1. Introduction

A. Pre-Work Activities.
 Introductions must be made to site management and method of statement completed and signed.
 Discussion with Technicians in presence of Safety Representative about the Erection Process.
 Establish an exclusion zone around the perimeter of the operation and cordon off the working area of
all non-essential
 Note: (1) all lift’s must only be carried out inside the exclusion zone.
 Note: (2) Ensure a double land yard is used at all times when clipping on and off.
 Note: (3) Avoid climbing on jib & mast sections, when using ladders ensure your work mate foots it
securely at the bottom.
 Note: (4) All communication from ground crew to cover head crew must be via crane radios.
 Note: (5) Only the supervisor must operate the hydraulic pump.
 Note: (6) 4 no wire ropes with appropriate diameters must be used together for lifting the climbing.

B. Personnel Protective Equipment


 Full body harness.

 High visibility vest.
 Gloves Overalls.
 Light eye protection.

C. Weather Forecast.
 A 3-day forecast will be obtained, if high winds are forecast then Site/O.E.D reserve the option to
postpone the operation. As Erection is not Allowed at Wind speed 45 Km/h.

G. Health & Medical Fitness


 Any personnel involved in tower crane erection, increase/decrease of height, dismantling or
operation
shall adhere to below health and physical requirements:

 Be over 18 years of age


 A minimum of 5 years’ experience
 Be physically and medically fit with regard to eyesight, hearing and reflexes.
 Personnel suffering from an on-going heart condition or who have suffered a heart attack
must not undergo tower crane related works.
 Personnel must not have any physical, mental or organic defect of such nature as to affect
their ability to work on the tower crane.
 Personnel must not have suffered a loss of a foot, a leg, a hand or an arm.
 Personnel must not have an impairment of the use of a foot, a leg, a hand, fingers, or an arm,
and any other bodily physical defect or limitation, which is likely to interfere with their ability
to safely work in tower crane related activities.
 It is mandatory personnel shall not use a prescribed or over the counter substances, which
would impair the ability to work on or operate the tower, crane safely. This includes illegal
drugs, controlled substances, look alike drugs, designer drugs or any other substance, which
may have an effect on the human body of being a narcotic, depressant, stimulate or
hallucinogen.
 It is a prerequisite for workers to be medically and psychologically fit to work safely in a fall risk position
or such similar environment, and as proof thereof, those workers shall be in possession of a medical
certificate of fitness.

a) Where applicable, medical certificates shall indicate any restrictions and/or cautions with
respect to a person’s ability to work at heights. This may be in the form of a recommendation or an
absolute prohibition.
b) Subject to the medical certificate, the supervisor’s on-the-job assessment, and the working at
heights risk assessment, workers may be prohibited from working at heights on the following grounds:

• Underlying medical and psychological conditions (for example, vertigo, epilepsy, partial physical
disability, etc.)
• Medication (acute and/or chronic)
 Uncontrollable chronic medical conditions (for example, diabetes, hypertension, etc.)
• Temporary emotional distress
• Any psychiatric and cognitive impairment
 Any disorder that has a bearing on safety of self and others.

 Based on OSHAD among other reputable HSE establishments, height personnel with the following
medical conditions may not be allowed to work at height:
 Persons who suffer from vertigo or who are afraid of heights
 Persons who are not physically fit enough to undertake climbing activities
 Persons who suffer from dizziness
 Persons who have a physical shape or weight which may affect the safe operation of working
at height equipment.
 Persons who have impaired limb function
 Persons with alcohol or drug dependence
 Persons with high blood pressure
 Persons with disease and chest pain
 Persons with respiratory disease
 Persons with diabetes
 Persons with epilepsy
 Persons with psychiatric illness/ undergoing counseling.

H. Competencies
  All tower crane erectors must have tower crane erector specific certificates.
 All tower crane erection supervisors must have a supervisor certificate specific to tower crane
erection.
 Lifting supervisors and Appointed Persons must have certificates for their respective roles.
 All users of height safety equipment for working at height shall be trained, assessed, and declared
competent for the specific height safety equipment and associated structures.
 The employer, taking into account factors such as period of inactivity and changing circumstances
as determined by risk assessments and job observations, shall determine the need for refresher
training.
2. APPENDIX A – Sequence of Work

2.1 Climbing down Using Telescoping Cage

Check crane counter jib is over the hydraulic cylinder, the jib is in line with the mast,
1 and the hook is at cab height. Crane should be in balance. If not trolleying in and out will
fine tune.
2 Lock off control to prevent slew, and hoist operations.
3 Check wind speed – must be less than 25 Km/h.

By use of the crane hoist up a mast section on short chains, hoist hook blocks up to cab

level and position trolley at 22m radius.

5 Double check lifting frame bolts and lugs are set correctly and remove slew ring ladder.

6 Supervisor to use hydraulic controls on Power pack to jack tower head

7 Check rollers and guides for fit/clearance and ease of use especially at mast joints

Check balance by watching rollers and adjust if necessary


Proceed to jack the crane top until the service platform is above mast, pull in the service

trolley and mast section into the C. frame and lower the section down onto the mast,
install full shafts and pins

Pull the service trolley out onto the service platform. lower the top of the crane onto
9 the mast and install the 4 shafts, place the 2nd balancing section on to the service tray,
and lift into position a 3rd section to balance, and move to correct position 22m radius

Supervisor to check rollers, balance, and begin to climb down.


10 Repeat the procedure for the second section and subsequent sections until the required
sections are dismantled.

11 Ensure that all shafts and pins are in the correct place .

12 Re-energize crane controls into working mode. Reinstall limits and ladders

13 Re-test the Crane .

Balance weight and radius


Balance Weight = 1T @ 26.3m or zero load at 46m
Balance to be set by supervisor trolleying in or out to achieve equilibrium, the exact
radius will depend on the hoist rope capacity stored on the hoist drum
