1. SCOPE

The purpose of the Site Security Plan is to establish all SITE’s security
requirements to put in place to minimize the risk posed by security threats and
achieve the objective as identified below.
It is imperative that comprehensive measures and a pro-active security culture
are implemented to allow the control of and subsequent mitigation of significant
security risks.
More specifically, the objectives of the Security Plan are:

- To prevent any loss of any assets.


- To provide a process that manages the entry and exit of people &
materials to site and laydown areas.
- To identify the security measures that shall be taken by Site
CONTRACTOR and NOMINATED SUBCONTRACTOR’s to ensure
avoidance of any security incidents.
- To support the Emergency Response Plan (ERP) and Emergency
Response implementation.

2. PROJECT SITE LOCATION

The Singapore Expansion Project is located in Tuas South.

The areas identified for the expansion facilities are in Attachment 1.

3. FIELD OF APPLICATION

3.1. Brownfield Area

Security within the Brownfield area will be provided by PRINCIPAL.


CONTRACTOR and NOMINATED SUBCONTRACTOR will comply with
the security measures implemented by the PRINCIPAL and will take all
steps necessary to ensure that these measures are upheld.
CONTRACTOR and NOMINATED SUBCONTRACTOR shall deliver Site
Induction Course to ensure that all person entering the BF including other
third party personnel and visitors, are informed of all PRINCIPAL rules and
regulations pertaining to security matters.

Security checks, temporary and permanent badges issuance are under


PRINCIPAL responsibility.

3.2. Greenfield Area

• Security within the Greenfield area will be provided by CONTRACTOR


and NOMINATED SUBCONTRACTOR.
• CONTRACTOR and NOMINATED SUBCONTRACTOR’s security
services relating to the Greenfield area shall be sufficient and

appropriate to ensure that access is only permitted to those approved


including PRINCIPAL personnel.
• CONTRACTOR and NOMINATED SUBCONTRACTOR’s security
services shall be sufficient to prevent the theft or loss of Materials as
well as the theft or loss of personal belonging and other items including,
but not limited to, personal computers, laptops, printers, stationary
supplies and so forth.
• CONTRACTOR and NOMINATED SUBCONTRACTOR’s security
services shall be provided through a PRINCIPAL approved security
Subcontractor.
• For the commissioning phase, or whenever care and custody of the
areas is handed-over, at PRINCIPAL’s discretion, PRINCIPAL will take
over responsibility of the security of the expanded plant area.
CONTRACTOR shall remain responsible for the security of the areas
not yet handed-over .

6. SITE SECURITY ORGANIZATION & RESPONSIBILITIES

6.1. Security Organization


In terms of Security, the Site Manager is primary in charge of all security
aspects on the site. The Site Manager will appoint a Project Security
Correspondent (PSC) in the project organization who will report to the Site
Manager and be in constant liaison with the Regional Security Manager.

The PSC will ensure the coordination with PRINCIPAL in order to ensure to
fulfill the security requirements during the execution of the Project and
liaise with each relevant person in charge of security at all project
worksites.
The PSC will be in permanent contact with all personnel involved in
security matters, i.e. PRINCIPAL, Security SUBCONTRACTOR, and
Authorities if necessary.

6.2. Responsibilities
This section describes main responsibilities of key personnel with regards
to Security.

6.2.1. Site Manager


The Site Manager is responsible for ensuring that:

• Security threats to the project are properly assessed.

• Security resources are appointed whenever required.

6.2.2. Project Security Correspondent

• A PSC is designed within the site management.

• The PSC will report to the Site Manager.

The PSC will ensure that:

• All security related activities on the site are coordinated in due time.

• Security inspections at project worksites are conducted.

• All security incidents are systematically investigated and outcomes


communicated to relevant personnel in order to avoid re-occurrence.

• For major issues Corporate Security department is informed

6.2.3. BU Security Manager


The BU Security Manager is responsible for:

• Implementation of contingency systems in case of security level

6.2.5. PRINCIPAL
PRINCIPAL will identify a focal point / Correspondent to assist and liaise
directly with CONTRACTOR and NOMINATED SUBCONTRACTOR in
matters related to security.

6.2.6. All personnel


All personnel are required to follow the security arrangements established
at site and be compliant with the Security requirements.

Each employee shall:

• Take care to ensure that their acts or omissions will not endanger the
security of themselves or others.

• Co-operate with the employer and all personnel involved in security to


fulfil duties or requirements enforced by law.

• Not intentionally or recklessly interfere with or misuse anything provided


in the interests of security.

• Report any security threats as soon as possible to the immediate


supervisor.

It is everyone’s responsibility to comply with site security procedures.

6.2.7. Security SUBCONTRACTOR


The Security SUBCONTRACTOR is responsible for performing their work
with diligence, care, attention to details, and contributing their ideas for
improving individual and organizational performance.

A Security SUBCONTRACTOR Correspondent shall be nominated to liaise


with CONTRACTOR and NOMINATED SUBCONTRACTOR Project
Security Correspondent.

They are required to enforce the security instructions as detailed in the


Scope of Work and liaise with the PSC on a daily basis.

7. SECURITY MEASURES

7.1. SITE ACCESS

7.1.1. Visitors Entry and Vehicular Control


All project personnel and visitors shall be authorize before site entry.

Project personnel are permanently granted access to the site by project


pass after check is done on the documentation (Work visa, WSH Training
Courses certificate, fit to work certificate) and after attendance of the Safety
Induction Course.

Visitors are allowed to access to site to attend meetings, site inspections,


job interviews. Organization who intend to host visitors at site shall submit
a Visitor Request Form with details of the visitors and scope of the visit to
Contractor and Nominated Subcontractor HSE personnel who will evaluate
and authorized the access.

Access shall be granted by Visitors Pass to visitors upon such


authorization and attendance of Visitors Induction Course.

Visitor Pass shall be daily taken and returned to the site security.

7.1.2. Material control


Material entering and exit the site premises has to be checked randomly by
the security personnel.

Weapons, alcohol and drugs are prohibited at site.

7.1.3. Brown Field Access


To Access to Brown Field Area it’s mandatory to adhere to the
PRINCIPALS site security requirements.

CONTRACTOR and NOMINATED SUBCONTRACTOR will ensure that all


their personnel and Construction Subcontractor’s personnel have the
required level of access approval prior to entering Brown field.

7.1.4. Fencing and gates


CONTRACTOR and NOMINATED SUBCONTRACTOR will install a
perimeter fence surrounding their area of responsibility to ensure access to
these areas are controlled.

All fencing may be supplemented or enhanced by other countermeasures


as required, to include lighting and patrols. See areas in the attachments 1
and 2.

CONTRACTOR and NOMINATED SUBCONTRACTOR will install gates as


an important part of any fence and particular attention will be given to their
construction and installation. The number of gates installed will be kept to
the minimum consistent with efficient operation. Personnel gates will be
provided with turnstiles, vehicles gates will be provided with gantries,
security shall guard the accesses when gates are open. Full height turnstile
access (e.g. gate 8) will not require dedicated security guard as chances
of access outrage are minimal.

7.1.5. Access to green Field


CONTRACTOR and NOMINATED SUBCONTRACTOR will develop and
implement an Access Control system with dedicated entry protocols.
Fencing, gantry and turnstiles installation; access control at all entry points are
under CONTRACTOR and NOMINATED SUBCONTRACTOR responsibility.

See Attachments 1 and 2 for layout plans with gates.


CONTRACTOR and NOMINATED SUBCONTRACTOR will provide
security personnel to control access / egress at all gates provided for the
construction area access.

CONTRACTOR and NOMINATED SUBCONTRACTOR will ensure that


access control will be managed by the Security SUBCONTRACTOR.

Personnel, vehicles and materials will be identified and screened at the


access control points to protect against threats, discriminate authorized
from unauthorized personnel, and control movement.

Access control will also include supervising the flow and routing of
pedestrian, visitors and vehicles.

7.1.6. Unidentified objects found at site


In case an unidentified objects which may lead to damages to the property
and pose a threat to the health of the personnel (i.e. war relict) is found at
site, the process shall follow the flowchart describe in the attachment 3.

8. COMMUNICATIONS
CONTRACTOR and NOMINATED SUBCONTRACTOR will develop a full
communications network which will include but not limited to the following:

9. PHOTOGRAPHY
For Brown field the rules regarding photography and video taking as
stipulated by the PRINCIPAL will be upheld and monitored by the
CONTRACTOR and NOMINATED SUBCONTRACTOR.

In Green Fled photography and videos shall be taken only by PRINCIPAL


CONTRACTOR and NOMINATED SUBCONTRACTOR personnel. Among
Subcontractor personnel only supervisors and above are allowed to take
photos and videos Such material shall be used only for scopes relevant to
the project and cannot be disclosed to third parties without approval by the
PRINCIPAL.

List of personnel authorized to take photography and videos shall be


maintained and authorized by Contractor and Nominated Subcontractor.

10. SECURITY GUARDS


A Private Security Company will be appointed with the approval of the
specifically furnished or outside the extent of the agreed upon right of use.

10.1. Training and competences


All Security personnel assigned to the site will be given a standing order
with main duties and will be required to familiarize (on job training) with the
duty before being assigned to the role.
In addition security guard shall attend site induction which covers specific

11. EMERGENCY RESPONSE

11.1. INCIDENT NOTIFICATION, INVESTIGATION AND REPORTING


Security Incidents will be reported and analyzed to prevent recurrence.

Records of the following Security activities / events shall be kept and made
available for security inspections and audits.

11.2. Incident notification


All personnel are strongly invited to notify any security incidents to
CONTRACTOR and NOMINATED SUBCONTRACTOR PSC The objective
is to ensure quick response and follow upA security incident must be
notified immediately to the Site Manager. by the PSC.

For a minor security incident, the CONTRACTOR and NOMINATED


SUBCONTRACTOR PSC has the latitude to evaluate the necessity to
inform the BU Security Manager.

For a major security incident, which has have an impact on the Group, the
BU Security Manager and Corporate must be informed. Where applicable
a response is required for the following on the Notification:

1. What happened? (Comment on the situation)


2. Where did it happen? (Accurate location)
3. How did it happen?
4. Who is involved / responsible?
5. When did it happen? (Exact date and time)
6. Any violence?

11.3. Reporting and Investigation

All incidents are investigated considering severity and lichenoid to happen


to find out weakness of the system and whether current measures have to
be reinforced and additional measures implemented.

12. INSPECTIONS
As per standard procedures enforced at the worksite, regular security
inspections will be conducted to check the implementation of security
procedures.
