1. References:
a. Memo from OIC, RHSU dated December 25, 2019 with subject
Incident Report Re: Commotion During NCRPO Christmas Celebration
b. Memo from Chief, IID, RIAS-NCR, and
c. Verbal Instruction from ARD, NCRPO.

2. This is pertains to the continuous inquiry being conducted by this Unit


pertaining to the incident of commotion during the NCRPO Christmas Celebration that
was conducted at around 1:30AM of December 25, 2019 infront of the NCRPO
Grandstand, CBD, Bicutan, Taguig City between PSSf Jeffrey Bag-o y Tusoy, RPHAS
and Pat Danilo Tiempo y Torrefranca, RHSU.

3. Please be informed that after the undersigned submitted the RHSU Incident
Report pertaining to the commotion that transpired on the above stated TDPO, both
PNCOs were called to the Office of the OIC, RHSU to thresh out the issues surrounding
the said incident that almost led to physical contact if not to the timely intervention and
pacification of other members of this Unit. It appears that both parties were led into a
heated argument relative to the attendance in the Accounting of Personnel wherein
PSSg Bag-o was marked absent by Pat Tiempo after he completed the actual
headcount of RHSU personnel to be submitted for consolidation at the Office of the
ACRS.

4. The undersigned clarified to both parties the necessity of having their


respective firearms be turned over to the Responsible Supply PNCO for safekeeping
while the firearm of PSSg Bag-O was turned over to RD, IAS-NCR to aid them in their
conduct of a motu-propio investigation surrounding the incident. After exchanges of
reasons, both parties arrived to settle the matter in front of the undersigned while they
were also advised to cooperate with the IAS-NCR who took cognizance in the conduct
of investigation with regards to the administrative aspect of the case after a request was
made by the Chief, IID, RIAS-NCR was made through a memorandum dated December
25, 2019. Meanwhile, the undersigned has directed both parties to produce their
respective documentations relative to the firearms that were turned over to this Unit for
verification with the higher Headquarters.

5. Final report shall be submitted as soon as new data and evidence are
secured or surface.
