    Guidelines on Public Participation under the Philippine
    Environmental Impact Statement (EIS) System
    Date issued: May 2, 2017
    Effectivity/Transitory: 15 days after publication (Pub. Date: June 6, 2017)

    Section 1. Basic Policy and Principles


    1. Public Participation should be initiated early and sustained at the
    various stages of the EIA Process;

    2. Public Participation should be well-planned and should involve the


    stakeholders in the assessment, management and monitoring of
    environmental impacts;

    3. Timely public disclosure of all necessary relevant information


    especially to the stakeholders who shall be made to understand and
    appreciate the specific purpose and context of their participation for
    each stage of the process.

    Issued document by EMB after positive review of
    an ECC application certifying that:

     based on the representation


    of the proponent;
     the proposed project/undertaking has
    complied with all the requirements
    of the EIS System; and
     has committed to implement its approved
    EMP to address
    the environmental impacts
