My reaction to the issues and concerns of his Administrator/School Head is that


for it to be resolved they need to talk and then reconcile for example about teaching load.
He needs to caught the attention of the school head through formal talk and then explain
his side that he wants equal number of teaching load for all the teaching personnel. With
regards to Gulayan sa Paaralan in which he is assigned to him but not part of his
coordinatorship. As a male teacher I can see that the task is appropriate for him as he can
manage and contribute to the development of their Gulayan sa Paaralan Project. Being a
male teacher he can easily make plots and build fences. With regards to the issue about
announcing the evaluation of the students to a particular teacher to the faculty members, I
think it is not proper because those data is confidential and should be between the teacher
concern and the school alone. According to the Code of Ethics for Teachers any teacher
should not divulge any information that will humiliate or destroy the integrity of this co
teachers. The next issue is about assigning of School head task to the teacher, I think the
school head should only ask help or data but not give the task to the teacher. Gossiping of
a certain teacher when not around is the next issue and I think it is taboo not just because
we are professional but its not ethical to talk about him just because he is un able to
defend himself. The last issue he raised was about the unexplained usage of MOOE of his
school. My reaction is that the School Maintenance and Other Operating Expenses or
School MOOE shall be used according to the SOB, SIP, and AIP of a certain school, now
if the MOOE is use for other expenses aside from the approved SOB SIP and AIP there is
a problem with the usage of fund and the school head shall be subjected to penalty
pursuant to DepEd Order No. 49 s. 2006 otherwise known as the Revised Rules and
Procedure of the Department of Education in Administrative Cases. What he needs to do
is to ask the School Head where the budget is being used.
My reaction to the first issue is that as a Supervisor you need to act accordingly,
professionally and follow the proper guidelines and procedure; and should not influence
in any form the applicant or the committee responsible for the ranking of the teacher
applicants. It will serve as a bad example and a leeway for others that it is ok to cheat
because if he/she did it then I can do it as well. The second issue he raised was about the
broken promise of the supervisor. Well my take on that is that in an institution like
DepEd where all of us are professional and guided by our DepEd Vision Mission and
Core Values we need to fulfill our promise because it’s part of our Oath to do so. Broken
promises will lead to animosity and uncertainty towards the credibility of the supervisor.
The last issue is about the selling of perfumes at a very high price. Depending on the
person who is selling the perfume in this case the District Supervisor we are obliged to
buy to show some courtesy and gratitude to him/her for visiting us. It is related to
hospitality in its cliché form.

the principal’s office to do reports.

My reaction to the first issue about the MOOE discrepancy is that there should be
transparency, accountability, and proper usage of funds because it is for the maintance
and other operating expenses of the school. The second issue is about the the untoward
incidents happening in the classroom everytime the teachers were called to do the reports.
My reaction is that every report is designated to certain coordinators and not the whole
teaching force to do so. This way we can prevent accidents beacause we are with our
pupils.
WIFI bill was the last issue and its about the teacher reaching the data limit for the said
device. I think its normal to reach the data limit because of the nature of the teacher being
the LIS Coordinator and ICT Coordinator which needs internet connection to accomplish
certain reports.

My reaction to the first issue about the perfue sold at a very high price by the
supervisor is that he/she should be fair with the teachers and sell the perfume at a
reasonable price. Criticizing the loan of the teachers is the second issue about the
supervisor. My reaction is that he/she should not criticize the teacher but help by giving
advise to those teachers who are currently in debt financially. The last issue about
noticing the brand of clothes of the teacher. Well for me it is ok to notice what brand the
teacher is wearing. I don’t see any problem with that

My reaction to the first issue about the additional load without pay, is that the
administrator should be fair and reasonable to the teacher and should give additional pay
which is due for her. The next issue is about the unexplained contribution of the students,
my take on this is that the administrator should explain the objective and purpose of those
contributions. This should be agreed upon by the administrator teachers and students. If
dialogue is needed the do so. The last issue is about the passing of student who are not
qualified. My reaction on this is that every student has their own skill and intelligences.
We see students of today as holistic individual with multiple intelligences. So we should
not rely on paper assessment alone as the sole indicator for passing the students. We
should focus on the performance and participation of the students.

My reaction to the first issue about the teaching load which is not her
specialization is that teacher should be flexible in terms of teaching. It is a passion that
we need to nurture as a teacher. Overloading is now a part of the new department press
release of the Secretary of Eduaction to compensate the overload time rendered by
teachers. With regards to the delayed salary it is imperative for the administrator to give
due salary for the employee. In the overloading teaching loads the teacher can request for
an overtime pay which are intended for the extra hours that she renders which are
supported by the Labor Code. The delay in salary is it is not right to happen according to
the labor code. The salary can be advanced but will not be delayed. I did not experience
this kind of problem for I am in the government service and the salary is always up to
date. In the last case she presented, the institution has the right to refuse to give a
certificate of employment against them for the bridge of contract. For a contract is a
contract and you must follow it because you and the employer agreed to that contract
before the employment.

My reaction to those issues is that we need to be righteous because we are


public servant and we need to act accordingly to the code of ethics for teachers. Being a
teacher is the noblest profession. Involving yourselves in immoral acts can be a ground
for disciplinary action based on Chapter 7 Section 46 b of the Administrative Code on the
Civil Service Commission. According to the preamble of the code of ethics for
professional teachers “Teachers are duly licensed professionals who possess dignity and
reputation with high moral values as well a technical and professional competence. In the
practice of the noble profession, they strictly adhere to, observe and practice this set of
ethical and moral principles, standards and values. If you are a teacher you have to watch
your actions inside or outside the school premises. Students admired, idolized, and
adored teachers so that we have to be a good teacher.

Every one or every member of the institution is given an opportunity to


attend trainings and seminars as mandated by the Code of Conduct for Teachers Article 4
Section 2. In my ten years of teaching, I attended some seminars also but it’s not enough.
As a teacher, you have to attend trainings and seminars for us to be more trained and
skilled, for us to be more efficient and effective facilitator of learning and to be more
innovative.

On the negative side of the school head I can say that, “To be a good leader, you
must also be a good follower.” But in spite of the bad example of the principal other
teachers should not follow the bad examples by the leader. It makes me sad as a tax payer
that the teachers of their school and their principal are falsifying their time card. The
Civil Service issues Memorandum Circular No 5 s 1997 on its policy on attendance and
punctuality. All violators of the memorandum has a corresponding disciplinary action or
can lead to dismissal of the violators.

It is a good thing that the administrator and the teacher has a good working
relationship. It is a wish of every teacher that they have a harmonious relationship with
their administrator. It makes the work lighter and burden free thus promoting a good
learning environment for the learner. I hope that every teacher will have the same
harmonious relationship with their superior.

 She shared a lot of experiences in her 2 years at DWCC, but what focused my
attention is about the facility. According to her, her administrator transferred her
and her student in an old room with little space that are not spacious enough for
her SPED class.

I feel pity for her students and I salute Ms. Ilagan for her love and
dedication to teach those mentally challenge children. Handling normal students is very
hard to do these days, how much more those mentally challenge students. But despite
those hardships, she only receives small amount of salary. And because of her passion on
what she is doing, she is not up to the salary. I hope that the administration will give
special attention to these matter. For the number 1 goal of education is to teach the
student and profit is only a second priority. It is difficult to handle mentally challenge
student. The administrator must give their full support and attention to them.

 He is now 23 years in service. Even the salary is not that good compare to public
school he chooses to stay because for him, there’s always a choice and he chooses
to stay. But, in every good story there’s always bad. He said that problems are
inevitable. He also encountered problems with his principal. Their principal has
an attitude problem, very defensive; don’t want to admit a mistake and poor in
decision making.

I believe that as a principal you have to be good in decision making because the
whole school depends on you. As a principal you have to be good, but you must admit if
you commit mistakes. For everyone can commit mistakes and we must be courageous
enough to admit it.

 She shared that she never encountered any problem with her past administrator.
The only negative thing that she encounters is that the superintendent of private
school didn’t permit them to attend camp for they are the only one who attend the
camp.

It is better that teacher and the administrator has a good relationship. It


will help to have a good learning environment for the learners. It will also help the
teacher to work without worry and therefore increasing his proficiency towards work. All
the teachers and administrators in all public and private schools must have the same
relationship with the presenter so that we can improved the quality of education in the
Philippines.

 the problem is that he is giving a memo even in small matters. But if the one that
commits mistake is a close friend he is not giving a memo.

It is natural for an administrator to give a memo on a teacher most especially if


the teacher commits mistake to remind him about his mistakes. But sometimes the
administrator must give consideration to his teachers. For this can degrade their morale in
teaching. Too much memo is not also good and didn’t promote healthy relationship
between teachers and administrators. Being a school head, you must be fair and treat your
teachers equally. The administrator must not give special treatment to friends and
acquaintance. If the school head give memos to a certain teacher he must also give memo
to his friends/acquaintance to promote fairness and equality among employees.

 She shared that their town mayor stressed that the newly appointed teachers in
their locality is because of his influence.

The Code of Ethics for Professional Teachers Article VII Section 5 states that
school authorities concerned shall ensure that public school teachers are employed in
accordance with pertinent civil service rules. This only means that the teacher is not hired
because of the influenced of any politicians but because of his credentials based on the
admission requirement of the state. In accordance to Administrative Code of 1987 any
individual who wishes to enter government service must follow the procedure of
recruitment of the agency he wishes to apply for. The applicants will be evaluated based
on his qualifications not by his influence. It is very degrading for a teacher that the town
mayor will announce to their constituents that the teacher is hired because of his
influence. I hope that this case must be given enough attention by the higher authority.
The school although they want to maintain harmonious relationship with politicians must
not agreed to be used as a political tool of a certain politicians.

It is inappropriate for the school head to scold their teachers most specially in
front of the learners. It decreases the teacher’s morale and trust of the learners to their
teachers. The Code of Ethics for Professional Teachers Article XI Section 3, A Teacher
shall maintain at all times a dignified personality which could serve as a model worthy of
emulation by learners, peers and all others. How can a teacher maintain a dignified
personality if his administrators always scold their teachers? We are all professional in
the field and the school head must also respect their teachers. In regards with scolding the
child and saying inappropriate words to them, the Department of Education released an
order in regards with child protection policy and promoting positive discipline in school.
The school head must be aware of such policies of the department in regards with
disciplining the learner. Aside of having a punishment, it is inappropriate for a school
head to degrade the morale of teachers and their learners. The Department of Education
as well as the other government agencies has a policy on transparency. There must be a
transparency in all school’s transaction for it might lead to corruption of the school head.

irresponsible.

The school head must also be responsible. For it is an obligation of the leader to
be responsible to all the programs/activities and decision making of the school. It is not
possible to accomplish anything if the leader is not responsible enough to do his job. It is
much better to resign from your post if you will not assume the responsibility of being a
leader of the school. Article VII Section 2 of The Code of ethics for Professional
Teachers states that all school officials shall at all times show professional courtesy,
helpfulness and sympathy towards teachers and other personnel. It means that to be an
effective leader you should be considerate to your subordinates. How can the
administrator gain the trust of his teachers if he doesn’t want to give consideration to his
teachers? The flow of school activities will be hard if this will be the situation of the
school. The administration must reach out to his teachers for the betterment of the whole
school and the learners.

As a teacher I felt bad that the school head always shouts and scold all the people
in school. As a school head you must set a good example to the teachers, learners, and the
community. Saying inappropriate words lowers the standards of being a leader. It also
degrades the morale of the teachers and students of the school. The school head must also
knowledgeable enough to make a DLL. How can you check the DLL of your teachers if
you can’t make a DLL? It is the responsibility to dealt with this matter. How can you
expect respect if you can’t give one? Falsifying receipt is also not a good example. It
leads to corruption in the government. This practice of the school head is not a good
example to others and must be change at an instant. There is a saying that honesty is the
best policy. We must be honest at all times for the integrity of the department depends on
the performance of the leaders.

All I can say is that if the teachers of the school had enough evidence on the
different negative activities of their school head they can file a written complaint to the
schools division superintendent on this matter. But if they don’t have enough proof they
may start to gather evidences regarding this matter. For all this activity might be a
grounds for the dismissal of their school head in accordance to the civil service code.

I felt relieve that in spite of several cases presented by the different presenter there
are still school heads and supervisors that perform their job well and has a heart to
education. This must serve as an inspiration for teacher’s aspirant to be a principal or
supervisor that we must do anything within our power on not to abuse the position
entrusted to us by the department. Good relationship between school leaders and the
teachers will also lead to good relationship between the teachers and the learners.

The school head and the teachers of the school must have a good communication.
Lack of communication is not healthy in an organization. It can leads to
misunderstanding and they will not be able to accomplished the assigned task due to lack
of communication. It must be given an immediate attention by the school head for the
proper flow of activities of the school. In regards to inappropriate division of labor in
which someone conducted the activity/project and other employee receives a recognition
or certificate is inappropriate act. The code of Conduct for Professional Teachers Article
VII Section 3 states that the school heads should recognized and give recognition to the
teacher who accomplish meritorious performance and not the one that didn’t do anything.

In regards with the problem with the supervisors Code of Ethics for Professional
Teachers-Article IV-The Teacher and the Profession states that; “the teacher must live up
to the nobility and integrity of the teaching profession.” As a teacher we have to be
professional at all times and anywhere. We have to follow the code of ethics for us to be
a good example to others. The supervisor must keep his feelings for himself for it is not a
good example for the learners. I felt relieve that in spite of several cases presented by the
different presenter there are still school heads and supervisors that perform their job well
and has a heart to education. This must serve as an inspiration for teacher’s aspirant to be
