With reference to the above subject please be informed that we have ‘No Objection’ to proceed with the works detailed in the work notification subject to compliance to our below comments General Comments: 1. Incase of any emergencies at work, immediately call JCR at +97145045000 or 050 4575009. 2. Contractor staff shall mandatorily undergo Safety Induction Program before commencing project, work in Airport Premises of DI. 3. Obtain approval from all relevant Departments/ Authorities before the commencement of work. 4, PTW approval indicating the date and time of work shall be obtained from JCR before the commencement of work. 5, Before start/finish of the work activity, contact the concerned Shift Duty Engineer for document verification / Safety compliance of the work activity that to be performed, Contact details given below as per location for reference. All Civil material used to be signed and approved by ES FM Civil 4, ‘The existing services and assets should be covered and protected by the contractor. Any damages on these elements will be contractor's responsibility. 5. No alteration or modification to the building structure and assets should be carried out without approval from ES FM Civil. 6. Area need to be restored to the original shape 7. No ceiling access should be opened without ES approval. 8. Prior to any floor or wall core cutting, contractor has to obtain as-built drawings and check the existing of any services and structure elements to avoid damages to those services/Assets. Any structural works to be designed by certified consultant and to be performed by professional contactors. All materials used at site to be with written approvals, otherwise will be instructed to remove them from site, Contractor shall call for inspections with DA-Fitout team during the construction period for the services installations & removals, for ceiling closure, for Electrical Isolation Test/ Insulation Resistance Test, waterproofing test, slab coring, ete. Upon completion, a Final Inspection is required along with DA Fire & Life Safety to ensure the project is ready occupation or operation. Entering any Electrical Rooms or Technical Rooms will require pre-approved Entry Pass for doing any kind of works related to the Electrical connectivity. Connecting & Disconnecting of any power supply/feeder/distributor will require written approval from the DA- Utility Management. (The Form will be provided when needed). 2. Fire Fighting and Fire Alarm systems temporary arrangements shall in place during the construction period, This shall be performed only by the DA designated Fire Fighting contractor. Any modifications to the Fire Fighting and Fire Alarm systems will require approved drawings and Testing & Commissioning reports approved by DA-FM in charge engineer. Contractor‘and Client's coordinator to ensure that any of the existing services and airport operations are not to be affected Working timing to be as per SCR Permit To Work Contractor to use suitable lifting machines in case required, and to use proper equipment’s and tools. Contactor shall use the designated service lifts and routes, and shall not interact with passenger's ways Contractor shall arrange to cart away all the debris and unwanted materials out from the Airport premises. Contractor to submit Completion Certificate along with the As-Built drawings and Operations & -al Comments: ‘The contractor shall coordinate with the Concemed DA-ES FM Duty Engineer or M/S, Serco Duty Engineer as per the location before commencing the works. The contractor shall get approval of DA-ES FM-Civil section for any associated works before commencing the job. The contractor shall ensure that adequate sized access panels are provided for all MEP services, and equipment above the ceiling for safe maintenance access. The contractor shall ensure that the existing operating services are not damaged as part of the job and any damages caused shall be repaired at his own expense, Any hot-work shall follow the Hot Work Permit system approved by the Airport Fit (AFS) Any live work on power distribution networks shall be carried out strictly after approval of the relevant DA-ES sections along with valid entry permits to the electrical rooms / sub-stations. The contractor shall get permission from other DA authorities especially Airside Operations 8. All jobs to be carried out with the presence of Proper supervision. 9. Entire refrigeration circuit to be tested and confirmed for proper operation with right pressure, without any gas leak from the system. 10. A thorough Testing and commissioning has to be carried out on completion of all works as per the method statement. Safety Comment 1. Safety Supervision and General Supervision at worksite shall be responsibility of contractor and shall be adhered throughout the activity. 2. Contractor shall ensure valid insurance coverage to all of their staffS working in the Airport premises. 3. Comments/suggestions made by the various sections and Units of Dubai Airports must be strictly complied with 4. Dubai Airport Health Safety & Environment Regulations, Airside Driving Regulations, Dubai Airports EHS and Quality policies, Aerodrome Manual (SMS) and all applicable UAE Rules and Regulations shall be fully complied with, as applicable, while carrying out the works. 5. All staffs involved in the work activity shall be briefed on all the hazards related with the activities involved, risks associated, its control measures, applicable guidelines, standards and regulations, SOP and Method statements before the commencement of work activities and records shall be maintained. 6. For work affecting fire detection and protection systems, approval must be obtained from Fire Department before the shutdown of such systems and advance notifications shall be given prior to the commencement of the work. 7. Separate fire department approval (hot work permit) must be obtained from Airport Fire Service (AFS) to carry out any hot work activities (e.g.: Welding, Cutting & grinding). 8. All staffs involved in the work activity shall have all the emergency contact numbers. All incidents including near misses shall be reported to the concerned authorities immediately as per the Emergency response plan / DA Incident Reporting Procedure, 9, Water/electrolyte drinks must be made available to the staffs working on site to prevent heat stress. 10. If the scope of work involves entry into the plant rooms, Plant Room Entry Permit shall be obtained from respective Section Duty Engineer/Manager. 1, Method statement & risk control measures should be strictly implemented during the works. 12, All necessary safety precautionary measures shall be taken by contractor to ensure that no harm to people and property damage while working in the Airport premises. 13, Wherever applicable, Inspections and testing’s (third party and other). of the work executed shall be carried out and recorded. 14. Personal Protective Equipment’s like Safety shoes, Gloves, Helmets, goggles, full body harness etc. which are required to ensure safety during the subject work must be strictly used. Proper platforms, proper edge protections, proper access, full body hamess and hooking mechanisms shall be used while working at height. 19. If the subject work involves usage of electrical energy /equipment’s, then Electrical Lock ouyTag out systems must be followed from DA Authorized Person. 20, The area of work must be cleared off any debris before, while and after completion of work. Proper housekeeping practices must be followed onsite, with the principle of “A Proper place for everything and everything in its proper place”. 21. If the nature of work involves working on Scaffold, a DM approved, certified, trained and competent staff shall install, inspect and modify as per the requirement. Relevant scaff-tag shall be maintained on the Scaffold with standard details such as Last Inspected, Due Date, and Status, 22. Waste generated from the activity at site shall be disposed complying with Waste Management Procedures & Asset disposal process of Dubai Airport. 23, Adequate fire extinguishers and firefighting systems and necessary first aid facilities shall be available for the work being carried out at site. Following review of the information received thus far and for future guidance at site, we would comment as follows: General Comments . Contractor shall coordinate with DA Fitout team before starting any works at site, Upon the clearance from DA Fitout Team, the contactor shall install the hoarding as per the DA standards and secure the project site from any passengers and trespassers, 3. The contactor and the client will be held responsible for any safety or security breach due to any irresponsible actions or negligence to the given instructions. 4. The Contactor shall perform the works as per the “Permit To Work” conditions. The Permit To ‘Work documents shall be hanged on hoarding form outside and inside along with Emergency Numbers and contractor's contact details. 5. Contactor shall perform the job on high safety standards and follow the DA Safety Regulations Contactor shall take the necessary safety measures as per the site condition as well 6. Airport live services and Airport operations shall not be affected in any way. 7. Contractor shall make all necessary arrangements to protect all existing systems in the area and it will be the Conteactor's responsibility to rectify the faults or damages occurring to any of the systems / services in the location while carrying out this job. 8, In case any Airport live services will be affected; contractor shall coordinate with DA concerned Parties to relocate or arrange alternative measures as per the DA requirements. 9. Electrical dis-connectivity shall be supervised and controlled by the DA concerned parties in coordination with DA-Fitout Team 10. All Electrical works should be carried out under proper supervision by the contractor. LL. Electrical DB Lock out/Tag out procedures to be adopted during job execution for power de energization, 12. Disconnect and removal of any of the MEP services (Mechanical/Electrical/Plumbing) from the tapping point shall be monitored, recorded and inspected by DA FM & DA F 1 2 us wise Dubai Airports 13, Any services hook up or disconnection shall be carried out in co-ordination with FM Operations Duty Engineer. 14. Contactor shall remove all the internal wiring, containments and outlets. The Final DB and the feeder/incomer cable shall remain as it is for further instruction from DA Fitout or DA Engineering Services. This to be discussed at site with the DA Fitout Team. 15. Any Work related to the Fire Fighting and Fire Alarm systems shall be performed only by the DA designated Fire Fighting contractor (Al Arabia Safety & Security LLC; Juma AL Majid Group), 16. If any dusty work carried out, temporary shutdown might be required for the smoke detectors by “Al Arabia Safety & Security LLC” as and when required 17. AdjacenUVExisting smoke sensors shall be protected in coordination with DA Engineering Services and DA Fire Department (FDS) team. Contactor shall call to inform the Control Room about the ongoing activities to avoid false alarm while carrying out any construction or demolishing activates. (Fire Alarm Control Room Phone: 04-2161097 / 04-2161091). 18, Client and Contractor shall ensure to reinstate and restore the site to its original condition, such as and not limited to: Flooring, Ceiling, Walls, ete. 19. Contractor shall not remove or damage any of the structural members of the buildings such beams and columns. 20. Contactor shall use suitable tools and machines for removal and demolishing, and not to use the Jjackhammers or any other high vibrating machines. 21, Any noisy and dusty works shall be performed in a contained condition and not to disturb the Passengers and airport users. For projects in offices areas, noisy works can be performed aiter the office hours to avoid any disturbance to the employees. 22. For any damage in the existing structure or elements, the client is responsible to rectify up to the satisfactory level of Dubai Airport - Engineering Services division. 23. For any hot works ot sparks producing activities; “Hot Works Permit approved by DA Fire Department on daily basis. 24. Contractor shall use suitable lifting machines (in case required), and to use proper equipment and tools. 25. Portable power tools shall be working at 110 voltage only. Therefore a “Step Down Transformer” to be used to achieve this voltage. 26, Contactor shall use the designated service lifts and routes, and shall not interact with passenger's movement. 27. Contractor shall arrange to dispose and cart away all the debris and unwanted materials out from the Airport premises. Contactor shall use his own transportation methods and shall not use any DA skips and or any waste collection points, 28. Contactor shall consider the Airport rush hours while transporting the materials in/out from the project site. 29. Contactor shall secure the site with the proper hoarding and control the dust and debris generated from the activities with the appropriate measures. 30. This NOC is valid for 3 months from the date of issuance. 31. No works shall commence on site without an approved PTW, should be requested and 32. Works found to have commenced without PTW being in place shall be stopped and the contractor removed from site. 33. Approved PTW to be displayed on site at all times in full view and ready for review if'and when required, 34. The contractor appointed shall only carry out the entire work. 35, The contractor must attend the kick off meeting with Fit-out construction once the final NOC hhas been received; contact person Mr. Mohammed Abbas contact no. 0569499898, wus wit) Dubai Airports 36. No works should be commenced without the necessary kick off meeting with FOC; any works found to have commenced without a kick-off meeting shall be stopped and the contractor removed from site. 37. All approved health & safety submittals approved to be presented at kick-off meeting. 38. The work shall be carried out under the supervision of FOC; the hourly shall be the amount of AED 72. 39, To be ensured that, the required health & safety standards of Dubai Airports are followed at all times; these standards can be requested from Weve u dubaiairports.ac 40. To be endured that a suitably qualified Health and safety officer is employed/deployed by them from the commencement of the project. 41. Logistic plan and site-set up detail to be submitted to FOC before commencement. 42, The detailed program of works shall be presented at the kick-off meeting with FOC; the works should be programmed in a manner to minimize disruption to DA operations and the customer service, 43. Prepare a dilapidation survey of adjacent DA finishes prior to commencement of works; this should be a joint inspection with FOC. 44, All adjacent finishes to be protected during the project duration. 45. Scope of works restricted only to the areas leased, any works required out with these areas should be brought to the attention of FOC. 46. Any hazardous materials found during the works should be notified to FOC. immediately and the works stopped until further notice, 47. To be ensured that, the existing system/equipment which are provided within the facility have been checked and that their capable of meeting the design requirements of the design and subsequent build. 48, Existing services shall not be altered without prior approval unless already considered as part of this NOC; should the services be required to be altered during the works, this should be agreed with FOC and other DA Departments where required. 49. The contractor shall ensure that all areas are kept clean during the works and that all debris is removed on a daily basis; upon completion of the works, all areas affected should be cleaned thoroughly prior to final inspection, 50. Joint final inspection to be coordinated with FOC prior to completion of the works. SI. This NOC is valid for 3 months from the date of issuance.
