Notice inviting quotation for the work of “Organizing function through Event
Management Agency, Sabka Saath Sabka Vikas Sammelan at BEDI APMC Market
Yard, Rajkot.”

Sealed item rate quotations are invited by Airports Authority of India, Rajkot Airport, Rajkot
– 360006 by Airport Director on behalf of Chairman, AAI under two bid systems from firms
who have successfully carried out at least two similar works during the last five years for the
for the works of “Organizing function through Event Management Agency, Sabka Saath
Sabka Vikas Sammelan at BEDI APMC Market Yard, Rajkot.” scheduled probably on 17th
of June’2017 at Rajkot District, with an estimated cost of Rs. 15.00 Lacs & period of
completion of 07 [Seven] days. Quotation will be issued/downloaded (from
www.aai.aero) to the eligible applicants from 08/06/2017 to 10/06/2017. Similar work
means a major public event such as foundation stone laying/inauguration etc. attended by
Union Cabinet Minister/Chief Minister or equivalent events with a considerable gathering.

The main scope of work covers providing and establishing a main stage of size 120 sq.
mtr.(approx.) to accommodate 12 VIPs/VVIPs, Auxiliary Stage of 120 sq. mtr.(approx.) for
performing local art forms, false ceiling with cloth/equivalent for a pandal of size 2500 sq.
mtr.(approx.) to accommodate minimum 3000 guests in the hall along with associated
facilities as given below.

Quotation form will be issued to those firms who produce certificate from clients of having
satisfactory completed two similar works during last five year ending on last date of
submission of application.
The quotation shall be submitted in two separate sealed envelopes, one for the
Technical Bid [as per Annexure ‘A’ & ‘A1’ enclosed] and one for the Financial Bid [Annexure
C] which should be clearly super scribed on the envelops. Both sealed envelopes ‘I’ & ‘II’
should be kept in another separate envelope.
The quotation bids duly filled in all respect enclosing necessary documents shall be
addressed to “Airport Director, AAI, Rajkot Airport” so as to reach on or before 15:30 Hrs on
10/06/2017 or the quotation may be dropped in Tender box placed at office of Airport

Director, AAI, Rajkot Airport. Last date of receipt of application for issue of Quotation
documents shall be 10/06/2017 before 11:00 hrs.
The technical bid will be opened at 16.00 Hrs on 10/06/2017 by AAI officials in the presence
of bidder who may wish to be present, either by themselves or through their authorized
representatives. The financial bids to technically qualified bidders shall be opened at 17:00
hrs on 10/06/2017 in the office of AAI, at Rajkot Airport in the presence of technically
qualified bidders who may wish to be present either by themselves or through their
authorized representatives.

The technically qualified bidders will be intimated through phone/email.


Last date for receipt of Quotation : up to 15.30 hrs on 10/06/2017
Date of Opening of Technical Bid : at 16.00 hrs on 10/06/2017
Date of Opening of Financial Bid : at 17.00 hrs on 10/06/2017

1. Quotation shall be submitted on official quotation form only. If submitted in any other
form the same shall be rejected.
2. No paper shall be detached from the quotation.
3. The name and address of the bidder shall be clearly written in the space provided and
no overwriting, correction, insertion shall be permitted in any part of the quotation
unless duly countersigned by bidder. The quotation should be filled in and submitted
strictly in accordance with the instruction laid down herein: otherwise the quotation is
liable to be rejected.
4. The quotation is liable to be rejected if complete information is not given therein; or if
the particulars and date [if any] asked for in the schedule to the quotation are not filled
in shall be liable for rejection. Rate for all items should be quoted.
5. The quotation must be Address to the “Airport Director, AAI, Rajkot Airport, Rajkot-
360006” and should be deposited in the tender box on or before 10/06/2017 at 15.30
hrs. the quotation bids received after the due date of 10/06/2017 at 15.30 hrs will not
be accepted and considered. The technical bid will be opened by AAI officials on
10/06/2017 at 16.00 Hrs at the AAI office at Rajkot Airport in the presence of bidders
who may wish to be present either by themselves or through their authorized
representatives.
6. AAI shall in no way to be responsible for any default with regard to any statutory
obligation and the vender/contractor will indemnify AAI in case to any damage or
liability, which may arise on account of action of any reason.
7. Bidder must have successfully carried out at least two event attended by VVIPs like
union minister/chief minister or equivalent events with a considerable gathering etc.
during the last five years for which the bidders shall submit a client certificate of such
event conducted as proof along with technical bid in Envelope I
8. Quotation shall be accompanied by the relevant documents including “A list of
organizations where the agency has currently provided/has rendered the similar
services” which shall be submitted in Annexure-A

9. The full & final payment shall be made after providing the necessary services based on
certification by the concerned department after deducting amount towards
shortcomings, if any.
10. The service provider shall ensure that he himself or his authorized representative is
available for any negotiation or discussion at the venue / Rajkot Airport free of cost.
11. The offer will be valid for the above said service for a period of 10 days as incorporated
in the tender document. This should be strictly adhered to.
12. The schedule of items/service is required as per Annexure-C and the evaluation of bid
will be on the basis of total bid value. The rate quoted shall be inclusive of loading,
unloading, transportation, all taxes and duties and insurance charges as applicable as on
date. Nothing extra will be paid to the agency in this regard.
13. The rates quoted should be inclusive all taxes like service tax, vat etc on FIRM & FIXED
basis.
14. Items wise price may be quoted at Annexure-C only for the services mentioned at
Annexure-C. The required services are to be provided probably on 17th of June’2017 or
any nearby date.
15. The work order shall be issued on behalf of Airport Director, AAI and service shall be
arranged by the agency.
16. The agency should be registered with VAT, Income Tax, Service Tax authorities etc. and
to enclose the copies of the relevant certificate along with the technical bids.
17. Final stage with all installations [hanger, stage, carpeting, backdrop, chairs, speakers,
podium with mike, lightings, side wings and all banners, plaque, green room should be
ready at least 18 hours before the function, failing which penalty will be imposed as
decided by the Authority. The decision of Airport Director, AAI regard will be final and
binding on the agency.
18. AAI reserves the right to amend, modify or to reduce the scope of work for which rate
shall be worked out on pro rate basis for items available in the schedule and market rate
for extra items. AAI can delete any items from the scope work as per the site
requirement for which no extra claim will be entertained.
19. AAI reserves the right to accept or reject any or all application without assigning any
reason.
20. If there is any change in program date, the same shall be intimated to agency well in
advance.
21. If at any stage, any information/documents submitted by the applicant are found to be
false, the agency shall be liable for debarment from tendering AAI, apart from taking any
other appropriated/legal action.

23. Special Conditions
1) Before quoting the rates of the items, the bidders are advised to visit the site i.e.
BEDI APMC Market Yard, Rajkot District or visit similar site for any clarification or
details required by them. Failing to do so will not absolve them of their responsibility
to undertake the work as per terms and conditions of AAI.
2) The site shall be handed over to the lowest bidder in phases before 3 (three) days
prior to the event i.e. 1st phase for false ceiling, 2nd phase for stage preparation, 3rd
phase for rehearsal, the bidder shall keep sufficient manpower to complete the task
within this given span of time.
3) Rate shall include loading, unloading, transportation charges, insurance charges,
charges, cleaning charges for obtaining mandatory clearance certificates/ licenses, all
type of taxes, payment shall be made for the actual works, items executed only.
4) Extra care should be taken for stability of erecting structures like ancillary welcome
gate, welcome board, flex boards, banners, hording etc. against heavy wind which
cause safety hazards particularly in the event of rain.
5) Safety precautions shall be taken against electrical short circuiting, fire hazard etc.
during function.
6) After the function having concluded in all respects, the area has to be made neat and
clean as it was.
7) Debris to be disposed off, pot holes caused by the ancillary welcome gate erection,
welcome board, etc to be made good as original i/c removal of waste generated due
to Decorations, food supply, etc.
8) Airport Authority of India reserves the right to curtail the scope of work during
execution of the work as per requirement
9) The quantities mentioned are subjected to change without any specific time limit and
not extra claim shall be entertained.
10) Any extra items if required are to be provided. The rate shall be fixed based on
prevailing market rate supported with actual cash vouchers plus 15% contractor’s
profit.
11) All necessary permissions required from the local authorities, police, fire department,
etc are to be arranged by the event manager.
12) The agency will be eligible for payment only when the whole event is managed
completely in satisfactory condition. Partial completion of event by agency shall not
be eligible for any payment.
13) The firm shall setup a site control room for co-ordination and should work for 24 hrs
with adequate man power till event to complete.
14) The firm should be ready for deliver the specified items within a notice period of 12
hours.
15) All arrangements shall be done 3 hours before stipulated time of function.
16) A proper rehearsal shall be arranged as per the direction of Airport Director, AAI,
Rajkot.

24. Envelop ‘I’ shall contain.
i. Annexure ‘A’ –Technical Bid Containing Credentials, etc as mentioned above in
relevant paras.
ii. Annexure ‘A1’ –Unconditional Undertaking by the bidder

25. Envelop ‘II’ shall contain.

properly signed & sealed, the correction if any duly authenticated.

Important instruction for the bidder:-

a. The bidder should submit at least two completion certificates from client for conducting
Union Minister/Chief Minister or equivalent events with a considerable gathering to
support along with date of completion.
b. Hanger and stage with all the installations [carpeting, backdrop, chairs, speakers,
podium with mike, lightings, side wings and all banners, plaque, green room] should be
ready on or before 18 hrs of the program date except for flowers decoration etc which
shall be complete latest by 3 hrs before the function time.
c. A mock drill with full arrangement will be conducted by AAI 24 hrs before the function.
d. All Government approval required for conducting such function to be obtained by the
successful bidder within his quoted rate. No extra claim will be entertained in this regard.
Note:

a. The date of the event will be informed in the award letter.


b. Event Management firm shall depute technically qualified executives to co-ordinate
the job with AAI team
c. For items mentioned in SOQ, the bidders must ensure the required quality, materials,
dimensions & other parameters and quote accordingly. In case if any items are
not quoted, rate for the same shall be considered as ZERO and the item
shall be executed as per quotation condition at NIL Cost. No payment, claims
for such items shall be entertained.
d. All the major items like chairs, teapot, lunch menu & food packet, bouquet, stage
flower arrangement etc. sample to be got approved before whole quantity supply.

ACCEPTANCE OF AAI’S QUOTATION CONDITIONS

1. The quotation documents for the work "Organizing function through Event
Management agency, Sabka Saath Sabka Vikaas Sammelan at BEDI APMC
Market Yard, Rajkot.” have been issued to me/us by Airports Authority of India.
And I/we hereby certify that I/we have read the entire terms and conditions of the
Quotation documents made available to me. I shall abide by the conditions/clauses
contained therein.

2. I/We hereby unconditionally accept(s) the quotation conditions of AAI’s


quotation documents in its entirety for the above work.

3. The contents of quotation Documents have been noted wherein it is clarified that
after unconditionally accepting the quotation conditions in its entirety, it is not
permissible to put any remarks/conditions(except unconditional rebate on
quoted rates, if any,) in quotation, enclosed in “Cover B” and the same has been
followed in the present case. In case, this provisions of the quotation if found
violated after opening “Cover B”, I/We agree that the Quotation shall be
rejected.

Annexure ‘B’

The picture of function hall / shed for guidance at AMPC Market Yard, BEDI
measuring approx 65 mtr x 50 mtr total built up area.

Stage shall be kept at farther end. The welcome gate to be fixed in the front side.
The width of floor of center portion is 12 mtrs. The toran to be provided on the
gate. The barricading all around and other food serving hall etc. as detailed in SOQ
to be done.

structure including, necessary steps and one side ramp with hand rail at both side of stage, decorative
ceiling, side and back covers to the stage with rain protection arrangement upto 6 mtr. height, red
carpet on platform and at least 10 nos. teapot with flower vase. The rate is including all stage 1 Job

directions of AAI.
