1.0 INTRODUCTION

best automotive manufacturer production in Malaysia is due to its quality and capabilities as
one of Malaysia’s leading manufacturer of automotive metal stamping parts. Autokeen’s
strength can be attributed to its dedication for high quality production and competitive
pricing.
Figure 2 shows parts that basically this company produce based on what had been the
clients wanted. The parts that this company produce include body part such as front pillar
inner, ctr pillar inner, reinf rail roof lnr, ctr pillar tower, pan Rr floor, pan Fr floor, front pillar
lower, panel cowl top otr, panel cowl top otr and ABC pedals. As for hinges part, this
company produce such as roof panels, trunk, jack assy pantograph, member floor side lnr,
front fender otr, headlamp support assy and hood hinges.
This company operates every weekdays and Saturdays at 8.30 am until 6.00 pm and
there are 3 periods of recess time which are at 10.00 am to 10.15 am, 1.00 pm to 2.00 pm, and
3.45 pm to 4.00 pm except for Fridays where the recess time is from 1.00pm until 2.45 pm
due to Friday Prayer.

The supervisors are responsible for:
• Provide the PPE for employees.
• Ensuring PPE is available.
• Ensuring PPE is being used by each affected employee during all job tasks
which require such protection.
• Conducting specific hazard assessments for personal protective equipment use
upon request.
• Documenting purchase and distribution of all PPE.
PPE devices alone shall not be relied on to provide protection against hazards, but shall be
used in conjunction with guards, engineering controls, administrative controls and sound
manufacturing practices.

2.2 SAFETY TRAINING
Education and training are important tools for informing workers and managers about
workplace hazards and controls so that all of the workers can work more safely and be more
productive. Another role of education and training is to provide workers and managers with a
greater understanding of the safety and health program itself, so that all of workers can
contribute to the development and implementation of the company.
Education and training provides employers, managers, supervisors, and workers with:
Knowledge and skills needed to do their work safely and avoid creating hazards that
could place themselves or others at risk.
Awareness and understanding of workplace hazards and how to identify, report, and
control them.
Specialized training, when their work involves unique hazards.
The reason why this company only took three days for training new employees because of
those reason:
Effective training and education can be provided outside a formal classroom setting.
Peer-to-peer training, on-the-job training, and worksite demonstrations can be
effective in conveying safety concepts.
Understanding of hazards and controls be more functional during working hour and
Good work practices from senior employees are more influencing to new employees.

2.3 INSTRUCTION AND SUPERVISION OF WORKERS
Supervision goals is to provide responsibility for both the supervisor and supervisee
exploring practice and performance. It also enhances and provides additional evidence for
annual performance management and review. Supervision has a specified focus on
developing the supervisee on achieving better outcomes for people who use services and
careers.
• Observing workers after training to ensure that they continue to follow safe work
procedures.
• Making informal inspections on a daily basis to ensure safe work procedures re being
followed, including the proper use of protective equipment, devices, and clothing
provided.
• Conducting informal discussions (crew talks) with workers to discuss specific safety
issues as they arise

2.4 WORKPLACE INSPECTIONS
Even though, it may cost to implement safe practices and install safety equipment, the
effect of not taking action can be severe. Through critical examination of the workplace,
inspections identify and record hazards for corrective action. Regular workplace inspections
are an important part of the overall occupational health and safety program.
• Identify conditions and unsafe acts with the potential to cause injury or disease
• Determine necessary corrective measures
• Prevent unsafe work conditions from developing

Accident at workplaces can result injuries, loss of life and properties damage. Both
the person involved in accident and the employer may lose their income or profit due to extra
costs incurred and increasing of various types of expenses in company operation. Accident
costs normally are higher than most people expected because of the indirect cost or hidden
costs incurred.

OSH MANAGEMENT SYSTEM
Manager
Each manager is responsible for the day-to-day safety of his work area and all employees
under his control. To this end he will ensure that all employees fully understand the company
Health and Safety Policy and that all company directives and procedures are fully complied
with. The manager will ensure that his department has documented procedures for all Health
and Safety and auditing standards.
1. The provision and maintenance of safe plant and equipment and all safe systems of
work.
2. The provision for safe storage handling and transportation of articles and substances.
3. The provision of information instruction training and supervision.
4. The provision of safe access and egress
5. The provision of a safe working environment
6. The provision of good welfare facilities.
7. The provision of First Aid and Occupational Health facilities
8. Ensure any new machinery either purchased or delivered complies with all existing
Health and Safety legislation
9. Prior to going into production.
On a day-to-day basis the Supervisor or Team Leader have control of health safety and
welfare within their respective areas.
They must be familiar with the company’s Safety Policy and actively support the company on
any Safety matters this will include attendance at monthly Safety meetings and the support of
any Safety training that may be taking place.

1. Ensuring that all machinery and equipment is safe and maintained as appropriate.
2. Report all accidents near misses and dangerous occurrences and ensure that the
required investigations are carried out
3. Ensure that all employees under their control carryout their duties in a safe way at all
times while at work.

Safety Representative
AUTOKEEN fully supports employee representation on health safety and welfare matters.
The company views Safety Representatives as playing a key role in consultations with the
employer and considers the Safety Representative to be one of the main links of any Health
and Safety Committee
In addition to this Safety Representative shall promote Health and Safety to all employees
and will have the following functions
1. They will investigate complaints by an employee that relate to that employee’s Health
Safety and Welfare.
2. They will make representations to the employer on matters regarding Health Safety
and Welfare.
3. They will make representations to the employer on general matters that may have
Health and Safety Concerns.
4. Carryout inspections of the workplace and document in accordance with company
procedures. Represent all employees in consultation with officers and inspectors of
the Health and Safety Executive or any other enforcing authority.
5. Receive any instructions or information from officers or inspectors affecting the
employee’s health safety and welfare

6.2 Providing a safe workplace
AUTOKEEN provides a safe workplace by implementing a health and safety plan that is
based on reasonably practicable factory safety practice. This includes an annual inspection of
all factory buildings, structures, machinery and equipment to identify hazards, assess risk,
control risk and review the effectiveness of controls put in place.
We aim to eliminate hazards or use engineering controls to protect workers from identified
and potential hazards. These will be backed up by ensuring employees are trained and use
Personal Protective Equipment (PPE) provided.
An annual inspection is conducted for hazards such as tractors, stamping machine, spot
welding robotic arm, workshops, vehicle, chemical substances and many more.
An annual inspection is conducted each year and will involve all employees. The manager is
responsible for managing the health and safety of all workers (contractors and employees).
The results of the audits and control options will be considered by our workers at our safety
meetings.
Records of factory safety inspections and health and safety audits are kept in the factory
office.
A risk assessment is undertaken for all identified high and medium risk hazards to worker
health and safety.
Risk assessment is based on principles that take into account the severity of the potential
injury, the degree of exposure to the risk and the likelihood of harm occurring. The records of
the risk assessments are located with the hazard inspections in the office.

6.5 Risk Control
Risk control measures that are reasonably practicable are used for all hazards identified at the
workplace. These are based on safety guides, Codes of Practice and Work Health and Safety
Regulations.
Control measures are prioritized using the hierarchy of control. Hazards with high and
medium risk of harm to workers on the factory will be eliminated wherever reasonably
practicable.

WORKING SAFELY
Reporting hazards and unsafe work practices
All workers (employees and contractors) are asked to report any hazards or unsafe work
practices. These may also be reported at safety meetings. Workers are:
Required to comply with all our reasonable efforts in providing a safe factory. This
includes working responsibly so they do not adversely affect the health and safety of
other employees, contractors and visitors.
Report hazards and are encouraged to suggest methods of controlling risk when they
identify a hazard.
Not to perform any work or use any machinery that is not properly guarded or in safe
working order.
To use all Personal Protective Equipment (PPE) provided by the company. If PPE is
either not suitable or damaged, bring it to our attention and it will be replaced.
If you believe the job, machine, plant or equipment is unsafe and may cause injury to yourself
or others - DO NOT DO IT, DO NOT TAKE RISKS.
Consultation
We hold regular health and safety meetings with all workers to consider and review health
and safety practice in this business and resolve health and safety issues as they arise. The
process regularly reports hazards, identifies safety training needs and issues identified by
workers.
There are many ways to engage staff in Workplace Health and Safety (WHS).

For example : seasonal or monthly tool box talks or staff meeting, weekly toolbox talk or
staff meetings or annual WHS inspection/hazard checklist and safety action planning.
On AUTOKEEN staff are consulted on all health and safety matters: (AUTOKEEN describe
how the business regularly consults with workers and how you record the WHS information
discussed). Our workers (employees and contractors) are made aware of these consultation
arrangements during our safety induction.
We will also work closely with workers to resolve in a timely manner, any issues or problems
relating to health and safety. If an issue cannot be resolved, the company will consult with a
relevant industrial association. These consultation arrangements are reviewed annually during
the review of our health and safety program.
AS part of the WHS legislation workers can request the establishment of a safety committee -
Health and safety committees allow businesses (and other PCBUs) to work together with
workers on health and safety matters.
A health and safety committee can be established on your own initiative or at the request of:
Safety Induction
All AUTOKEEN employees will have a written Job Description and Duty Statement that
outlines their safety responsibilities when working for AUTOKEEN. Prior to starting work,
all workers (employees and contractors) will receive a general safety induction into the
company’s business operations.
Further job specific safety instruction and training will be given in the safe operation of all
machinery and equipment that a worker will use to perform their work. No employee or

contractor is to operate any machinery or use equipment that they are not authorized or
trained to operate.

Training
Before performing any job or using any machinery/equipment, we will assess our
employee’s skills to ensure that they can do the job safely.
Workers must not operate a machine which they have not been trained or
instructed to use e.g. High Risk Work License for forklifts.
Employees will be supervised while training in the safe operation of all plant and
machinery.
Instruction
All employees will be given instruction for work and jobs to be done safely. If you do not
understand any instruction or directions given to you, please ask for a clearer explanation or
demonstration of work or jobs to be performed. All workers are required to follow
instructions given to them by the factory manager. If you have not been trained or instructed
to use machinery or equipment to carry out your work, do not use it.
Supervision
All new employees will be supervised until they can demonstrate that they can operate the
machine or do the job safely.
Your safety can be monitored and supervised using two way radios or mobile phones. We
have considered the types of emergencies that may occur and have planned for them. When

work is being done alone or at night, we will ensure that you have a two-way radio or mobile
phone.
The company has assessed the need for Personal Protective Equipment (PPE) and we will
supply and maintain PPE for use by all our employees, to protect them from:
Eye injury - during picking, flying particles during grinding, welding, working with
metal and wood chipping.
Employees are responsible for wearing or using PPE and reporting damaged PPE.
Replacement PPE is available from the factory manager

EMERGENCY PREPAREDNESS AND RESPONSE
Emergency Planning
An emergency plan been developed in case of emergency and is given to all workers
(employees and contractors) before they begin work.
Emergency Plans are displayed in the office, packing shed, workshop, vehicles, quarters and
all homes beside the phone. Emergency plans have also been given to all family and friends
who live and visit AUTOKEEN factory.
These emergency plans and procedures are located in all safety induction handbooks, the
office and workshops, quarters and homesteads.
A register of where emergency cards are located is maintained at the office and is reviewed
regularly.
Fire Safety
AUTOKEEN has assessed the need for fire safety equipment including fire extinguishers, fire
blankets, smoke detectors and alarms.
Fire extinguishers and fire blankets are regularly inspected and maintained to the Malaysian
Standard.
All workers are to inform management when a fire extinguisher has been used or requires
servicing, refilling or a smoke detector/ alarm requires a replacement battery. A register of
fire safety equipment, their location and service history is kept at the office.

A water tanker is maintained by AUTOKEEN and the local rural Fire Brigade for fire
emergencies. The tank is kept full at the shed and maintained ready for use.
Injury management, rehabilitation and return to work arrangements have been considered by
AUTOKEEN.
In the event of an employee being injured, assistance will be sought from our Workers
Compensation Insurer AUTOKEEN or the relevant Association to help coordinate our
employee’s rehabilitation and return to work. Injury management and return to work plans are
maintained in the factory office.
Hearing screening and respiratory assessments are available to all permanent workers and
upon request by those who are exposed to continual loud noise and/or dusts.
Health Surveillance is required if there is frequent use of chemicals substance.

WORK HEALTH AND SAFETY REVIEW
This work health and safety plan and policy is reviewed annually and will consider:
New information being made available about factory hazards and risk.
A report of the health and safety performance of AUTOKEEN will be provided at the
completion of the annual review. The report will contain information for the AUTOKEEN to
make decisions on the effective management of health and safety within the business.
