    A RESOLUTION DENOUNCING ALL COMMUNIST TERRORIST GROUP (CTG) IN


    BARANGAY _____________, CITY/MUNICPALITY OF ______________________, RIZAL
    PROVINCE

    WHEREAS, the 1987 Philippine Constitution, particularly Article 2, Section 5 thereof


    provides that the State shall ensure the maintenance of peace and order, the protection of life,
    liberty, and property, and promotion of the general welfare;

    WHEREAS, Executive Order No. 70 provides for the institutionalization of the Whole-of-
    Nation Approach in attaining inclusive peace, creation of National Task Force to End Local
    Communist Armed Conflict, and directs for the formulation of National Peace Framework;

    WHEREAS, the Whole-of-Nation Approach addresses the root causes of insurgencies,


    internal disturbances and tensions, and other armed conflicts and threat by prioritizing and
    harmonizing the delivery of basic services and social development packages by the government,
    facilitating societal inclusivity, and ensuring active participation of all sectors of the society in
    the pursuit of peace agenda;

    WHEREAS, by virtue of BPOC and BDC Resolution, No. _____ series of 2019, the Barangay
    Task Force to End Local Communist Armed Conflict (BTF-ELCAC) of Barangay ___________was
    created to ensure efficient and effective implementation of the Whole-of-Nation Approach.

    WHEREAS, the BTF-ELCAC believes that the presence of Communist Terrorist Group
    hampers the economic development and threatens the peace and security of the communities in
    the Barangay. Hence, it’s Chairperson and members agreed to denounce All Communist
    Terrorist Group in Barangay _______________, City/Municipality of ___________, Province of Rizal.

    WHEREAS, after a thorough deliberation, the Barangay Peace and Order Committee
    (BPOC) of ______________finds the same important, hence adoption is hereby considered.

    NOW THEREFORE, the BPOC unanimously approve to denounce All Communist


    Terrorist Group (CTG) in Barangay ___________________.

    RESOLVED, FURTHER, that this resolution be furnished to all concerned members for
    their information, guidance and reference.
