CHAPTER I

INTRODUCTION

Career Pathways is a workforce development strategy used in the United States

to support workers’ transitions from education into and through the workforce. This
strategy has been adopted at the federal, state and local levels in order to increase
education, training and learning opportunities for America’s current and
emerging workforce.

Career pathways are an integrated collection of programs and services intended

to develop students’ core academic, technical and employability skills; provide them
with continuous education, training; and place them in high-demand, high-opportunity
jobs.

A career pathways initiative consists of a partnership among community colleges,

primary and secondary schools, workforce and economic development agencies,
employers, labor groups and social service providers.

Community colleges coordinate occupational training, remediation, academic

credentialing, and transfer preparation for career pathways initiatives.

Career pathways models have been adopted at the federal, state and local
levels. Given their cross-system nature, states often combine multiple federal streams
to fund different elements of career pathways models.

The US Department of Labor’s Employment and Training Administration had

advocated for career pathways to fill the need for more highly trained and skilled
workers.

The US Department of Education’s Office of Vocational and Adult Education has

also supported career pathways initiatives to provide students with postsecondary
education and training to improve their skills to advance in the workplace. and recently
selected five sites as recipients of grants to strengthen their career pathways efforts.

A career path is composed of a sequence of jobs that make up your career plan.
Career paths and career plans may sound like the same thing, but they’re not. A career
plan includes short-term or long-term goals leading to an ideal career, while a career
path specifically includes the jobs that step an individual towards his or her goals and
objectives.

Curious about how a career path works? The first thing to know is that while it
includes the jobs, you’ll need to hit your ultimate career goal, a career path doesn’t need
to be a straight line. There’s no blueprint or timetable for climbing the career ladder.
Your career path will be as individual as you are. You may take a very different route
than your colleagues and wind up in the same spot.

The study aims to know what happend in the students when they graduates in
Senior high. To give an information to the students while taking TVL Strand.

Hypothesis of the Study

Defenition of terms

Work-force development - has historically occurred in two forms: place-based

strategies that attempt to address the needs of people living in a particular
neighborhood, and sector-based strategies that focus on matching workers' skills to
needs in an industry already present in the region.

Work Force - labour force is the labour pool in employment.

Employability - refers to the attributes of a person that make that person able to gain
and maintain employment.

community college - is a type of educational institution.

Administrator and Management-This variable as used in this study, pertains to the

modification of the functions of the school heads as an effect ofthe change from the old
to the new curriculum.

Curriculum Adjustment-In this study, the term refers to the new set ofactivities and
trends integrated in the implementation of the k to 12 program.

Implemention of K to 12 Program- In this study, the term applies only to the

selected schools private and public high schools

K to 12 Program-As defined by Cruz (2010), refers to the most recently implemented

basic education curriculum signed into a law by the incumbent President Benigno
Aquino III through Republic Act 10533. The Filipino students are required to undergo
one year in Kindergarten, six years in primary school, four years in Junior high school
and two years in senior high school.

K-12 curriculum

Education in the Philippines is provided by public and private schools, colleges,

universities, and technical and vocational institutions in the country. Funding for public
education comes from the national government. For the academic year 2017–2018,
about 83% of K–12 students attended public schools and about 17% either attended
private schools or were home-schooled. With the "trifocalization" of the educational
system in the country, three government agencies handle each level of education. At
the basic education level, the Department of Education (DepEd) sets overall educational
standards and mandates standardized tests for the K–12 basic education system,
although private schools are generally free to determine their own curriculum in
accordance with existing laws and Department regulations. On the other hand, at the
higher education level, the Commission on Higher Education (CHED) supervises and
regulates colleges and universities. Meanwhile, the Technical Education and Skills
Development Authority (TESDA) regulates and accredits technical and vocational
education programs and institutions in the country. By law, education is compulsory for
thirteen years (kindergarten and grades 1–12) and is grouped into three levels:

Welding (SMAW) Students Graduates of S.Y. 2018-2019
elementary school (kindergarten–grade 6), junior high school (grades 7–10), and senior
high school (grades 11–12). They may also be grouped into four key stages: 1st key
stage (kindergarten–grade 3), 2nd key stage (grades 4–6), 3rd key stage (grades 7–10)
and 4th key stage (grades 11–12). Children could enter kindergarten at age 5.
Institutions of higher education may be classified as either public or private college or
university, and public institutions of higher education may further be subdivided into two
types: state universities and colleges and local colleges and universities

Jose Abad Santos High School (JASHS)

Jose Abad Santos High School (JASHS) is a public secondary school in

Binondo, Manila established in 1947. It started out as the Meisic annex of Arellano High
School. At present, the school is Senior High-ready and offers Academic as well as
Technical-Vocational-Livelihood (TVL) strands to its students. The school was named
after Jose Abad Santos, former Chief Justice of the Supreme Court of the Philippines.

Awareness, Preparedness and Needs of the K to 12 Senior High

School Modeling Implementation

The Social Adaptation Theory of Kahle et. al., 1985 applies Neo-Piagetian
concepts to such content areas as attitude change and advertising effectiveness. It
assumes that the schemata grow as a result of dynamic adaptation through assimilation
and accommodation, as well as through internal organization of information. Adaptation
rather than rationality animates change.

Kahle’s social adaptation theory is relative in this study considering that the core
of the study ascertains the awareness, preparedness and needs of the K to 12 Senior
High School modeling implementation in Eastern Visayas specifically the Palo National
High School and the Merida Vocational School which are both located at the province of
Leyte.

Second Semester Research Paper Practical Research 2

Career Paths of Jose Abad Santos (Senior) High School TVL-Shielded Metal Arc
Welding (SMAW) Students Graduates of S.Y. 2018-2019
This also elaborates on the theory in the research areas of advertising
effectiveness, attitude-behavior consistency, self-concept, values, and philosophy.

This study pursued by describing profile of the modeling school implementing the
Senior High School program; ascertaining the awareness, preparedness and needs of
the implementers of the K to 12 Senior High School modeling program in Eastern
Visayas.

Finally, the outcome of the study focused in recommending contingency

measures for the enhancement of the K to 12 Senior High School as one of the
research based activities that would serve as a benchmarking tool in the nationwide
implementation in the year 2016.

What does this difference mean for the potential student?

`Obviously you don’t have to commit as much time to a postgraduate course. If

doing the course means you have to take time off work, or study alongside working,
then you only lose a few months rather than a few years. However, there are some
other timing factors to be considered. Because a postgraduate course is much shorter,
you do not have the same luxury of time to settle in that you do in undergraduate
degrees. A postgraduate course demands that you immediately focus on your work, and
start working at an intense level straightaway, whereas in a degree that lasts three
years, there is some leeway for lecturers to offer introductory sessions at the start of the
year or term.

TEACHER SUPERVISION

Undergraduate: close guidance. Postgraduate: independent study. Although not

all postgraduate degrees leave you completely alone without classroom time, the ethos
of teaching is different at postgraduate level. As the student you are supposed to drive
your own learning, which means being more self-motivated and independent of your

Second Semester Research Paper Practical Research 2

Career Paths of Jose Abad Santos (Senior) High School TVL-Shielded Metal Arc
Welding (SMAW) Students Graduates of S.Y. 2018-2019
teacher. Of course if you need guidance you will have lecturers and supervisors who
are more than happy to help, but the intended learning experience is very different at
postgraduate level. You are supposed to come up with your own ideas and theories
rather than just learning about other people’s findings. You will be encouraged to do
research around the topic you are interested in, but will not always be given set tasks to
complete within a time frame

PERSONAL EXPERIENCE

Undergraduate: for many, it’s party time! Postgraduate: dedicated work, perhaps
some feelings of isolation. It is easy to fall into the trap of thinking that undergraduates
do no work and come to university to have three years’ worth of socialising! Of course
this is definitely not true and most undergraduates do work really hard. But it would be
fair to say that social activities and hobbies are a big focus in an undergraduate’s life.
This is not so true for postgraduates. They are less likely to live in university
accommodation and more likely to live at home with families or pre-existing groups of
friends. The fact that their degree is shorter and the work is more challenging (not to
mention postgraduates being a few years older) means that their minds are generally
more focussed on work. In fact, sometimes postgraduates can become a little isolated.
Universities and students’ unions provide fewer facilities for postgraduates to meet each
other. And the very nature of the study means that students are often working alone.
So, the risk of loneliness is high if you are living outside the university, especially so if
you are doing a distance-learning course of the type discussed in this e-learning article.
However, if you are dedicated to your course and take every opportunity that your
university offers to engage with other students in the postgraduate community, you
should be able to combat these feelings of isolation.
