C 102 - Biopsychosocial Assessment
At the end of this course, the student will:
1. Gather relevant information from the client in order to obtain current status and
history, using interviewing techniques
2. Gather and evaluate information from sources other than the client, utilizing
client-consented interviews and/or written reports, to validate his/her reports and
provide a more complete history.
3. Observe and document psychological, social, and physiological signs and
symptoms of alcohol and other drug abuse, including nicotine dependence in the
client to make an accurate diagnosis and formulate a treatment plan.
4. Determine the client’s appropriateness and eligibility for admission or referral to a
range of programs by assessing the match between the client’s needs and program
target populations and services.
5. Request from the client appropriately signed releases when soliciting from or
providing information to outside sources to protect client confidentiality.
6. Recognize signs and symptoms that indicate a need to refer the client for
additional professional assessment services when such assessment services are
outside the areas of the counselor’s expertise.
7. Recognize and become familiar with the pharmacology of drugs of abuse.

Approved Providers Standards
for Initial Licensure and Certification as an LCADC or CADC:
As of 7/1/07, the following will be required for any new approval by provider agencies,
and optional for college or university settings in which academic credits are being
granted for alcohol / drug counselor coursework.
1. Minimum class size will be 5 students registered 7 days prior to the class date.
2. Approved Providers are required to complete the Certification Board’s contract.
a. All classes must complete a pre and post test. Approved Providers will be
required to send the Board results of the class (not individual) pass rate for
the pre and the post test for each class. This is intended to be a method to
measure Instructor effectiveness, not a grading system for students.
b. Sign in/out sheets with exact time that students were in class.
c. Approved Providers must also send in a summary of the rating scale that
students fill out at the conclusion of each class. These are not to be
handled by the Instructors.
3. The Approved Provider Agency must submit the following documents to the
Certification Board for every initial certification class:

Instructor Requirements:

by the Committee. (NOTE: As of June 8, 2007, the LCADC requirement has been waived,
until July 1, 2008)

2) Must complete a Board approved “trainers” domain course for each of the domains
the instructor is seeking approval. These trainings will be offered twice per year,
according to demand.
3) Must review the learning objectives for the specific course at the beginning of each
class.
4) Must submit for approval:
a) A detailed evidence based PowerPoint for each course every three years
b) A pre and post test, references and reading list must be included.
c) All coursework must contain all of the Board mandated “standardized content”
plus additional material the trainer may want to add.
Standardized coursework refers to pre-approved coursework from the
Certification Board’s Primary Training Manual. The Board reserves the right to
change “approved manuals” from time to time.
5) Instructors will only be approved to teach within no more than of two different
domains (54 hours each) during any two year period therefore, no instructor is
allowed to teach all 270 hours to one class. (NOTE: As of June 8, 2007, a maximum of 2
domains has been waived, to a maximum of 3, until July 1, 2008) The Board does not
endorse a generalist approach to initial licensure or certification coursework and will
adopt a policy more in line with university standards. Instructors will be approved in
no more than two Domains and will be expected to stay current with research in their
domain(s) of expertise.)
6) Treatment approaches should be supported by research presented in peer reviewed
journals and published reference textbooks in the topic area
7) i.e. APA peer reviewed research journals
8) Instructors should refrain from making statements are directly contradicted by
research.
a) Theoretical rationale: presentations should be fair and balanced, free of instructor
bias.
b) All generally accepted models should be included in your presentation.
c) Supported by research presented in peer reviewed journals or published reference
textbooks in the topic area, e.g., APA peer reviewed research journals or
government agency guidelines (e.g., CSAT TIPS) or treatment guidelines
published by major professional organizations
d) Instructors should make statements that are supported by research. If an instructor
is providing his/her opinion, this should be acknowledged. Any statement that it
directly contradicted by research should not be made.
e) Presentations should be fair and balanced, free of instructor bias.
Option A – for agencies that teach all 54 hours of a domain in a singular format.
Option B – for those Approved Providers who wish to continue teaching course by
course.

Option C – For matriculated credit in an approved college or university. The credit will
only become active when the degree is completed.
Renewal Requirements
1. As per the Alcohol and Drug Committee of the State Board of Marriage and Family
Counselors Statutes and Regulations 13:34C-5.4: “Course or program presentations:
One and one-half contact hours of continuing education for each hour of a new course
or program, up to a maximum of nine continuing education contact hours. These
presentations shall not include lectures to clients or family members. These
presentations may include professional training professional training, training for
initial certification or licensure, continuing education for other professionals about
substance abuse and addictions.” (Refer to p.74 “Continuing education contact hour
calculation” of the State’s regulation manual for further details)
Distance Learning Approval will recognize the hours awarded by other national
organizations, subject to Board approval. If no former acceptable approval, credit will
be awarded on a one-hour per 10 pages of coursework, subject to Board approval.
2. Instructors may obtain 3 credit hours for every hour of coursework they prepare, once
per Recertification period, one per lifetime per course. This means for any
Recertification period, only 18 hours may be obtained in this manner, but it does not
include the standardized training.

• If you are submitting the $150 yearly fee, each course may be taught only one time within the calendar
year. Additional fees must be submitted each time that a course is taught.
• If submitting the $1,500 yearly fee, each course may be taught as many times as desired within the
calendar year.
• Under either contract, all pre-approved courses for Recertification credit are included. However, under
the $150 contract, courses for recertification credit being held more than once must be paid for each
time the course is held ($75 up to 6 hours, and thereafter, $75 per 6 hour block. Recertification courses
do not have to be in 6-hour blocks).
• Courses for initial certification will have a three-year "shelf life" for that individual instructor and

taught.
• Please note that educational providers must submit either yearly or "per use" fee's for course approval.
Agreement between Educational Provider and the APCB, Inc.:
• All classes will be alcohol and/or drug specific and relate to the coursework under the five domains of
alcohol and drug counseling.
• The learning objectives listed under each course will be covered in the course
• Courses will be a minimum of 6 hour blocks of time: “Block will mean up to a one week period” (i.e.,
2 hours per day over 3 days, etc.) No credit is given for lunch or breaks.
• Courses will start and end on time
• Courses will not be advertised to the public until approval and a Board issued approval number are
given to the approved Educational Provider
• Notification will be given to the Board each time a “pre-approved” course is presented, and will be
given a unique approval number.
• The approved Educational Provider will keep on file, for a period of 5 years: the attendance roster; the
evaluation tool used for the course; course outline; the instructor's resume and pre & post tests.
• Courses must be received 30 days prior to going to print.
• A certificate or letter with an approval number must be given to students verifying their attendance at
the course. The Student's name must be written or printed on the certificate by the instructor
prior to distribution. Distribution of "blank" certificates will be considered a violation of this
contract and will result in it's termination. This verification, which must be signed by the
instructor, educational provider, or supervisor, will be submitted with the certification application for
approval by the APCB, Inc.
• Course applications are to be submitted by the Educational Provider, not the individual instructors.
• Sign in sheets are to be sent to the Certification Board office after each class.
Monitoring
It is hereby understood that the Addiction Professionals Certification Board, Inc. may, at their
discretion, monitor the actual administration of the attached program to ascertain adherence to
the approved program as submitted. Failure to maintain the program as approved may result in
the withdrawal of approval.
Evaluations and Attendance Lists
The Provider is required to maintain the records of evaluations and attendance lists for a period
of five years. During that period, it is understood that the APCB, Inc. has the right to request
that information pertaining to these evaluations and attendance lists.

read the Certification Board’s new standards that will be in effect 7/1/07 and agree
to abide by them”.
As of 7/1/07, the following will be required for any new approval by provider agencies,
and optional for college or university settings in which academic credits are being
granted for alcohol / drug counselor coursework.
1. Minimum class size will be 5 students registered 7 days prior to the class date.
2. Approved Providers are required to complete the Certification Board’s contract.
a. All classes must complete a pre and post test. Approved Providers will be
required to send the Board results of the class (not individual) pass rate for
the pre and the post test for each class. This is intended to be a method to
measure Instructor effectiveness, not a grading system for students.
b. Sign in/out sheets with exact time that students were in class.
c. Approved Providers must also send in a summary of the rating scale that
students fill out at the conclusion of each class. These are not to be
handled by the Instructors.
3. The Approved Provider Agency must submit the following documents to the
Certification Board for every initial certification class:

Instructor Requirements:
Initial LCADC/CADC Training
1) Must have LCADC at Masters (or Doctorate) level to teach, OR be deemed an expert
by the Committee. (NOTE: As of June 8, 2007, the LCADC requirement has been waived,
until July 1, 2008)
a) “Expert” is defined as:
i) A Doctorate degree from an American Council on Education approved
program in psychology, counseling, education or social work that includes
training in the domain area.
OR
ii) Author of peer reviewed journal article or a published referenced textbook in
topic area.
OR
iii) A “ nationally” recognized expert as determined by the education committee.
OR
iv) The course content fills a clear need that would be otherwise unmet, and, in
the opinion of the committee, the expertise of the instructor clearly qualifies
her/him as an expert in the domain
2) Must complete a Board approved “trainers” domain course for each of the domains
the instructor is seeking approval. These trainings will be offered twice per year,
according to demand.
3) Must review the learning objectives for the specific course at the beginning of each
class.

4) Must submit for approval:
a) A detailed evidence based PowerPoint for each course every three years
b) A pre and post test, references and reading list must be included.
c) All coursework must contain all of the Board mandated “standardized content”
plus additional material the trainer may want to add.
Standardized coursework refers to pre-approved coursework from the
Certification Board’s Primary Training Manual. The Board reserves the right to
change “approved manuals” from time to time.
5) Instructors will only be approved to teach within no more than of two different
domains (54 hours each) during any two year period therefore, no instructor is
allowed to teach all 270 hours to one class. (NOTE: As of June 8, 2007, the maximum of 2
domains has been waived, to a maximum of 3, until July 1, 2008) The Board does not endorse
a generalist approach to initial licensure or certification coursework and will adopt a
policy more in line with university standards. Instructors will be approved in no more
than two Domains and will be expected to stay current with research in their
domain(s) of expertise.) This option goes into effect 7/1/06.
6) Treatment approaches should be supported by research presented in peer reviewed
journals and published reference textbooks in the topic area
a) i.e. APA peer reviewed research journals
7) Instructors should refrain from making statements are directly contradicted by
research.
a) Theoretical rationale: presentations should be fair and balanced, free of
instructor bias.
b) All generally accepted models should be included in your presentation.
c) Supported by research presented in peer reviewed journals or published
reference textbooks in the topic area, e.g., APA peer reviewed research
journals or government agency guidelines (e.g., CSAT TIPS) or treatment
guidelines published by major professional organizations
8) Instructors should make statements that are supported by research. If an instructor is
providing his/her opinion, this should be acknowledged. Any statement that it directly
contradicted by research should not be made.
9) Presentations should be fair and balanced, free of instructor bias.
