- The life, works, and writings of Jose Rizal would be included in public and private
schools’ curriculum
o Noli Me Tangere
o El Filibusterismo
- Why?
o To ignite our passion for freedom and nationalism
o To honor and remember them
o To instill patriotism to the youth
o To develop moral character, personal discipline, civic conscience, and to teach the
duties of citizenship
- Section 1
o Life, works, and writings of Jose Rizal, especially Noli Me Tangere and El
Filibusterismo are included in curricula
o Original or unexpurgated edition or their English translation may be used as basic
texts
o The Board of Education (BoE) will promulgate rules and regulations within 60
days after the effectivity of this act
Exemptions
Religious beliefs
o It will take effect 30 days after the publication in the Official Gazette

o It is obligatory to keep an adequate number of copies of Noli Me Tangere and El
Filibusterismo in their libraries
o The Board of Education (BoE) will determine the adequate number of books
depending on the school’s enrolment
- Section 3
o The Board of Education (BoE) will make efforts to make Noli Me Tangere and El
Filibusterismo accessible

- Section 4
o This act does not construe or repeal Section 927 of Administrative Code
Prohibits discussion of religious doctrines by public school teachers in
public schools

o P 300,000 will come from National Treasury to carry out this act

Notes on Concept of Hero/Bayani
- A hero is someone who does good and courageous things for other people without being
asked to do them. A hero is someone who has a strong sense of justice and goodness and
acts upon that sense. A hero should not seek fame for the sake of it.

o A hero means a prominent or central personage taking an admirable part in any
remarkable action or event
o A person of distinguished valor or enterprise in danger, or fortitude in suffering
o A man honored after death by public worship because of exceptional service to
mankind
- Criteria for National Heroes
o (Adopted by the Technical Committee of the National Heroes Committee on June
3, 1993 , Manila . Members of the Committee included Drs. Onofre D. Corpuz,
Samuel K. Tan, Marcelino Foronda, Alfredo Lagmay, Bernardita R. Churchill,
Serafin D. Quiason, Ambeth Ocampo, then known as Dom Ignacio Maria, Prof.
Minerva Gonzales and Mrs. Carmen Guerrero-Nakpil)
1. Heroes are those who have a concept of nation and thereafter aspire and struggle for
the nation’s freedom. Our own struggle for freedom was begun by Bonifacio and finished
by Aguinaldo, the latter formally declaring the revolution’s success. In reality, however, a
revolution has no end. Revolutions are only the beginning. One cannot aspire to be free
only to sink back into bondage.
2. Heroes are those who define and contribute to a system or life of freedom and order for
a nation. Freedom without order will only lead to anarchy. Therefore, heroes are those
who make the nation’s constitution and laws, such as Mabini and Recto. To the latter,
constitutions are only the beginning, for it is the people living under the constitution that
truly constitute a nation.
3. Heroes are those who contribute to the quality of life and destiny of a nation. (As
defined by Dr. Onofre D. Corpuz)
1. A hero is part of the people’s expression. But the process of a people’s internalization
of a hero’s life and works takes time, with the youth forming a part of the internalization.
