RATIONALE
As mandated by the Constitution that gives priority in the education sector to mainstream the Disaster
Risk Reduction Management in schools, guided by DepEd Order No.55 s. of 2007. Integration of Disaster
Risk Reduction is aimed to increase learners’ awareness and to develop the culture of safety, despite of the
school’s insufficient status to fully materialize and implement the related activities.
A School Disaster Risk Reduction and Management Plan had been formulated patterned after the
Comprehensive School Safety Framework which aims to provide clear and unified focus on the DRR efforts in
order for the school partners to work effectively and to link these efforts to other sectors at the global, national,
municipal and barangay level. Adopted in the DepEd Order No. 37 s. 2015 encloses the Comprehensive
Disaster Risk Reduction and Management (DRRM) to guide DRRM efforts in the school level towards
resilience-building and to ensure that quality education is continuously provided and prioritized even during
disasters and/ or emergencies.
In the first quarter of 2020, the whole world was startled by the threat brought by CoViD-19 and the
increase number of cases in different parts of the country was so alarming. With this, all government agencies
nationwide respond to the Executive Order issued by the President declaring our country under the State of
Public Emergency where suspension of work and also classes in different levels as a precautionary measure
against Corona Virus Disease.
The province of Surigao del Sur reported its first COVID-19 case on the latter part of May and every
month cases were added. As of now Municipality of Tagbina, recorded no positive cases and remained as one
of COVID-FREE Municipalities, but still with the strict compliance of minimum health standards and
observance of the health protocols among its constituents.
This is the School Contingency Plan for COVID-19 and related pandemics which has an aim to
provide timely and well-coordinated response mechanisms relative to its occurrence, thus, protect lives of
learners, school personnel parents, and ensure the continuity of learning amidst disaster.

On the OPENING OF CLASSES for SY. 2020-2021 on October 5, 2020 this Contingency Plan will
be activated and implemented or the necessary actions at all grade levels of the school.

B. Deactivation
This Contingency Plan for Covid-19 will be terminated or removed from its activity based on the
declaration of the Secretary, Region Director, Schools Division and District Supervisors and School Heads
with the recommendation of IATF and other authorized government suspensions. Depending on the nature of
the hazard/event, the CP may be maintained as a “continuing plan” or a plan that can still be utilized for future
use. In case the same hazard will occur.
