Dear client,

The Government of Canada recognizes the tremendous social, cultural and economic
benefits that international students bring to Canada and acknowledges that there are
benefits for students who choose to study in Canada beyond earning a degree or diploma.
Unfortunately, the covid pandemic has negatively impacted study permit processing times,
both at IRCC processing centres in Canada as well as at the Canadian High Commission in
New Delhi.

When should students expect a decision on their application?

There have been many service disruptions due to the COVID-19 pandemic so our published
processing times are no longer accurate. IRCC is working hard to return to normal service
delivery standards.

In general, students who submitted a complete application by May 15, 2021 will have
received their decisions but please be patient -- Passport Requests are still in the process of
being sent out. Regular SP applications submitted in June are still being assessed. Both SP
and SDS applications submitted in July and August are still being assessed at processing
centres in Canada. Some applications submitted earlier than May are also still in process
due to missing documentation and additional verification.
At this time, only students destined to an approved DLI will be issued visas. Applications for
students destined to DLI that does not have an approved COVID-19 readiness plan will not
be approved for visas until either the DLI is added to the approved list, or until the travel
restrictions are amended or lifted. Applications will not be refused because the DLI does not
have an approved COVID-19 readiness plan.

We cannot guarantee that students will receive a final decision on their application or be able
to arrive in Canada before the fall 2021 semester begins. Even if final approval has recently
been granted, the steps around submission of passports and visa printing at the Canadian
High Commission take at least 2 weeks. This process cannot be expedited given the high
volumes of passports we are currently receiving each week. Students whose applications
are still in process will not have their visas in hand in time to make travel arrangements
before the start of the fall semester.

Students who do not receive their study permit approval in time or who are not able to arrive
in Canada before the fall semester should contact their designated learning institutions about
possible options for online studies until such a time that the student can travel to Canada for
in-person classes. Continuing to study online up until December 31, 2021 will not affect
eligibility for a post-graduation work permit (PGWP).

In addition to the study permit and visa processing timelines described above, direct flights
from India to Canada remain suspended until September 21st.

Students and all travellers who fly to Canada from India via an indirect route need to obtain a
pre-departure negative COVID-19 molecular test result from the last country through which
they transit before arriving in Canada

We strongly recommend that all travellers check if they are exempt from Canada’s
COVID-related travel restrictions, quarantine requirements, and COVID testing by clicking on

Students should continue to monitor the IRCC website for the latest developments, and
follow the guidance of their school, the province in which it’s located, and local authorities
once they’ve arrived.

Status updates: Please be advised that the Migration Section at the High Commission of
Canada will not be responding to general inquiries or status requests. For the most
up-to-date case status information, please refer to your IRCC secure account.

application, please use the online Webform and ensure to add your application number.
Please ensure you include the email address listed on your MyCIC account or we will not be
able to withdraw your application. Please be advised that fees will not be refunded if
processing has already been initiated.

Applicants should not make travel plans or attempt to travel to Canada until they have
received email confirmation that their new medical has been linked to their client
profile and their visas have been reactivated

If you have completed your biometrics and medicals as required, we understand that
you are anxious to have your application finalized, however please be patient and
routinely check your online account for updates.
Once your application is finalized, IRCC will send correspondence to you through
your IRCC secure account and/or email. Until then, please continue to verify the
status of your application through your IRCC secure account to find out if any
additional information has been requested.

BIOMETRIC

If you have additional questions regarding the VACs and biometric enrolment, please access

Once scanned the linked document will be updated automatically without scanning the QR
code again.

Biometric Instruction Letters (BILs) and/or Passport Request Letters (PPRLs) Expired
BILs/PPRLs, will continue to be accepted until IRCC sends out a second notification to
clients. In the second notification timeframes for compliance will be specified.
