INTRODUCTION
The position is located on a Forest Service unit. The incumbent works under close supervision
in a developmental capacity performing assignments and completing training, both of which are
designed to prepare the incumbent to gain the knowledge and skills necessary to perform
higher level duties and responsibilities as a Volunteers & Service Specialist.
MAJOR DUTIES
Assignments are designed to provide experience and familiarity with the work of the unit. As an
advanced trainee, the incumbent performs a wide variety of duties under the guidance of a
higher graded employee associated with the development and implementation of the unit
Volunteers & Service program.
Assists in the development of resources and program support to enhance Volunteers & Service
efforts in collaoboration with with field and WO staff, non-governmental organizations, other
government agencies, community organizations, and/or other local or regional stakeholders.
Assists in preparing correspondence on subjects where policies and precedents are established,
and obtains signature.

Factor 1. Knowledge Required by the Position Factor Level 1-6 950 Points
Knowledge and skill sufficient for establishing and maintaining effective working relationships
with groups interested in or affected by Forest Service programs or policies.
Basic knowledge and understanding of Forest Service policies and processes regarding
volunteers, partnering, grants and agreements to provide advice and counsel to managers.
Basic knowledge of Volunteers & Service programs including policies, regulations, laws, grants
and agreements, and fiscal management to provide advice on operations.
Knowledge of computer databases and systems to manage, monitor and report on programs
and projects.
Ability to use qualitative and quantitative analytical techniques; and communication skills to
obtain information and discuss issues and operations with supervisors and employees.
The incumbent utilizes initiative in carrying out recurring assignments independently without
specific instructions, but refers deviations, problems and unfamiliar situations not covered by
instructions to the supervisor for decision or assistance.
The supervisor assures that finished work and methods used are technically accurate and in
compliance with instructions or established procedures. Review of the work increases with
more difficult assignments if the employee has not previously performed similar assignments
Guidelines include agency manuals and pertinent laws and regulations. Guidelines are detailed
and generally applicable to the assigned work. The incumbent must exercise some judgment in
locating and selecting appropriate guides and making deviations to adapt the guidelines to
specific cases. Situations where existing guidelines are inadequate or proposed deviations are
significant are referred to the supervisor.
The work principally involves dealing with problems and relationships of a procedural nature.
Projects usually take place within organizations with related functions and objectives, although
organization and work procedures differ from one assignment to the next. Findings and
recommendations are based upon analysis of work observations, review of production records
or similar documentation, research of precedent studies, and application of standard
administrative guidelines.
Personal contacts are with employees, supervisors, and managers of the same agency, but
outside of the immediate office, or employees and representatives of private concerns in a
moderately structured setting.
The work is primarily sedentary, although some walking, bending, or carrying of light items may
be involved. Typically, the employee may sit comfortably to do the work. No special physical
demands are required to do the work.
Work is performed in a typical office setting. The work area is adequately lighted, heated, and
ventilated.
