FOREWORD

“Malasakit, Pagbabago at Patuloy na pag-unlad” these are the


three pillars of President Rodrigo Roa Duterte’s comprehensive agenda
for change through the Philippine Development Plan (PDP) 2017-2022.
The PDP 2017-2022 envisions to achieve inclusive growth, high-trust and
resilient society, and a globally-competitive knowledge economy by 2022.
The pillars on Enhancing the Social Fabric (Malasakit) and Inequality-
reducing transformation (Pagbabago) provide strategies to strengthen the
protection of the rights of vulnerable sectors of society, so that they can
live a life free from discrimination and fear and implement programs that
encourage women to participate in the labor market.These strategies are
significant illustration that the government remains true to its mandate in
mainstreaming gender development in the country. Such intervention
implies the need for quality gender-based data for the analysis of and
informed decisions on different gender issues.

The 2018 Women and Men in the Cagayan Valley Region–


Statistical Handbook presents an up-to-date gender statistics through
tables and charts with short explanatory texts and brief analyses
highlighting important features of the data. The Philippine Statistics
Authority Regional Statistical Service Office 02 (PSA RSSO2) hopes to
contribute to the government’s efforts in promoting gender and equality
and in fulfilling the various international gender-related commitments of
our country.

It is our wish that all concerned sectors would be able to make


use of this publication in the formulation of effective plans, programs, and
policies for the advancement of women in the region.

We gratefully acknowledge the valuable contributions of our


various data sources without which this publication would not have been
made possible. With this handbook ,we hope to inspire other government
and non-government agencies to embrace our crasade in compiling
quality gender statistics of the region.
