Caption of the Topic: “The WHO Framework Convention on Tobacco Control”- a correct
bold step towards tobacco control
Prefatory:
The WHO Framework Convention on Tobacco Control (WHO FCTC) is the first treaty negotiated
under the auspices of the World Health Organization. The WHO FCTC is an evidence-based treaty that
reaffirms the right of all people to the highest standard of health. The WHO FCTC represents a paradigm
shift in developing a regulatory strategy to address addictive substances; in contrast to previous drug
control treaties, the WHO FCTC asserts the importance of demand reduction strategies as well as supply
issues.
Tobacco Facts:
Hair Loss, Chronic Obstructive Pulmonary Disease (COPD), Cataract, Wrinkling. Hearing Loss,
Emphysema (an abnormal swelling and rupturing of lung’s air sack), and Skin Cancer etc.

To take the first step, I find it nostalgic illustrating the crisis sketching a substantial reflection where the
reader of this article would discover himself/herself plotting a few years stepped behind. This is not very
past when our youth was pride, our gratification. But now we can hardly cover this fact due to the
unbound promotion and proliferative reach of tobacco to the young. It was predicted that if the pattern
seen nowadays continued, a lifetime of tobacco use would result in the deaths of 250 million children
and young people alive today.
This month marks the fifth anniversary of the entry into force of the World Health Organization
Framework Convention on Tobacco Control (WHO FCTC). This Convention is unique for two reasons: it
is the first international treaty negotiated under WHO’s umbrella and with 168 Parties (countries that
are either Member States of WHO or the United Nations as well as regional economic integration
organizations), it has become one of the most widely and rapidly ratified treaties in the history of the
United Nations.
Every Year, World Health Organization celebrates World No Tobacco Day on 31 May to draw global
attention to the devastating health effect of tobacco use and the importance of the tobacco control
program focusing on an important aspect of the program. This year WHO has selected "The WHO
Framework Convention on Tobacco Control" as the theme of the Day.
Implementation Challenge:
Action is therefore needed to assist developing country Parties and Parties with economies in transition
in the implementation of effective tobacco-control measures at country level, as required by the WHO
FCTC.
168 States signed the WHO FCTC during a period expressing their willingness to become a Party to the
Convention (Bangladesh-16 June 2003).
As a final point, again I am individually supportive to WHO FCTC for its judicial approaches towards
tobacco control which has already been undertaken.
