, the original articles exchanged. The type-2 is produced at a rate of 7 per
year, and the Klingons were very nervous about those ships, particularly after the two governments
ended their treaty.
Interestingly, the Klingons class this ship as a Destroyer, despite its design being more inline with a
battlecruiser profile, and the Romulans chose to classify it as a Frigate, a category they historically
rarely used or built. Federation Intelligence suggests that the Romulan High Command is considering
splitting the M-type into two or maybe three different types, with Frigates standing on their own,
while possibly also splitting Troop Carriers and Assault Ships into separate categories of their own.
This may indicate that they intend to field more frigate types.

M-19 (STELLAR WIND) FRIGATE

Known Sphere of Operation:  Empire Wide Use
Data Reliability:  C for Type-1, 2 and 4
Major Data Source:  Romulan Sector Intelligence
NOTES:
As the Romulan Empire continued to struggle for new resources throughout the quadrant, many within the
Empire felt that much of the forward thinking Imperialists of old had long since lost their grip on the military
and the ability to defend the Empire. By the Mid-2270’s the Federation had expanded its fleet with powerful
and dangerous vessels, while the Klingons continued to surge in overall numbers. Border skirmishes with
Klingon forces were becoming less and less successful, and by 2280, the Romulan Empire had not had a
significant military technological innovation in nearly 20 years. Although the Empire continued to grow, less
and less resources were discovered, and many began to wonder if the Empire could continue.
Into this nervous time was born the M-19 Frigates, intended to directly challenge the supremacy of the
Federation’s Constitution/Enterprise class. Even outside the Federation, the reputation of these Heavy Frigates
was well documented. The Romulans began production of the new frigate in 2282, but would not launch the
prototype until 2284. During it’s two years of development, the Romulan Empire finally experienced a surge
of technological innovation that would keep it on par with the other major governments. The M-19, when
finally launched, incorporated many of the latest systems that the Romulans had to offer. The Type-1 actually
used the RWF-2 drive system; older and more reliable than the newer RWG systems, the RWF-2 was also less
expensive and time-consuming to construct. This allowed the M-19 to be built more rapidly than other
Romulan Frigates, including the highly sought V-30 heavy cruiser. The Type-1 M-19 was nearly a match for
it’s larger cousin, and was heavily armed with the new RB-12 as its main attack weapons. To supplement the
primary weapons, six RB-10’s were also mounted in typical overlapping fashion so common on Romulan
vessels. The M-19 also mounted two RP-4 photon torpedo tubes, giving the frigate greater firepower than most
similarly sized vessels. The Type-1 served well along both hostile borders and along the rim ward expanse,
where they helped push the borders of the Romulan Empire faster than any previous vessel. But, like so many
other designs, the M-19 was not as successful as originally hoped for.
By 2292, the Romulans had realized that the M-19 simply could not compete against the powerful Federation
heavy cruisers and were too often outnumbered by Klingon forces. With the Klingons massing along the
Triangle and Romulan borders, fate delivered the time the Romulans needed to upgrade the M-19 when the
Klingon’s lost Praxis. The massive power shift and scrapping of Klingon vessel was a god-send to the
Romulans, who purchased dozens of Klingon vessels at surprisingly reasonable prices. The Romulans also
perfected the RB-13 heavy disruptor, giving the Empire the edge it needed. Although lacking in high-powered
quadtronic shield systems, the Empire did have the RSR, more powerful than any other shield mounted on a
similarly sized vessel, which propelled the M-19 Type-2 back into the limelight. The Type-2 incorporated the
more powerful RWF-3 which gave the M-19 a superior power curve over Klingon vessels and the ability to
engage most Federation medium Frigates and Cruisers. Although not as powerful as a Federation Heavy
Cruiser, the M-19 could be produced much more rapidly, and were able to be fielded in squadrons of two or
more. The M-19 Type-2 would remain in service until 2318, when an unlikely source prompted the upgrade of
the Heavy Frigates.
In early 2318, two M-19s were lost near the Gorn border to unknown forces. Initial reports indicated that
both M-19s had been destroyed by a single Gorn cruiser. It was not until much later that it was discovered that
the M-19s had actually engaged five cruisers of the same design. The initial confusion prompted a reevaluation
of the M-19s operating along the Gorn border. The Type-4 was launched less than a year later and boosted the
combat capability of the M-19 to dangerous levels. Although construction time nearly doubled, the M-
19 Type-4 mounted the new RB-15 disruptors as well as the efficient RSS quadtronic shield system. The new
weapon systems and enlarged impulse drive allowed the M-19 to continue its mission easily and efficiently,
and the popular frigate remain in production to this day.
The M-19 is produced exclusively at Carraya Imperial Construction Dry-docks and the Remus Aviary
Consortium Yards at a combined rate of 3 per year. Of the 140 so far constructed, 118 remain in active service,
including 24 newly built M-19 and 94 converted Type-1’s and 2’s; one Type-2 is listed as missing; 10 are
reported destroyed, including 1 Type-1, 5 Type-2’s and 4 Type-4’s; 1 Type-1, 3 Type-2’s and 2 Type-4’s have
been scrapped; 5 Type-4’s are currently used as training command vessels.

M-21 (UHLAN) CLASS XI FRIGATE

Known sphere Of Operation: Empire Wide Use
Data Reliability: B
Major Data Source: Romulan Sector Intelligence
NOTES:
The M-21 Uhlan class frigate represents a blending of the M-class types. This designation is used for
frigates and assault ships, as well as troop transports. Other M-types are typically a frigate or an assault
ship or troop transport. The Uhlan is a competent frigate for ship-to-ship combat, but is also a capable
assault ship, with two shuttle bays for troop shuttles, carrying up to a company of troops, and armed with
16 banks of disruptors. Half of those are optimized for orbit-to-surface fire, and the rest are optimized for
ship-to-ship fire. The major flaw in the design is the lack of transporter capacity.
The name is derived from the Romulan Sydkai, a type of cavalry lancer.

M-24 (BIRD OF PREY) CLASS X-XI HUNTER-KILLER FRIGATE

Known Sphere of Operation:  Klingon & Triangle Borders

Data Reliability: D for Type-1, 2 and 3, F for Type-4
Major Data Source:  Operation Grey Ghost, Romulan Sector Intelligence
NOTES:
One of the greatest blows to the Romulan national honor occurred when the Klingons began operating the D-
32 Class cruiser and L-42 Class frigate along their border areas, less than two years after signing the third
technological exchange treaty in 2/1801. By the end of 2/21, it was evident that Romulan commanders serving
along the Klingon border were becoming increasingly fearful about facing these clone vessels. It was then that
the Romulan High Command decided to give the Klingons a taste of their own medicine. By 2/2212, four
frigate-sized M-24s were deployed along the Klingon border.
The M-24 employs the variable wing design seen on the V-30 Cruiser and S-11 Scout (on which it is based).
Since the ship is too large for planetary landings, the wings only operate in the horizontal position while
cruising and in the swept-down position for combat, thus freeing much space aboard for extra cargo area. In
accordance with Romulan doctrine and unlike the L-42, the command pod and boom section are not detachable
from the main hull.
The M-24 is not as dependent on re-supply as its Klingon ‘brother’; nevertheless, the crews aboard these ships
live under the most Spartan conditions in the Empire. These crewmembers feel that it is necessary to sacrifice
even marginal comforts in their quest to rid the Road to the Stars of the klivam d’vanal, or “great Klingon
scourge” (as the L-42, D-32, and K-22 are called).
Each M-24 has a specific mission, which it must perform with assistance from other units and bases: To hunt
down and destroy clone vessels whenever and wherever they approach Star Empire space. In the early 2280’s
Star Fleet Command received unconfirmed reports from Triangle Sector Intelligence concerning battles taking
place between L-42 frigates and M-24 frigates along the southernmost fringes of the Triangle. The outcome of
these reports was never confirmed due to the nature of the Romulan vessels themselves. It is quite likely,
however, that this new Romulan vessel possesses the firepower necessary to perform just such a mission.
The powerfully dangerous hunter-killer would not be updated until 2290, when major design upgrades were
installed and the Type-2 was first fielded. The Type-2 increased the already powerful warp drive as well as
mounting upgraded weapons. The M-24’s shields were also upgraded giving the Type-2 greater survivability.
A moderate internal re-arrangement also allowed the inclusion of a recreation room – which made the vessel
even more well loved by it crew. Despite it’s obvious improvements, the M-24 was still considered a mission-
specific vessel. While there was sufficient room to further arm the vessel, many designers who spoke with ship
commanders felt that the fast-attack strike capability of the M-24 should not be changed. As time when on, this
philosophy was confirmed when over 30 recorded kills where directly attributed to the M-24.
The first true variant was not launched until 2294, with the fielding of the Type-3. Initial trials showed that
the M-24 Type-3 was far superior to it’s predecessors with a dual Photon Torpedo/Plasma Torpedo strike
capability. With an improved version of the RCC cloaking device, the Type-3 could close rapidly and strike it
target almost undetected. Even when prepared, few ships would withstand the powerful attack. The Type-3
was heavier than it predecessor, increasing the main disruptors and enhancing it’s considerable armor. But the
designs days were numbered. The Type-3 used the same forward torpedo tube for both it’s plasma weapon and
photon torpedo. Commanders quickly learned that the switch over from one system to the next often took too
long to be effective in high speed combat. When attacking small squadrons, the M-24 could easily overwhelm
it’s primary target, but was forced to flee with only a parting aft shot rather than risk a direct long term
engagement. None the less, the M-24 remain a popular vessel, and nearly 10 Type-1’s were converted to the
Type-3 along with the 17 that were built.
Surprisingly, the M-24 would remain unchanged for almost 50 years, conducting it covert attack’s against
Klingon L-42’s, D-12 and even D-32’s. As it aged, it’s success rate continued to climb and amazingly, no M-
24’s were lost until 2336. The loss of the RSS Ves’let to an older D-12 startled the Romulan High Command.
Despite lengthy investigation, Commanders could find no reason for the loss – and orders for an improvement
to the craft were drafted in late 2337. The Type-4 was finally approved in 2341 and quickly became the
standard of the class. The Type-4 returned to the dual-loading forward torpedo design that proved so effective
in the Type-1 and 2. The primary weapons were also upgraded, giving the design a powerful attack capability
against targets twice it’s size. While the under powered shields of the class forced commander to close slowly
with their targets to avoid detection, the powerful forward attack posture assured heavy damage to all but the
most powerful battleships. Even 15 year after it’s commissioning, in 2357, this capability was brought home to
bear when three M-24’s attacked a Klingon patrol near K’Kaar. The over confident Klingon Commander was
sure that no one would attack a squadron of three Vor’Cha class battlecruiser, newly fielded in the Klingon
Empire. The attack was a resounding success, with all three Vor’Cha’s taking heavy initial damage. Were it
not for responding reinforcements from K’Kaar, the Romulan commander reported that he could easily have
destroyed on of the Vor’Cha if not all three.
Currently, there is rumor of an even larger and more powerful Type-5 being created in response to the
expanded Klingon construction programs. Rumor has it that the M-24 may be fielded against the Federation
soon. Of the 115 build over the years, 6 Type-3’s and 104 Type-4’s remain in active service, including 37
Type-1’s that were converted to Type-2 and eventually to Type-4 as well as 36 Type-2’s that were eventually
converted to Type-4. 2 Type-1’s and 1 Type-2 have been destroyed, all in combat. 1 Type-1 and 1 Type-4 have
been scrapped due to combat damage. The M-24 is no longer in active production, but this status may change
with the introduction of a Type-5.
The M-24 is named for the Romulan d’vas, which is a direct translation of the Klingon z’gavasta or “great
bird”.

M-39 (ILLUMINATOR) CLASS IX ASSAULT SHIP

Known Sphere Of Operation:  Conflict zones
Data Reliability:  D
Major Data Source:  Project Grey Ghost; Romulan Sector Intelligence
NOTES:
Another in a long list of necessary ships purchased from the Klingons, the Illuminator is as
unpopular as any other appropriated vessel. However, the M-39’s ruggedness and capabilities
have been proven to be a needed addition to the Romulan fleet.
Twenty M-39s were originally purchased in 2268, with all quickly converted and prepared for
operations both inside and outside the Romulan sphere of influence. The Type-1 retained is
weapon mounting points, allowing for the installation of a combined RB-6 and RB-8 weapon
arsenal. An RP-3 gave the M-39 more firepower to help defend it during combat operations.
In late 2269, an additional 20 hulls were delivered which became the Type-2. With a larger
impulse drive, the Type-2 was better equipped for independent combat operations and required
fewer escorts while fielded.
The M-39 was still considered cramped and was unpopular with crew and troops alike. Both
variants struggled to maintain their cruising speed when fully loaded. Although ground troops
could be quickly beamed to the battlefield, their equipment and support vehicles often required
the use of both cargo transporters and the large fleet of onboard shuttles to be effective. On more
than one occasion, this slowed efforts to follow up on fast-moving combat operations.
Because of the unpopularity and moderate effectiveness of the M-39, it is believed that the vessel
will be retired from service in the near future. To date, none are known to have been lost,
although several are believed to have been damaged and are not longer in service.

M-41 (BLACKWING) CLASS VII-VIII FRIGATE

Known Sphere Of Operation: Klingon Frontier
Data Reliability: D
Major Data Source: Project Grey Ghost
NOTES:
The M-41 was originally fielded after the purchase of a number of Klingon L-3 hulls in 2267 as part of the
early technological exchanges between the two empires. The first three iterations of the M-41 saw the
Romulans attempt to field three different combat focused versions, all launched in the same year. The Type 1,
Type 2 and Type 3 all corresponded with the L-3A, L-3B and L-3C models that were traded. As was standard
at the time, the Klingons removed nearly all of the major components except the main power plant, allowing
the Romulans to use native equipment to bolster the design.
The Type 1’s main weapon design included the medium ranged RB-6’s and a single bank of RB-10’s. This
gave the design excellent medium range combat capability with the ability to focus a single heavy attack at
longer range. They Type 2, similarly, used RB-9’s and RB-11’s to extend the main weapon ranges. Neither the
Type 1 or Type 2 included a torpedo, however, the Type 3 did include a single RP-3. In combat trials, all three
variants proved effective, with ship commanders easily utilizing the unique weapon load-outs to great
advantage. The M-41 remained in general service through the 2270’s and 2280’s, but began to show it’s age by
2285. By 2290, the class’ unpopularity and lagging capabilities had relegated it to more mundane tasks well
within the Romulan Empire. Many M-41s operated without their troop compliment.
The destruction of Praxis within the Klingon Empire and the subsequent failure of the Tal-Shiar to initiate a
military conflict between the Klingons and Federation forced designers to reevaluate many older ships in the
fleet. It quickly became apparent that the Klingons were turning their military efforts toward the Romulan
Empire. While a wide range of new designs and technologies were on the horizon, the need to ships in the field
could not be ignored. The M-41 was scheduled for update in 2291, but was rushed into full-scale refit after
Praxis.
The Type 4, 5 and 6 M-41 were again designed to provide field commanders with unique diversity in combat
capability. The Type 2 was the first group to complete conversion to the Type 4. Although difficult to
complete, the addition of two RPL-4 plasma torpedoes gave the Type 4 a tremendous advantage at close range.
Three Type 1s were converted the following year to the Type 6. Two RP-5s and an improved long-range
sensor system highlighted the three conversions. The Type 7 saw the installation of the more powerful RP-7.
However, there was insufficient room for the improved sensors.
The M-41 remained in service through the 2330’s, serving admirably against the Klingons and eventually the
Federation. Even after isolating themselves from much of the galactic stage, the M-41 was a common site
along the Triangle border and continued to be part of front line task forces against the Klingons.
The vessel is named after an unpopular small predatory bird found on the dark side of Remus. Although
harmless to Romulans or Remans, the bird is dangerous to small livestock. Because they only hunt on the dark
side of Remus, their black coloring makes them particularly difficult to defend against.
