1.      Enumerate and describe the characteristics of 10 Star Pharmacist (20 points)

a) Pharmaceutical Care Provider - it is a must for a pharmacist to provide caring services of highest
quality whether in terms of clinical, analytical, technological or regulatory. A pharmacist must be
comfortable in interacting with every individual and populations. It is also a must to view their
practice as integrated and continuous with the ones within the health care system and health
professionals.
b) Decision Make r- this should be in the foundation of a pharmacist in his/ her work to revolve
around accurate decisions made and taken regarding appropriate, efficacious and cost-effective
use of resources such as personnel, medicines, chemicals, equipment, procedures and practices.
A pharmacist must also possess the ability to evaluate, synthesize and decide upon the most
appropriate course of action in achieving these goals.
c) Communicator -it is a pharmacist role to provide link between the physician, patient and other
health care professionals. S/he must also be knowledgeable and confident in terms of
interacting with the health care professionals and to the other people. Being a good
communicator can help him/ her to provide a better pharmaceutical care to the patients and the
other people in a community.
d) Leader - a pharmacist may also play a leadership role in the overall welfare of the community to
make decisions, communicate and manage a situation effectively when other health care
providers are in short-supply. A leader, who possesses a clear vision, is courageous, has
integrity, honesty, clear focus and can help people achieve their goals.
e) Manager - it is a must for a pharmacist to effectively manage resources that includes man
power, physical and financial resources aside from giving pharmaceutical care or services. Also,
s/he must be comfortable being managed by others whether an employer or the manager of
health care team. S/he may be able to develop and maintain department policies, goals,
objectives and safety to be an effective manager.
f) Life- long learner -for a pharmacist to be updated to the current trends related to medicine s/he
must attend a pharmacy school and be supported throughout the pharmacist career to be
adequate to other concepts, principles and commitment in pharmacy. A pharmacist should also
learn to how to learn to be able to provide more knowledge and a better care and services to
the people.
g) Teacher - a pharmacist has a responsibility to give assistance in educating and training the future
generations of pharmacists. Participating for a pharmacist to be a teacher doesn’t only mean
providing knowledge to others as this could also be an opportunity for her/ him to gain more
knowledge and to improve the existing skill or current ability.
h) Researcher - a pharmacist doesn’t only sells drugs, s/he must also be able to use evidence base
pharmacy practice, scientific and health system effectively in order provide advices to the
rational use of medicines in the health care team and patients. Being a researcher for a
pharmacist can help him/ her to increase the accessibility of unbiased health and medicines –
related information to the patients, consumers and other health care professionals.
i) Entrepreneur - An entrepreneur is a person who develops a new venture, bears most of the risks
and earns most of the benefits. The businessman is usually seen as an innovator, a source of
innovative innovations, products, services, and business /or processes. The Pharmapreneur
must possess and apply sufficient knowledge of pharmaceutical sciences to pharmacist-directed
patient care and solve challenges and continue to learn as healthcare laws and policy changes to
enhance patient care by developing new paradigms for managing results to innovate innovative
pharmaceutical business solutions that improve customer experience and strengthen the
business of community pharmacy.
j) Agent of Positive Change – a pharmacist must be the one who leads in creating changes in
pharmacy practice to better improve the patient care, pharmacy services and inter –professional
collaboration s/he provides.

2.      Give the Competency standards for the following  practice: (10 points)

A.      Academic Pharmacy

1) Prepares students to become professional pharmacists through effective teaching.


2) Contributes to existing body of knowledge through conduct of scientific research.
3) Shares technical expertise to the members of the community.
4) Enriches teaching with additional training and practice experience
4.1) Seeks formal learning opportunities to improve knowledge and professional skills.
4.2) Maintains up – to –date understanding of practice issues and developments.

B.      Regulatory Pharmacy

1) Represents the organization to regulatory authorities.


2) Coordinates pertinent regulatory – related marketing activities of the organization.
3) Participates in the development of regulatory guidelines.
4) Ensures quality regulatory documentation.
5) Ensures compliance to health vigilance requirements.
5.1) Contributes to the development of a health vigilance system within the organization.
5.2) Participates in post – marketing surveillance (PMS).
5.3) Participates in organization or regulatory authority – initiated product recalls.

C.      Manufacturing Pharmacy

1) Participates in quality management system.


2) Contributes in product life cycle management.
3) Maintains adequate premises and equipment.
4) Participates in health vigilance programs.

D.      Community, Hospital and Institutional Pharmacy


1) Provides quality medicines and other health products appropriate to the needs of the client/
patients.
2) Compounds products in a manner that ensures product quality, safety and efficacy.
3) Counsels client /patient on the safe and judicious use of medicines and other health products.
4) Engages actively in client/ patient safety and health promotion activities.
4.1) Ensures continuity of care and safety of clients /patients
4.2) Contributes in the management of the client’s /patient’s disease sates
4.3) Engages in health promotion, education and disease prevention activities
5) Ensures business sustainability through efficient processes and systems.

E.      Public Health Pharmacy

1) Identifies appropriately the health and pharmaceutical needs of the population as well as the
appropriate interventions to address them.
2) Support activities aimed at protecting and improving the health and well – being of the
population.
3) Participates in policy and strategy development and implementation.
4) Contributes to the evidence base on how medicines – related interventions, programs and
policies improve and protect the health of the population through academic and / or pharmacy
practice research.
5) Ensures clinical governance and continuous quality improvement in service design and delivery.
5.1) Maintains an effective and efficient quality assurance system in conjunction with
stakeholders involved.
