1 CONSTRUCTION QUALITY CONTROL PRINCIPLES


1.1 INTRODUCTION
This section provides an outline of the CONSTRUCTION QUALITY CONTROL (CQC)
presently being used in the construction of Bridge works. The use of CQC is essential to ensure
cost effective and efficient management of Bridge construction.

When dealing with the construction of Bridge works, the need for a CQC system is consequential.
The three parties to the contract, the Client, the Engineer and the Contractor, must all play their
part towards effective CQC.

1.2 GENERAL
The basic purpose of this Manual is to guide the supervisory personnel of NOMY to the details of
the tests to be carried out on various materials to be used in the construction and, also, the tests on
various works, during their execution, as well as, upon their completion. Following the guidelines
given in this manual will ensure total quality of the construction work, thereby, needing minimum
maintenance of the completed work in future. This manual will, also, inform the Client of the
various quality control tests that will be performed and test records maintained by the Consultant,
for ensuring the best possible quality product.

This manual – together with ERA Technical Specifications – will form the total quality control
system. Benefits from these manuals will be monitored and recorded for up gradation, if found
necessary.

1.2.1 Objective of the Manual


The purpose of this manual is to define and describe the quality assurance plan and to provide
general procedures that ensure all activities performed during the execution of the project are in
compliance with the relevant specifications.
An additional purpose of this document is to present the quality assurance plan to our clients and
to inform them what specific controls and programs are in effect in order to assure quality of work
executed.

1.2.2 Scope of theManual


This manual defines the construction quality system and is intended to assist the Resident
Engineer and his other staff members to follow the controls on all the activities that affect the
quality of the services offered by the Contractor. The Contractor shall stand guarantee for the
quality of the work executed within the scope of the contract.

1.2.3 Quality Assurance Policy


To assure quality of work NOMY Consult shall but not limited to:

 Strive together to provide the Client its full satisfaction by providing value for money
services in Construction Supervision Consultancy work.
 Deliver consistent and high-level quality assurance services and solutions, on a continual
basis, through planned implementation and maintenance of its Quality Management
System.
 Foster relationships with the Contractors to encourage them to meet the quality
requirements.
 Employ proficient human potential and ensure continuous and effective teamwork.
 Endeavour for constant updating and spreading of knowledge & know-how through
proper interaction, impartation of knowledge and coordination.
 ensure that
 All materials used in the works are pre-tested and shall allow these to be used
only if found to meet the specification requirements.
 Proper equipments and machineries alone are used to obtain quality end-products.
 Properly skilled and experienced manpower are deployed in service to deliver the
required quality.

1.2.4 Tests for Quality Control


Requirements and limit values are laid down in the specifications in regard to the properties of
materials and workmanship to be supplied. Tests are conducted and measurements taken for
controlling the relevant properties of the workmanship and materials supplied, and the results of
such tests and measurements are assessed on the basis of the prescribed criteria for compliance
with the specified requirements (FORM Q1).

1.2.5 Technical Complaints on Quality Issues


Whenever there is a technical complaint from Client and/or Consultant or their authorized
representative for any action of the Contractor or his Sub-contractor, it will be the responsibility
of the Consultant to see that the Contractor takes such complaint seriously and conducts a
thorough investigation into the complaint. Such complaints, normally, shall be given to the
Contractor in writing. Based on the outcome of the investigation, the Contractor shall be advised
to take remedial measures at the earliest, as necessary, to the satisfaction of the Engineer and,
also, to ensure avoidance of similar complaint in future.

1.2.6 Non conformance, Corrective and Preventative action


The contractor shall be advised to identify, document, evaluate and remedy all non-conformities
relating to construction activities performed and get the remedial action endorsed by the Engineer
or his authorized representative, regardless of how insignificant they may seem.

1.2.7 Quality Control Reports


The Contractor shall be advised to submit formal reports of all the tests and inspection activities
performed during a month, at the end of the month or as required by the Engineer. The results of
each test or series of tests shall be included in the Engineer’s Monthly Progress report accurately,
clearly, unambiguously and objectively, in accordance with instructions to the test methods.

Reports shall include the following:

1. Date of inspection or date of sample receipt and date of test performed.


2. Description and unambiguous identification of the item tested.
3. Test method and deviations from the method and any other information relevant to a specific
test, such as environmental conditions.
4. In the case of a non-standard test method, an unambiguous description of the method.
5. Where relevant, a statement of the estimated uncertainty of the test results.
6. Information required to be reported by the method.
7. Identification of any failures.
8. A statement that the results “relate only to the items tested and not necessarily indicative of
results obtained on similar items”.
9. A statement that the “report shall not be reproduced except in full, without the Consultant’s
written permission”.
10. Sampling procedure.
11. Signature and title or equivalent identification of the person(s) conducting and accepting
responsibility for the contents of the report.

1.3 SITE MANUAL


1.3.1 Site Book
Check a site book is kept for any construction work consists of information on FORM 13.

1.3.2 Construction Supervision Checklist


The site supervisor should check and inspect all items of work as per the attached construction
supervision checklist (FORM C)

1.3.3 Site Inspection Certificate


The site inspector shall fill the Site Inspection Certificate and check the fulfilment of each item of
work before allowing the work to proceed. (FORM I)
