The Rice Tarification Law
The Rice Tarification Law (Republic Act No 11203) is an act passed by the Congress and
signed by President Rodrigo Duterte on February 14, 2019 that sets unlimited import of
rice in our country or in other words, this is an act liberalizing the importation,
exportation and trading of rice, lifting for the purpose the quantitative import restriction
on rice, and for other purposes. The objective of this law is to ensure that the shortage of
rice will not happen again, establishing global competitiveness and making the
agricultural sector of the country feasible. According to the Secretary of Department of
Agriculture, Sec. Manny Piñol, the positive side of this law is for the Philippines to allow
the entry of imported rice and expectedly it will decrease the price in the market. But
farmers are afraid that this law might endanger their livelihood as the competition will
become stiff.
2. Import license defined by Wikipedia, is the document issued by the national government
permitting the importation of goods into the country. The import license serves as a
verification for foreign imports signifying the amount of imported goods and the
government can also put restrictions on that. According to my research, import license is
deemed to be a non-tariff barrier to trade. Import license takes the form or mechanism of
putting barriers or restrictions on import of goods to protect the national industry to
foreign competition and as a way also for safety standards and labeling requirements. So,
import licenses are more secure and measures are flexible than under tariff. Whereas
tariffs as provided by LawPhil Project (2021), refer to a tax imposed on a commodity
imported from another country. It is a source of revenues for the government, regarded as
instruments to promote local industries by taxing their competitors and to remedy trade
deformation. The benefit is accorded to the local producers by the maintenance of a
domestic price at a level equal to the world price plus the tariff.
3. For me, this law sounds good for consumers because prices will be decreased since the
market is open for imports. However, this is really alarming for farmers because their
livelihood will be at stake. The volume of the domestic palay/ rice is much lower than the
two prior periods and it will be difficult for famers to do well amidst the tougher
competition abroad. Although there is what we call Rice Competitiveness and
Enhancement Fund provided 10- billion subsidy every year from tariffs collected and set
aside to help the local farmers in the form of machineries, seeds, trainings and credits in
the next 6 years, it will really be still a difficult move and very insufficient to cover up all
the needs of local farmers. Apparently, corruption is an unending illness of the
government officials and I honestly doubt if they will be transparent enough to the people
especially the farmers. If only there is a support subsidy coming from the government in
the form of subsidized loan and at the same time, ensuring the farmers that their harvest
will be paid off and most importantly, giving security to the farmers for the land that they
will use for farming, no farmers will ache for such law. I believe that importation of
goods should decline in the times of harvest and import only what is needed. As a
conclusion, I will definitely use my brain wisely in this upcoming election.
