BASKETBALL RULES

The main objective of this division is to continue to build on the
fundamentals of the previous divisions. The rules will change to allow for
more open play on the court. Our goal is still to stress the basic
fundamentals of basketball.
It is important to stress the learning and skill improvement aspects of this
division. Teams in this division will be chosen by a rating system. Teams will
consist of players selected by coaches through a draft. NO TRADES WILL
BE ALLOWED! Assistant coaches will be exempt from above ONLY if
ratings are consistent with a well-balanced team. All players registering late
will be rated and placed on a team so long as team balance can be
maintained.
Referees will be assigned and they will be encouraged to call all appropriate
fouls. League standings will be kept and there will be playoffs in this
division. A regular size basketball will be used at all times. Trophies will be
given to ALL players.
Preliminary
1. HOME TEAM - The home team will be the first team indicated on the
game schedule. Example: 21 vs. 22 - Team 21 is the home team and
team 22 is the away team.
HOME TEAM: Keeps the official book
AWAY TEAM: Keeps the official clock unless the referee does so.
2. TIME CLOCK - Clock will stop on all whistles. Stoppages will include foul
shots, time outs and out of bounds. Clock starts when the ball touches an
inbounds player.
3. GAME TIME - Four 7 minute quarters. Two minute break after the first
and third quarters. Five minute break at halftime.
4. TIME OUT - Each team will be allowed four time outs per game. Time
can be called by a player whose team has possession or by either team
on a dead ball. Time outs can be used at anytime and are not restricted to
any particular half, e.g., a coach can used all 4 timeouts in the second half
or use 1 in the first half and 3 in the second half.
5. JUMP BALL - At the start of each game and any overtime period.
Thereafter, alternate side-out starting with the team that loses the initial
jump ball.
6. OVERTIME - Games cannot end in a tie. Overtime will consist of a three-
minute period with one time out each. The third overtime period will be
sudden death (first team to score wins).
7. PLAYING TIME - Each player must play at least TWO FULL QUARTERS
without substitution. Free substitution is allowed in the fourth quarter for
all players that have played required time. If the fourth quarter is the
second full quarter for a player, he must play the entire quarter without
substitution. All other players may be freely substituted. If a team has 7
or more present for a game, no player will play more than 3
quarters (this includes players that are late). A player may sit out two
consecutive quarters, e.g., play the 1st and 4th quarters.

8. LATE / INJURED PLAYER - If a player sustains an injury that draws
blood, he must be removed from the game. A 1-minute official’s timeout
will be taken. If the bleeding is not stopped a player with the least
playing time must replace him. If a player arrives during the first quarter
he must play 2 full shifts. If a player arrives during the second quarter he
must play 1 full quarter. However, before a player plays an entire game a
late player must get all his regular playing time.
RULES OF PLAY
1. ONE ON ONE - Defensively, each player will match up with one
opposing player and will guard only that player. The defensive player
must remain within 6 feet of the offensive player that he is guarding.

5. DROP BACK - Once a rebound is secured the defense must drop back
beyond the mid-court line. Penalty; one warning then one technical foul
shot and offense retains possession.
6. 3 SECOND RULE - No offensive player may remain in the key area for
3 seconds.
8. BACK COURT - Offensive players have ten seconds to cross the mid-
court line and may not pass or return the ball back over half court.
However, the ball may be passed backcourt from out of bounds.
9. SIDELINE - Offensive players have 5 seconds to inbound the ball.
Defensive player may not extend his hands past the out of bounds to
block the ball. They may not dribble before putting ball in play.

5 players remaining and one commits his fifth foul, the following will
occur: (a) He will continue to play. In addition to penalty assessed, one
technical shot will be taken each time this player commits a foul, and (b)
The technical shot will be taken before the penalty assessed.
11. FULL COURT PRESS - Will be permitted in the last quarter and
any overtime period of a game. One defensive player for each
offensive player matched man to man in the backcourt. All other times
defensive players must drop back after loss of possession. However, no
full court press will be permitted by a team that is ahead by 10
or more points.
12. TEAM FOULS - Each team is allowed six team fouls per half. On
the seventh team foul a bonus free throw "one and one" will be taken.
13. FREE THROW – Taken from the foul line. Shooter may carry
over the foul line after the release of the ball but may not carry over for
the purpose of running in for a rebound. The ball must touch the rim on
the shot attempt – if it does not, possession changes to the other team.
