Vol 2 ECDIS and Positioning


ECDIS and Positioning, larger than its companion guide and written especially for
mariners, contains guidance on how to develop the new mindset needed to use ECDIS
safely and effectively. It eases the transition into the inevitable jargon encountered in
using electronic charts, and illustrates that ECDIS should not be considered as a way
of using paper charts on screen.

With the imminent mandatory carriage of ECDIS for certain classes of vessel, more
understanding is needed of how accuracy problems occur when using electronically
derived positions. There is little information written concerning the proper use of
technology, therefore this guide will be invaluable to mariners.

Technology will be of very little benefit in enhancing navigational safety if the


watchkeeping officer is not fully trained and properly qualified in its use. The NI’s own
research reveals that most mariners feel that more effective training is needed. As a

About the Author


Ever since graduating in 1970 with a degree in electronics, Dr Andy
Norris FNI has been involved in the design of navigational equipment
for a variety of applications. After joining Kelvin Hughes as Technical
Director in 1990 his concentration has been directed towards
navigation systems for merchant ships. In 1998 he set up ChartCo
Ltd, which distributes maritime data, including chart updates and
weather forecasts, through a dedicated satellite communications link
directly to ships at sea. Since 2003 he has been an independent consultant working
in the maritime navigational sector.
Through The Nautical Institute, he has steadily increased his direct contact
with practising seafaring professionals. As a member of the Technical Committee
of the NI he gets involved in many user issues concerning navigation
technology. He attempts to bring about a better understanding between users,
equipment manufacturers, training institutions and those concerned with navigation
equipment standards.
He is helped in this by being involved widely in the marine navigation world. He has
been Chairman of Technical Committee 80 of the International Electrotechnical
Commission since 1992. This committee, in close collaboration with IMO, writes the
international equipment standards for shipborne navigational and communications
equipment. In this role he participates in IMO meetings determining the future
requirements for shipborne equipment.
He is also a member of various UK Maritime and Coastguard Agency committees that
form a UK view of future requirements. He is the author of volume one in The Nautical
Institute’s series on Integrated Bridge Systems – Radar and AIS.
